Please find Laramie Energy, LLC (Laramie) responses to your Not Technically Complete (NTC) letter
(dated 11-14-2018) below. The files identified in the comments are attached to this document via email.
The following revisions/additional materials were requested:
t. Please update the dates of installation and removal. Both in the narrative and on the site plan.
Currently the dates in the narrative indicate that the MTEH will be installed on July 15, 2018 and
removed on December 15,2018. The dates on the site plan do not match those provided in the
narrative.
Laramie Response: Both the narrative and the Site Plan have been updated to reflect the newly
proposed dates for installation/operation/removal of the facility. The new proposed dates are
January L7, zOLg to January L7,2020. Please see the attached files named "Site Plan.pdf' and
" 6O4-t,2-L3 Tem p Housi ng Descri ption a nd Specification. pdf'
2. Please update the site plan to indicate whether a roadway is open, gated, and/or locked.
Laramie Response: The Site Plan has been updated to indicate the roadway is open, un-gated
andlor un-locked.
3. Please update the site plan to include the regulatory agency contact information.
Laramie Response: The Site Plan has been updated to reflect the primary regulatory agency with
oversight for this facility: the Colorado Oil and Gas Conservation Commission.
4. The application mentioned that photos from the State Division of Housing were attached.
However, Staff did not see those in the submittal packet. Please provide evidence of Use and
Occupancy as indicated in Section 4-3Ot.

contents of this file are also appended to the "6O4-L2-L3 Temp Housing Description and
Specification.pdf' noted above.
5. Please describe how the mineral notice owners were researched including, but not limited to,
research at the County Assessor's Office, etc.

Application Compliance Narrative.pdf' Data related to surface and mineral owners for the
subject parcel were gathered via an investigation conducted by the Laramie Land Staff from the
Garfield County Assessor's andy'or Clerk and Recordey's files. All files were attached to the
original submittal.

Housing and comply with the Garfield County Land Use Code requirements for approval of a Minor

A, Federal, State, and LocalLaws and Regulations.
Minor Facilities must comply with all applÍcable Federal, State, and local laws and
regulations.
B. Notlflcatlon of Faclllty lnstallatlon and Removal.
The Sheriffs Office and relevant fire protection district(s) must be notified at least
24 hou¡s priorto lnstallatlon and removal of each Minor Facílity. The Gommunity
Development Department shallbe copled on allsuch notification, whether hard
copy or electronlc.
C. Water Syshms.
Water sr¡stems shall comply with standards set forth in sectlon 7-705.8. (as
excerpted below):
Water Systems.
l. Water systems must comply with all applicable State and local laws and
regulations.
2. Allpotable weter systems must include a rneter and the Operator must
keep a record of the daily usage.
3. For sites to which potable water is hauled, Operators shall:
a. Keep appropriate records, lo be provided to the County upon
request, to demonstrate that water supplied to a site is from an
approved source and that wastewater is disposed at an approved
facilitY.
b. For water facilities not permitted by the CDPHË, the Operator
must conduc't monthly tests (orquarterly if an on-site disinfedion
system is installed) and maintain records of potable water samples
specific for coli form. Any tests indicating coliform contamination
must be disclosed to the County Public Healh Department.
c. Water systems facilities permitted by the CDPHE must obtain all
necessary State permits or demonsfate that applicatíons for any
necessary permits have been submitted priorto a determination by
the Coun$ that an application is complete,
d. Maintain complíance with State regulations at alltimes during
operation.
4. ln no case shall unsafe water be used br drinking nor shall rew seü,age
or used water be discharged onto the ground surface.

D. IfUastcwater Systems.
wasteuater systems shall comply with standards set forth in section 7-205.c. (as
excerpted belour):
Wasteuater Sysûemc,
1. Wastewater systams must comply witlr all applicable State and local
lavr¡s and regulations.
2. Wastewater may be disposêd of using either an Ol /TS or a vault-and-
haul system. A vault-and-haul s¡ætem must demonstrate the üollowing:
a, Year-round access is available and maintEined for safe and
ragular âccess for sewage hauling vehicles;
b. The Operator can demonstrate and guarantee an arrangement
for hauling se$,age;
c. The Operator will maintein ell records, including but not limited
to, trip logs/reports and landlïll recelpts;
d. Tha seu,ege disposal recorde will be maintained as public
records to be available to the Coung upon request;
e. Thefacility wlll not exceed a cumulative of I year at the
approved location; and
f. The facility has been designed to accommodate 75 gallons of
wasteu¡ater per person per day or an amount derived from
engineered calculatlons talten from metered usage rates at a
similar facility that has been revialsd and approved by the County.
E. Clean, Safe, and Sanitery Gondition.
híinor Facilities shall be maintained in a clean, safe, and sanitary condition, fee of
weeds and refuse. Any hazardous or noxious materiale that must be sto¡ed at the
Minor Facilþ for operational or securi$ ressons must be managed in accordance
wilh allapplicable Federal, State, and local laun and regulations.
F. Trash and Food Storage.
Wildlife-proof refuse containers must be provided for trash. Outdoor food storage
is prohibited unless facilitþs are provided that prevent the attraction of anlmals to
the Major Facility site.
G. Fire Protection.
l. Provisions for giving alarm in case of lTre and fire suppresslon must be
installed per fire codes and as required by the fire protection district.
2. Single-station carbon monoxide alarms must Þ placed in each
Manufactured Horne or Recreational Vehicle unit.
H. No Domestic Anlmals Allowed.

l. Removalof Faclllty.
l^fithin 10 days following the explration or oherterminatíon of the Land Use
change Permit or represented date of removal identified wiürin the Land use
Change Permit, all houslng sFuctutes, foundations, and associated infrastructure
shall be completely removed. The Oparator shall provide the Direstor with phobs,
dated and sþned by the Operatofs cornpliance ofücer, indicating that all housing
strudures, foundations, and associated infrastructure have been removed within
the specified tlmeframê.

Buildings provided at 604-12-13 are constructed to meet all Garfield County building
requirements. Certifications from the Colorado Department of Housing (CDOH) have
been obtained demonstrating that the buildings meet the appropriate specifications.
Photographs of the Colorado Division of Housing certification tags have been provided
The proposed temporary housing quarters would be equipped with smoke and heat
detecting fire alarms to alert the occupants of a fire. All occupants would be informed as
to escape routes and fire extinguisher locations. All the mobile home units would be
equipped with fire extinguishers capable of fighting A, B, and C-type fires. Fire
extinguishers would be mounted on the walls or in easily visible locations. Since the
proposed temporary housing quarters would be placed on COGCC-permitted well pad
that is clear of vegetation, the risk of wildfires would be minimal. Smoking would only be
permitted in designated areas adjacent to the housing quarters. Open fires would not be
permitted. Only gas grills would be used outdoors.
All trailers, potable water systems and wastewater systems will be located within the
confines of the well pad as approved by the COGCC.

Dear Mr. Prescott:
This office is in receipt of an Application (received November 5, 20L8) for a Minor
Temporary Employee Housing Facility operated by Laramie Energy, LLC in the Resource
Lands - Plateau Zone District. The Administrative Permit requested is for a property
owned by Laramie Energy, LLC and located on well pad 604-12-L3. The subject parcel is
described by tax lD 2169-214-00-026.
Thank you for submitting the additional documentation necessary to satisfy the
submittal requirements for the Administrative Review Process for a Minor Temporary
Employee Housing Facility. The application has been determined technically complete
with the submittal requirements contained in the Land Use and Development Code, as
amended (LUDC). This designation starts the review process of your application.
Please be aware that a designation of technical completeness is not a finding that the
application meets the criteria required for approval, but simply that sufficient materials
were submitted to complete a review of the project.
A date has been set for issuance of the Directo/s decision on Monday, December L7,
20L8, at which time a decision will be issued on whether to approve, approve with
conditions or deny the application.
Just to reiterate the process as we move forward:
L. The Director Decision is set for December 17,2O!8;
2. You must send the Public Notice to property owners and mineral owners that
are within 200' of the permitted site and at least 15 days prior to the decision
date;
3. Within 10 days of Friday, December L7,2OLB the Director will issue tlre decisiorr
and notify both the Applicant and the Board of County Commissioners (BOCC) of
the decision. The BOCC, the Applicant or any affected Adjacent Property owner
has the ability to "call-up" the application for a public hearing. We are required
to give the BOCC, the Director, the Applicant or any affected Adjacent Property
Owner 10 days to review and determine if the application should be called-up
for hearing. Such a call-up is governed by Section 4-LL2 of the Land Use and
Development Code.
4. Once the call-up period ends (without a request for call-up)the decision is final.
5. lssuance of a Land use Change permit is required priorto commencement of the
use on the property.
Once the L0 day call-up period has passed and no call-up is requested, the Applicant has
one (1) year to satisfy conditions of approval and have a Land Use Permit issued.
