My inspection disclosed that the construction of the additions to dormitories Aspen and Spruce, and the new residence Larkspur conform to the requirements of the Uniform Building Code of 1988. Regarding the conditions of the Site Approval as outlined in your letter dated October 8, 1990, please note the following: 1. The groundwater monitoring wells have been installed as shown on the plans. However, Well No. 1 has gone dry and must be re -drilled. This well will be re -drilled and all three wells will be sampled and analyzed for nitrates, fecal coliform and BOD this fall. 2. Water saving plumbing fixtures have been installed in the convenience store and in the bath house. The showers have a flow rate of 1.7 gallons per minute and the toilets use 2.5 gallons of water per flush. One standard washing machine rather than two water saving machines is to be installed in the convenience store. The combined flow from all plumbing fixtures is Less than the design flow as described in the approved engineering report. 3. Box 750 Meeker, CO 81641 RE: Structural Inspection Dear Steve: MAk At your request, on August 25th I conducted a structural review of two buildings located on Rio Blanco Ranch. The purpose of the review was to comply with a request by Michael Watts, Garfield Country Building Inspection, to certify that the two structures met specific code requirements. This letter report outlines my findings. Sagebrush. The Sagebrush residence is located on the southeast shore of the pond. The original structure, which was reportedly constructed in the mid 1970's, was destroyed by fire in the winter of 1989. The structure was razed the following summer. The original foundation was then utilized to support a new prefabricated log structure.. The original foundation consists of a 24"x8" footer supporting a 24"x8" stem wall. The foundation does not extend below frost level. The foundation appears to be constructed of batch prepared concrete. Although there are a few minor hairline cracks in the stem wall, there is no indication of settlement or foundation distress. This Type of minor cracking is common in foundation walls and is probably the result of concrete curing. Although plans are not available for review, it is my opinion that the foundation does contain reinforcing steel. I base this opinion on the age of the original structure, the quality of the formwork and the appearance of the concrete as well as the lack of major foundation cracking. It is therefore my professional opinion that the foundation is properly designed to structurally support the residence. During the inspection, two items were observed that should be addressed. The first area is the entrance porch canopy. As constructed, the posts that support the roof rafters rest on a log crib wall. The two foot high crib wall transfers the roof load to the porch foundation. The design of this connection results in a hinge point at the top of the Iog crib wall. The hinge has displaced the wall outward by approximately 302 Eighth Street, Suite 325 P.O. Drawer 160 Glenwood Springs, Colorado 81602 (303) 945.2236 Mr. Steve Coley Page - 2 two inches. It is my recommendation that the porch roof be supported on log posts that extend to the foundation level. If you desire, the log cribs can be placed between the roof posts for aesthetics and to provide a railing. The second area of concern is the ventilation of the crawl space. The foundation wall provides two 18"x24" openings on the diagonal comers of the structure for cross ventilation. At the present time these openings are covered with plywood. It is our recommendation that you construct screened covers to allow the free flow of air under the structure during the summer months while still preventing varmints from entering the space. Larkspur. The Larkspur manager's residence was constructed in 1990. The building was designed by Rob Classen, a licensed architect Located in Glenwood Springs. The plans were available for review. My structural review consisted of a visual examination of the foundation and the overall condition of the structure. I reviewed the sizing of selected structural members as shown on the plans. The architect also provided me with his design assumptions. Based on my calculations and plans review, it is my opinion that the structural members are properly sized to resist anticipated loads.
