Colorado Mountain Local College District (CMC) requests a Location and Extent review by the
Planning Commission for the construction of two new buildings on the college's Spring Valley
Campus. The Ascent Center will be a one-story L4,OOO square foot facility housing the campus
bookstore, offices for student affairs and admissions staff and a conference facility. lt will be
located on the main campus road just south of the existing dorm building, Sopris Hall. The Fitness
and Recreation Center will be a two-story 29,OOO square foot facility that includes a gym, locker
rooms, climbing wall, concession, fitness and weight rooms. lt will be located on the east end of
the campus near the existing soccer fields. Plans also call for the remodeling of the existing
student center, with a 5,608 square foot addition to the existing 33,092 square foot building.
These new buildings will be located on a 539.44 acre parcel where the currently developed area
of the campus is located (CMC owns a total of 800 acres in the vicinity). All new construction will
include uses typical of an Educational Facility, consistent with the PUD guidelines such as offices,
meeting rooms, classrooms, a gymnasium and café or concession facilities. The proposed
structures will be served by existing infrastructure including water, sanitation and access.
Based on the original PUD approvals and representations, the Director has made the
determination that the request is in general conformance with the existing PUD and a
modification is not required. This determination included an assessment of the overall square
footage of structures on campus. The proposed new structures would not increase the originally
approved density o1277,660 square feet at "Total Phase" buildout. The current proposals will
result in a total of 212,645 square feet of academic and support structures. The Applicant has
also provided documentation that the current proposals and existing facilities on the Spring
Valley Campus are within the original PUD approvals for overall acreage of Education Facilities.
The supplemental information also represents that the existing water and sanitation facilities
have capacity to serve the two proposed buildings'

CMC's Spring Valley Campus is accessed by Spring Valley Road (County Road 1-14) via Highway 82
and sits approximately 4 miles southeast of the City of Glenwood Springs and 3.8 miles north of
the Town of Carbondale. Adjacent land uses ¡nclude the Pinon Pines apartment complex and
soccer fields to the east of campus. The Elk Springs Subdivision lies to the northwest. The majority
of surrounding land use is open space either owned by CMC or other ent¡ties.
Il t.AUTHORITY - APPLICABLE REGULATIONS
L The request is being considered in accordance w¡th Garfield County Land Use and
Development Code, Section 4-LtL Location and Extent Review. The review criteria for a
location and extend review is noted below:
Location and Extent Revíew Criteria - Section 4-111 (C)
The Planning Commission shall determine whether the project is in general conformonce
with the Comprehensive Plon.
2. Decision making authority for Location and Extent Review is with the Planning
Commission and the Commission may approve or disapprove of the request based on the
above criteria.

3. The basis for the Location and Extent Review is found in the Colorado Revised Statutes
(530-28-110(fXa)) that requires ...Whenever øny county plønning commission...has
adopted a master plan of the county...no road, park, or other public woy, ground, or spüce,
no public buitding or structure, or no public utility, whether publicly or privately owned,
shatt be constructed or authorized in the unincorporated territory of the county until ønd
unless the proposed location ond extent thereof hos been submitted to and opproved by
such county plonning commission.
IV. PUBLIC AND REFERRAL COMMENTS
The Applicant has provided documentation that all required notice mailings have been
completed in accordance with the LUDC. Prior to public hearing, the Applicant will submit proof
of mineral owners public notice requirements. The Application received no public comments.
Referral Comments received on the Application are attached as Exhibits and summarized below:
A. Carbondale and Rural Fire Protection District (Exhibit ?): No concerns or objections with
the request.
B. Garfield County Road and Bridge (Exhibit ?): No concerns or objections with the request.
V. STAFF ANALYSIS AND CRITERIA
L Public notice required for the Location and Extent Review included publication, posting
and certified mailing to property owners within 200 feet and mineral rights owners. No
public comments have been received at this time.
2. The Applicant has indicated that CMC is currently working with the State of Colorado on
the permitting process as pursuant to state building requirements. CMC will also be
responsible for complying with the local Fire District's regulations as applicable.
3. Future La [Jse Mao:The Garfield County Comprehensive Plan 2030 designates the site
as a Village Center (see Figure 4 below). These centers are areas where there is a
concentration of residential development and commercial development that is intended
primarily for the convenience needs of surrounding residential development. This mix of
uses may include educational, institutional and civic uses. The addition of two new
buildings to the Spring Valley campus is consistent with this designation as a Village
Center. The uses are primarily educational and institutional, including student housing
and services.

4. Garfield County Comprehensive Plan Elements - A review of a project for general
conformity with the Comprehensive Plan includes not only the proposed future land use
in the geographical area of the County but an analysis of the proposal based upon the
plan elements. Staff has reviewed these elements from the Comprehensive Plan for
general conformance and has included the following applicable excerpts with analysis:
Section 4 - Economics. Emplovment and Tourism:
Gool L: "Maintøin a strong and diverse economìc base (for both employment and income
generation)."
Perhaps one of the most significant drivers of strong and diverse economies is an educated
population. Studies show that bachelor's and associate degree holders contribute significantly
more to local economies than the average high school graduate through direct spending over the
course of his or her lifetime. The CMC Spring Valley Campus is an important component of
Garfield County's economy and economic development.
Section 4 - Economics,nt ond Tourism:
Strotegy 10: "Focilitate the growth of institutions thqt educate the county workforce."
An educated population is key for the health and prosperity of Garfield County residents.
Expansions, renovations and regular maintenance of existing educational institutions in the
county are critical in order to maintain and grow the education levels of local and regional
populations. The addition of these new buildings to the CMC Spring Valley Campus is in direct

conformance with this Comprehensive Plan strategy
Section 7 - Water ond Sewer Services:
Goal 1: "Fnsure the provision of legol, odequøte, dependqble, cost-effective qnd environmentolly
sound sewer and woter services for new development,"
The CMC Spring Valley Campus receives its water and sewer services through the Spring Valley
Sanitation District. The college completed a water evaluation report in 2O!7 finding that the
addition of the two buildings will still be within the campus's water and sanitation capacity. The
new facilities are strategically placed to connect to the existing utility infrastructure with room
for future facilities growth. Future buildings will require the campus to update its augmentation
plan and the College is in the midst of beginning that process.
Section I - Notural Resou rces:
lssue 1: "ToLtrism is on integrol component of the economy of Garfield County. Therefore, it is
important, for economic development, to respect the natural environment that brings residents
ond visitors to the county."
CMC's Spring Valley Campus is surrounded by beautiful, largely undeveloped open space. The
two new buildings will be constructed within the existing footprint of the campus that is already
developed and utilized. This increases the density and walkability of the campus while preserving
the overall natural environment in which ¡t ¡s situated. This preservation of the natural
environment from unnecessary sprawling growth strives to address this Comprehensive Plan
issue.
Summarv:
With recommended conditions of approval, the proposal to construct two new buildings on the
Colorado Mountain College Spring Valley Campus appears to be in general conformance with the
Garfield County Comprehensive Plan.
The following suggested finding for approval of the Location and Extent request refers to the
approvalcriteria contained in Section 4-ttl (C) of the Land Use and Development Code:

Suggested Findings for Approval

2. That the hearing before the Planning Commission was extensive and complete, that all
pertinent facts, matters and issues were submitted or could be submitted and that all
interested parties were heard at that hearing.
3. That forthe above stated and other reasons, approval ofthe Location and Extent request
by Colorado Mountain Local College District for the construction of a Fitness and
Recreation Center and Ascent Center is in the best interest of the health, safety and
welfare of the citizens of Garfield County.
4. That the Location and Extent request has been determined to be in general conformance
with the Comprehensive Plan 2O3O, as amended.
5. That the Location and Extent request is in conformance with the Review Criteria
contained in Section 4-III, Location and Extent of the Garfield County Land Use and
Development Code, as amended.
6. The determination of General Conformance is based on the Applicant's representations
in their Application submittal and at the public hearing before the Planning Commission.
Staff recommends that the Planning Commission approve the Location and Extent for the CMC
Recreation/Fitness Center and Ascent Center subject to the suggested findings and the
conditions of approval outlined below. A resolution of the Planning Commission will be prepared
consistent with the Commission's motion. The Commission's action is the final decision unless
appealed. The Commission's motion should include authorization for the Chairman and Secretary
to sign the resolution.
1. That all representations made by the Applicant in the Application shall be conditions of
approval unless specifically altered by the conditions of approval contained herein.
2. That the Applicant shall obtain all required permits from the State of Colorado and comply
with all applicable requirements of the local Fire District.
3. That the Facilities shall be operated in accordance with all applicable Federal, State and
local regulations governing the operation of the specific types of facilities.

Good morning,
Garfield County Community Development is requesting referral comments for an application
submitted by Colorado Mountain College for a Location and Extent Review. The property is located
at 3OO0 County Road 114, Glenwood Springs, CO 81601. CMC wishes to construct two new
structures on their Spring Valley Campus - a new Fitness and Recreation Center and the "Ascent
Center". The property is zoned Planned Unit Development (PUD).
