Located at 3131 Highway 13, Rifle, CO 81650, on the northeastern boundary of the City of Rifle. A parcel of land in the Northeast Quarter of Section 36, Township 5 South, Range 93 West of the 6th p.m. Parcel No. 2129-361-00-009 4.07 acres Resource Lands Gentle Slopes (RLGS) Approval with Conditions I. DESCRIPTION OF THE PROPOSAL The Applicant is requesting to permit a small contractor's yard on a 4.07 -acre parcel located wilhin the Resource Lands Gentle Slopes (RLGS) zone district. The Applicant's business is a small service company that consists of three pickup trucks, each with an enclosed trailer that carries a machine used to couple pipes in oil fields. The Applicant proposes to construct a 6,000 square foot structure on the property in which piping would be stored and vehicles pulled in for storage and equipment pickup. The facility will be unmanned and will therefore not require a source of water or wastewater system; employees will access the site in the morning and bring equipment back in the evening with no one stationed on site throughout the day. The site is accessed directly off State Highway 13 via two CDOT-approved access points, one temporary and one planned for use in the future. In addition to waivers from a water supply plan and wastewater treatment plan, the Applicant is also requesting waivers from the submittal requirements for an Improvements Agreement and a Development Agreement. These requests are deemed appropriate for the Application as the development will not be phased and no new public improvements are proposed or required as a result of the application. II. DESCRIPTION OF THE SITE The parcel is located directly between the northeastern boundary of the City of Rifle and Highway 13. The site is currently improved with a manufactured residence to the south and a temporary storage structure to the west that will be removed once the Land Use Change Application is approved. Government Creek bisects the parcel. Aside from this water body and the slightly sloped access driveway to the north, the parcel is generally flat. Floodplain issues have been addressed as there is no development planned within the mapped floodplain area. A bridge provides access over the creek to the western side of the parcel however no development is planned on this portion of the property. Both native and non-native vegetation exists along the creek and parcel boundaries. The property accesses directly onto Highway 13 via two gravel drives, one temporary and one planned for future use. AUTHORITY - APPLICABLE REGULATIONS A. The Land Use Tables contained in Section 3-403 of the Land Use and Development Code designates a Small Contractor's Yard within the Resource Lands Gentle Slopes 7one district as requiring Administrative Review. B. Section 4-103 of the Land Use and Development Code sets forth the Administrative Review Procedures by which the current Application is being considered. C. The Application submittal requests four waivers from submittal requirements. These waiver requests are from submittal requirements included in a water supply plan, wastewater treatment plan, improvements agreement and development agreement. Submittal waivers have been accepted as part of the completeness review. D. Article 7 of the Land Use and Development Code sets forth general approval standards in Division 1, general resource protection standards in Division 2 and site planning and development standards in Division 3. Industrial Uses are also subject to Section 7-1001. The standards are addressed in the Application submittals and in the Staff Analysis section of this Staff Report. IV. PUBLIC AND REFERRAL COMMENTS The Applicant has provided documentation that all required notice mailings have been completed in accordance with the LUDC. Referral Comments received on the Application are attached as Exhibits and summarized below: A. Garfield County Consulting Engineer, Mountain Cross Engineering (Exhibits 7 & 8): Applicant should confirm that the site will be unmanned with no need for water or wastewater as well as provide more clarification on CDOT access permit. Applicant will also install a vegetative buffer to mitigate any effects of stormwater runoff to the creek. B. Colorado Department of Transportation (Exhibit 9): MOT has tentatively approved a plan to use the northern access point temporarily until the landowner to the south redevelops, at which point an easement would be provided and the southern access point shared. C. Garfield County Building Official (Exhibit 10): Applicant will need to meet requirements of the Building Code at time of building permit and all construction must be out of floodplain and 35 foot waterbody setback. D. Colorado River Fire Rescue (Exhibit 11): The property will have a posted address visible from Highway 13 and the building must have properly rated fire extinguishers. E. Garfield County Vegetation Management (Exhibit 12): The Applicant will need to propose a management plan for noxious weeds present on the property. 4 No comments were received from the public. No response was received from Garfield County Environmental Health or City of Rifle. V. STAFF ANALYSIS AND CRITERIA Article 7, Division 1: General Standards Section 7-101: Compliance with Zone District Use Regulations The property is in general compliance with Zone District Regulations for the Resource Lands Gentle Slopes Zone District. The proposal meets minimum lot area, maximum lot coverages and property setbacks. Section 7-102: Conformance with Comprehensive Plan and compliance with IGAs The County Comprehensive Plan identifies the property as within the City of Rifle Urban Growth Area. The application was referred to Rifle with no comments received. The Rifle Comprehensive Plan lists the property under its Low Density Residential and Medium Density Residential designations. The property is currently used residentially with the proposed added use of a small contractor's yard. Although this new industrial use does not directly conform to the designation within the City's Comprehensive Plan, the impact is relatively low due to the fact that the industrial use is not intensive, the structure will enclose the contractor's yard and the surrounding residential densities are very low. Section 7-103: Compatibility The character of the land surrounding the property is that of very low density, largely undeveloped residential parcels in the Rural zone district to the east, the Resource Lands district to the south and the City of Rifle to the north and west. As stated in Section 7-102, the impact of the small contractor's yard is relatively low due to the fact that the industrial use is not intensive, the structure will completely enclose the contractor's yard and the surrounding residential densities are very low. Section 7-104: Sufficient, Adequate, Legal and Physical Source of Water The site will be unmanned and will therefore not require a source of water. Section 7-105: Adequate Central Water Distribution and Wastewater The site will be unmanned and will therefore not require wastewater facilities. Section 7-106: Adequate Public Utilities The property is currently served with adequate electrical utilities. Any existing easements will be carried forward and not impacted, changed or modified. Section 7-107: Access and Driveways a. Because the parcel accesses directly off a state highway, approval from Colorado Department of Transportation is required. This portion of State Highway 13 has an associated Access Control Plan that was signed by the City of Rifle, Garfield County and 5 CDOT. CDOT has approved the temporary northern access point from the Access Control Plan (Access Point #64) until the neighbor to the south redevelops, at which point this southern access (Access Point #84) will be shared with the concurrent execution of an access easement (see Figure 6). Staff has included a condition of approval that all circulation patterns, both temporary and proposed for the future, be shown on the site plan. b. Traffic information provided by the Applicant represents that three (3) trucks with attached trailers will be accessing the site each day; the employees will leave the property at 7:00 a.m. and return at 5:00 p.m. to return the vehicles and trailers for overnight storage. There will be no deliveries or pickups during the day. As such, the use will have minimal traffic impacts on State Highway 13. c. The Applicant as well as a site visit has confirmed that the gravel access driveway meets dimensional requirements outlined in Section 7-107. Staff recommends a Condition of Approval that this driveway be maintained to the standards outlined in Section 7-107. d. Because the site development area is on the portion of the parcel east of the creek, the bridge will not be used in conjunction with any uses associated with the small contractor's yard (see COA #2). However it was confirmed by professional engineer that the development area falls outside of this flood plain (See Figure 5). Because of this proximity to the creek, the parcel also exhibits septic system constraints. As no septic system is needed for the unmanned facility, these constraints are not of issue. Section 7-109: Fire Protection The subject property is identified as having a low to medium wildland fire susceptibility according to the Garfield County Community Wildfire Protection Plan (CWPP). Referral comments from Colorado River Fire Rescue are included within this report (Exhibit 11). CRFR will require that the property have the address posted and visible from Highway 13 as well as installing accessible, properly rate fire extinguishers in the new building. CRFR will also require the bridge to be inspected by a qualified engineer to determine vehicle load limits if the western portion of the parcel were ever to be used as part of the contractor's yard. Article 7, Division 2: General Resource Protection Standards Section 7-201 Agricultural Lands No impacts to agricultural lands are anticipated from the proposal. Section 7-202 Wildlife Habitat Areas No significant impact to wildlife habitat is expected. Section 7-203 Protection of Waterbodies The parcel is bisected by Government Creek which runs north -south. A site plan prepared by Bookcliff Engineering indicates that the proposed contractor's yard including structures, circulation and areas of disturbance will be built over 35 feet away from the Typical and Ordinary High Water Mark (see Figure 5). The site plan also references FEMA Flood Insurance Rate Maps and shows the proposed structure as being four feet above the 100 year floodplain. As all development will be out of the floodplain and all waterbody setbacks are met, Staff can conclude that the Application is in compliance with waterbody protection requirements. Section 7-204 Drainage and Erosion The development site and surrounding areas are generally flat. The Applicant has provided a site plan showing natural positive drainage away from the proposed structure toward Government Creek. Due to the contractor's yard's proximity to Government Creek and the fact that a 6,000 square foot structure will account for some increased runoff during storm events, the County designated engineer has suggested the Applicant install a vegetation buffer at the edge of the gravel parking area to capture sediment prior to the creek. It is suggested this buffer be made of turf and be 5' to 10' feet in width (see COA #4). 7 Sections 7-205 Environmental Quality Impacts to air and water quality is expected to be limited to typical impacts from motor vehicles. Staff anticipates minimal impact to environmental quality requirements. Section 7-206 Wildfire Hazards The subject property is identified as having a low to medium wildland fire susceptibility according to the Garfield County Community Wildfire Protection Plan (CWPP). Section 7-207 Natural and Geologic Hazards Because Government Creek flows through the middle of the parcel, a portion of the property is within the flood plain. Section 7-208 Reclamation The application was referred to the Garfield County Vegetation Manager who indicated that the Applicant will be required to complete a management plan for known noxious weeds on the property (See Exhibit 12). This has been included as a condition of approval. As no additional disturbance is anticipated beyond what is required for the long-term functioning of the site, Staff does not anticipate that reclamation be required. Article 7, Division 3, Site Planning and Development Standards Section 7-301 Compatible Design Because the contractor's yard will be fully contained within the proposed 60' x 100' structure, issues associated with site organization and buffering are not expected. As employees will only be on site at 7:00 for truck and trailer pickup and 5:00 p.m. for drop-off, operational characteristics will be non -intensive. The Applicant included the following description in the submittal: The contractor's yard, small, being a maintenance free steel building will be an attractive addition to the property values of this property and surrounding properties in the future. With the enclosure of the contractor's yard, minimal hours of operation and proposed building design, it is Staff's opinion that the application is generally compatible with 8 adjoining uses. Section 7-302 Off- Street Parking and Loading Standards: Staff has added a condition of approval that circulation, parking and loading areas be delineated more clearly on the site plan (See COA #2). Sections 7-303 Landscaping Standards: Industrial uses are not subject to specific landscaping requirements of the Code. Section 7-304 Lighting: Staff has added a condition of approval that all lighting associated with the small contractor's yard conform to Section 7-304 (See COA #14). Section 7-305 Snow Storage Standards: There are adequate snow storage areas currently existing within the lot to meet minimum snow storage standards. Section 7-306 Trail and Walkway Standards: No recreational or community facility access areas are proposed. Article 7, Division 1001, Industrial Use Standards A. Residential Subdivisions The location is not within a residential subdivision B. Setbacks The application has represented and the site plan shows that all activity associated with the use of the small contractor's yard will be a minimum of 100 feet from all adjacent residential property lines. C. Concealing and Screening The Applicant has represented that all activity associated with the contractor's yard shall be contained within a 60' x 100' structure on the property. This includes the storage of piping, vehicles and trailers and any other associated equipment. Condition of Approval #8 is included in order to assure that all activity associated with the use is enclosed within the structure. D. Storing The Applicant has represented that any storage associated with the small contractor's yard shall be contained within the proposed 60' x 100' metal building. E. Industrial Wastes No industrial wastes are proposed to be stored at this facility. 9 F. Noise Noise generation will need to comply with State regulations. Should future violations be noted the Applicant shall be required to achieve compliance through mitigation or operational changes (i.e. hours of operation, types of contractor uses). The Applicant has stated that no significant noise will occur on the site. The Applicant has also indicated that employees will only be on site brietly in the early morning and evening. Condition of Approval #15 ensures these standards are met. G. Ground Vibration No ground vibration is expected outside that created by motor vehicles. H. Hours of Operation The Code requires that "Any activity that will generate noise, odors, or glare beyond the property boundaries will be conducted between the hours of 7.00 AM and 7.00 PM Monday through Saturday, or as approved by the decision-making authority." The Applicant has indicated that employees will only be on site briefly at 7:00 a.m. to pick up the trucks and trailers and again at 5:00 p.m. to drop them off. Condition of Approval #15 ensures these standards are met. I. Interference, Nuisance or Hazard The Application has represented that the uses associated with the parcel will not emit heat, glare, radiation or fumes that substantially interfere with the existing use of the adjoining property or that constitute a public nuisance or hazards. In order to ensure these standards are complied with, Condition of Approval #15 has been included. VI. RECOMMENDED FINDINGS AND CONDITIONS Suggested Findings for Approval 1. That proper public notice was provided as required for the Director's Decision. 2. Consideration of the Application was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were given an opportunity to provide input prior to the Director's decision. 3. That for the above stated and other reasons, the proposed small contractor's yard is in the best interest of the health, safety, convenience, order, prosperity and welfare of the citizens of Garfield County. 4. That the application is in general conformance with the 2030 Comprehensive Plan, as amended. 5. That with the adoption of conditions and for the above stated and other reasons the application has adequately met the requirements of the Garfield County Land Use and Development Code, as amended. 10 Recommendation Staff recommends a finding that the proposed Contractor's Yard, Small is in conformance with the Comprehensive Plan of 2030 as well as the Land Use and Development Code. Staff, therefore, recommends approval subject to the following Conditions of Approval for the Pipe Manifold Contractor's Yard, Small Application. Suggested Conditions of Approval Conditions Prior to Issuance of the Land Use Change Permit 1. Prior to issuance of the Land Use Change Permit, the Applicant shall provide the County with the complete and approved CDOT Access Permit and comply with any and all conditions contained therein. 2. Prior to issuance of the Land Use Change Permit, the Applicant will provide the County with the following updates to the site plan: Include the location of the existing residence. Show all current and future circulation patterns as well as employee parking areas. • Show the location of building access for employees and vehicles/trailers. General Conditions 3. All representations of the Applicant contained in the Application submittals shall be conditions of approval unless specifically amended or modified by the conditions contained herein. 4. At time of building permit, the Applicant shall install a vegetation buffer of at least 5' in width along the creek to mitigate any drainage issues that may arise from the proposed structure, parking and circulation areas. 5. At time of building permit, the Applicant shall work with Garfield County Vegetation Management to complete a weed management plan approved and accepted by the Vegetation Manager. 6. Prior to operation, the temporary storage structures west of Government Creek shall be removed from the property. 7. As per Colorado River Fire Rescue referral comments, the property shall have fire extinguisher(s) with a 3A-40 BC rating and shall be mounted so they can be accessed within 75' travel distance from anywhere in the building. The property shall also have the address posted and visible from Highway 13. 11 8. All uses associated with the contractor's yard shall be contained within the 60' x 100' metal building as shown on the site plan and the storage of vehicles and trailers shall be limited to 3 vehicles and associated trailers as indicated in the application. 9. The operation of the contractor's yard shall be done in accordance with all applicable Federal, State, and local regulations governing the operation of this type of facility. 10. All parking areas, loading areas and access drives shall have a durable, all-weather surface made of materials suitable for the use. 11. The access driveway from State Highway 13 shall be maintained to the standards outlined in Section 7-107. 12. The bridge shall not be used as an access point for employees. 13. The 60' x 100' metal building shall be subject to all Garfield County Building Code Requirements. The property owner shall obtain all necessary Garfield County Building Permits for modifications and/or expansions to the proposed structure. 14. All exterior lighting shall be downcast and shielded and comply with Section 7-304, Lighting Standards, of the Land Use and Development Code of 2013, as amended. 15. The Applicant shall comply with all Industrial Uses standards as described in Section 7- 1001 of the Land Use and Development Code of 2013, as amended. 12 Exhibit 7 October 15, 2018 Ms. Claire Dalby Garfield County Planning 108 8th Street, Suite 401 Glenwood Springs, CO 81601 MOUNTAIN CROSS ENGINEERING, INC. Civil and Environmental Consulting and Design RE: Pipe Manifold Specialists Small Contractor Yard: GAPA-07-18-8657 Dear Claire: This office has performed a review of the documents provided for the Small Contractor Yard Application for Pipe Manifold Specialists. The submittals were found to be thorough and well organized. The review generated the following comment: 1. The Applicant should provide more information on the existing well permit and what uses area allowed. The Applicant will need to provide evidence of a legal water supply if there is a water supply to the building. 2. The Applicant states that the building will be unmanned but also that equipment maintenance will be performed in the building. It is difficult to imagine that employees leaving in the morning and returning in the afternoon or employees performing maintenance on equipment would not need sanitation facilities. 3. The Applicant provides correspondence with CDOT and a filled out Access Permit Application. The correspondence provided seems to state that the Applicant will either need to obtain an easement from the neighboring property or provide an easement to the neighboring property. The Applicant should provide more clarification and confirmation of an issued access permit. 4. The Applicant will still need to obtain a building permit for the construction of the steel building separate from the review of this application. There are many best management practices that could be employed however what might be the easiest and would not require engineering is to install a vegetation buffer at the edge of the gravel parking area to capture sediment prior to the creek. As we discussed, this portion of the highway has an access control plan on SH 13. it that was signed by City of Rifle, Garfield County and CDOT on where access will be allowed on SH 13. The plan shows that you will share your access with your neighbor (Access Point #84) to the south (see ACP map). I propose to allow you to have a temporary use the access to the north (Access Point #64) and provide with the requirement of an easement to the landowner to the south. Once the landowner to the south redevelops, the local entity can require them to provide an easement to your property and then we could share the access as the ACP states. This would allow you to move forward with your project. Let me know what you think. The following is my comments: 1. Property shall have address posted and visible from Hwy 13. Section 505.1, 2015 International Fire Code (IFC). 2. Bridge shall be inspected by a qualified engineer to determine vehicle load limits. Vehicle load limit sign shall be posted at entrance of the bridge. Section 503.2.6, 2015 IFC. 3. Fire extinguishers (s) are required to be installed, mounted, clearly visible, and accessible in in building. Fire apparatus access roads shall be designed and maintained to support the imposed loads of fire apparatus and shall be surfaced so as to provide all- weather driving capabilities. 503.2.4 Turning radius. The required turning radius of a fire apparatus access road shall be determined by the fire code official. 503.2.5 Dead ends. Dead-end fire apparatus access roads in excess of 150 feet (45 720 mm) in length shall be pro- vided with an approved area for turning around fire appa- ratus. 503.2.6 Bridges and elevated surfaces. Where a bridge or an elevated surface is part of a fire apparatus access road, the bridge shall be constructed and maintained in accordance with AASHTO HB -17. Bridges and elevated surfaces shall be designed for a live load sufficient to carry the imposed loads of fire apparatus. Vehicle load limits shall be posted at both entrances to bridges where required by thefire code official. Where elevated surfaces designed for emergency vehicle use are adjacent to surfaces that are not designed for such use, approved barriers, approved signs or both shall be installed and maintained where required by thefire code official. 503.2.7 Grade. The grade of the fire apparatus access road shall be within the limits established by thefire code offi- cial based on the fire department's apparatus. 503.2.8 Angles of approach and departure. The angles of approach and departure for fire apparatus access roads shall be within the limits established by the fire code offi- cial based on the fire department's apparatus. 503.3 Marking. Where required by the fire code official, approved signs or other approved notices or markings that include the words NO PARKING—FIRE LANE shall be provided for fire apparatus access roads to identify such roads or prohibit the obstruction thereof. The means by which fire lanes are designated shall he maintained in a clean and legi- ble condition at all times and be replaced or repaired when necessary to provide adequate visibility. 503.4 Obstruction of fire apparatus access roads. Fire apparatus access roads shall not be obstructed in any manner, including the parking of vehicles. The minimum widths and clearances established in Sections 503.2.1 and 503.2.2 shall be maintained at all times. 503.4.1. Traffic calming devices. Traffic calming devices shall be prohibited unless approved by the fire code offi- cial. 503.5 Required gates or barricades. The fire code official is authorized to require the installation and maintenance of gates or other approved barricades across fire apparatus access roads, trails or other accessways, not including public streets, alleys or highways. Electric gate operators, where provided, shall be listed in accordance with UL 325. Gates intended for automatic operation shall be designed, con- structed and installed to comply with the requirements of ASTM F 2200. 503.5.1 Secured gates and barricades. Where required, gates and barricades shall be secured in an approved man- ner. Roads, trails and other accessways that have been closed and obstructed in the manner prescribed by Section 503.5 shall not he trespassed on or used unless authorized by the owner and thefire code official. Exception: The restriction on use shall not apply to public officers acting within the scope of duty. 503.6 Security gates. The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have an approved means of emergency operation. The security gates and the emergency operation shall be maintained operational at all times. Electric gate operators, where provided, shall be listed in accordance with UL 325. Gates intended for auto- matic operation shall be designed, constructed and installed to comply with the requirements of ASTM F 2200. SECTION 504 ACCESS TO BUILDING OPENINGS AND ROOFS 504.1 Required access. Exterior doors and openings required by this code or the International Building Code shall be maintained readily accessible for emergency access by the fire department. An approved access walkway leading from fire apparatus access roads to exterior openings shall be pro- vided when required by thefire code official. 504.2 Maintenance of exterior doors and openings. Exte- rior doors and their function shall not be eliminated without prior approval. Exterior doors that have been rendered non- functional and that retain a functional door exterior appear- ance shall have a sign affixed to the exterior side of the door with the words THIS DOOR BLOCKED. The sign shall con- sist of letters having a principal stroke of not less than 3/4 inch (19.1 mm) wide and not less than 6 inches (152 mm) high on a contrasting background. Required fire department access doors shall not be obstructed or eliminated. Exit and exit access doors shall comply with Chapter 10. Access doors for high -piled combustible storage shall comply with Section 3206.6.1. 504.3 Stairway access to roof. New buildings four or more stories above grade plane, except those with a roof slope greater than four units vertical in 12 units horizontal (33.3 - percent slope), shall be provided with a stairway to the roof. Stairway access to the roof shall be in accordance with Sec- tion 1011.12. Such stairway shall be marked at street and floor levels with a sign indicating that the stairway continues to the roof. Where roofs are used for roof gardens or for other purposes, stairways shall be provided as required for such occupancy classification. SECTION 505 PREMISES IDENTIFICATION 505.1 Address identification. New and existing buildings shall be provided with approved address identification, The address identification shall be legible and placed in a position that is visible from the street or road fronting the property. Address identification characters shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each 70 2015 INTERNATIONAL FIRE CODE6 character shall be not less than 4 inches (102 mm) high with a minimum stroke width of /Z inch (12.7 mm). Where required by the fire code official, address identification shall be pro- vided in additional approved locations to facilitate emer- gency response. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to iden- tify the structure. Address identification shall be maintained. 505.2 Street or road signs. Streets and roads shall be identi- fied with approved signs. Temporary signs shall be installed at each street intersection when construction of new road- ways allows passage by vehicles. Signs shall be of an approved size, weather resistant and be maintained until replaced by permanent signs. SECTION 506 KEY BOXES 506.1 Where required. Where access to or within a structure or an area is restricted because of secured openings or where immediate access is necessary for life-saving or fire -fighting purposes, the fire code official is authorized to require a key box to be installed in an approved location. The key box shall be of an approved type listed in accordance with UL 1037, and shall contain keys to gain necessary access as required by thefire code official. 506.1.1 Locks. An approved lock shall be installed on gates or similar barriers where required by the fire code off cial. 506.1.2 Key boxes for nonstandardized fire service ele- vator keys. Key boxes provided for nonstandardized fire service elevator keys shall comply with Section 506.1 and all of the following: 1. The key box shall be compatible with an existing rapid entry key box system in use in the jurisdiction and approved by thefire code official. 2. The front cover shall be permanently labeled with the words "Fire Department Use Only—Elevator Keys." 3. The key box shall be mounted at each elevator bank at the lobby nearest to the lowest level of fire depart- ment access. 4. The key box shall be mounted 5 feet 6 inches (1676 mm) above the finished floor to the right side of the elevator bank. 5. Contents of the key box are limited to fire service elevator keys. Additional elevator access tools, keys and information pertinent to emergency planning or elevator access shall be permitted where authorized by thefire code official. 6. In buildings with two or more elevator banks, a sin- gle key box shall be permitted to be used where such elevator banks are separated by not more than 30 feet (9144 mm). Additional key boxes shall be pro - FIRE SERVICE FEATURES vided for each individual elevator or elevator bank separated by more than 30 feet (9144 mm). Exception: A single key box shall be permitted to be located adjacent to a fire command center or the non- standard fire service elevator key shall be permitted to be secured in a key box used for other purposes and located in accordance with Section 506.1. 506.2 Key box maintenance. The operator of the building shall immediately notify thefire code official and provide the new key where a lock is changed or rekeyed. The key to such lock shall be secured in the key box. SECTION 507 FIRE PROTECTION WATER SUPPLIES 507.1 Required water supply. An approved water supply capable of supplying the required fire flow for fire protection shall be provided to premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. 1507i2 Type of water supply. A water supply shall consist of reservoirs, pressure tanks, elevated tanks, water mains or other fixed systems capable of providing the required fire flow. 507.2.1 Private fire service mains. Private fire service mains and appurtenances shall be installed in accordance with NFPA 24. 507.2.2 Water tanks. Water tanks for private fire protec- tion shall be installed in accordance with NFPA 22. 507.3 Fire flow. Fire flow requirements for buildings or por- tions of buildings and facilities shall be determined by an approved method. 507.4 Water supply test. The fire code official shall be noti- fied prior to the water supply test. Water supply tests shall be witnessed by the fire code official or approved documenta- tion of the test shall be provided to thefire code official prior to final approval of the water supply system. 507.5 Fire hydrant systems. Fire hydrant systems shall com- ply with Sections 507.5.1 through 507.5.6. 507.5.1 Where required. Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or build- ing, on-site fire hydrants and mains shall be provided where required by the fire code official. Exceptions: 1. For Group R-3 and Group U occupancies, the distance requirement shall be 600 feet (183 m). 2. For buildings equipped throughout with an approved automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2, the distance requirement shall be 600 feet (183 m). 2015 INTERNATIONAL FIRE CODE' 71 FIRE PROTECTION SYSTEMS located as required for Class I standpipes in Section 905.4 and shall have Class II hose connections as required in Sec- tion 905.5. 905.6.1 Protection. Risers and laterals of Class III stand- pipe systems shall be protected as required for Class I sys- tems in accordance with Section 905.4.1. 905.6.2 Interconnection. In buildings where more than one Class III standpipe is provided, the standpipes shall be interconnected in accordance with NFPA 14. 905.7 Cabinets. Cabinets containing fire -fighting equipment, such as standpipes, fire hose, fire extinguishers or fire depart- ment valves, shall not be blocked from use or obscured from view. 905.7.1 Cabinet equipment identification. Cabinets shall be identified in an approved manner by a permanently attached sign with letters not less than 2 inches (51 mm) high in a UUIUI that contrasts with the U4Gkgl Ullllll color, indicating the equipment contained therein. Exceptions: 1. Doors not large enough to accommodate a writ- ten sign shall he marked with a permanently attached pictogram of the equipment contained therein.. 2. Doors that have either an approved visual identi- fication clear glass panel or a complete glass door panel are not required to be marked. 905.7.2 Locking cabinet doors. Cabinets shall be unlocked. Exceptions: 1. Visual identification panels of glass or other approved transparent frangible material that is easily broken and allows access. 2. Approved locking arrangements. 3. Group 1-3 occupancies. 905.8 Dry standpipes. Dry standpipes shall not be installed. Exception: Where subject to freezing and in accordance with NFPA 14. 905.9 Valve supervision. Valves controlling water supplies shall be supervised in the open position so that a change in the normal position of the valve will generate a supervisory signal at the supervising station required by Section 903.4. Where a fire alarm system is provided, a signal shall be trans- mitted to the control unit. Exceptions: 1. Valves to underground key or huh valves in road- way boxes provided by the municipality or public utility do not require supervision. 2. Valves locked in the normal position and inspected as provided in this code in buildings not equipped with a fire alarm system. Iia 905.10 During construction. Standpipe systems required during construction and demolition operations shall be pro- vided in accordance with Section 3313. 905.11 Existing buildings. Where required in Chapter 11, existing structures shall be equipped with standpipes installed in accordance with Section 905. SECTION 906 PORTABLE FIRE EXTINGUISHERS 906.1 Where required. Portable fire extinguishers shall be installed in all of the following locations: 1. In new and existing Group A, B. E, F, H, 1, M, R-1, R-2, R-4 and S occupancies. Exception: In Group R-2 occupancies, portable fire extinguishers shall be required only in locations specified in Items 2 through 6 where each dwelling unit is provided with a portable fire extinguisher having a minimum rating of l-A:10-B:C. 2. Within 30 feet (9144 mm) of commercial cooking equipment. 3. In areas where flammable or combustible liquids are stored, used or dispensed. 4. On each floor of structures under construction, except Group R-3 occupancies, in accordance with Section 3315.1. 5. Where required by the sections indicated in Table 906.1. 6. Special -hazard areas, including but not limited to labo- ratories, computer rooms and generator rooms, where required by the fire code official. 906.2 General requirements. Portable fire extinguishers shall be selected, installed and maintained in accordance with this section and NFPA 10. Exceptions: 1. The distance of travel to reach an extinguisher shall not apply to the spectator seating portions of Group A-5 occupancies. 2. Thirty -day inspections shall not be required and maintenance shall be allowed to be once every 3 years for dry -chemical or halogenated agent portable fire extinguishers that are supervised by a listed and approved electronic monitoring device, provided that all of the following conditions are met: 2.1. Electronic monitoring shall confirm that extinguishers are properly positioned, prop- erly charged and unobstructed. 2.2. Hand-held portable fire extin- guishers, not housed in cabinets, shall be installed on the hangers or brackets supplied. Hangers or brackets shall be securely anchored to the mounting surface in accordance with the manufacturer's installation instructions. 906.8 Cabinets. Cabinets used to house portable fire extin- guishers shall not be locked. Exceptions: 1. Where portable fire extinguishers subject to mali- cious use or damage are provided with a means of ready access. 2. The requirements of Section 907.2 are applicable to new buildings and structures.
