Proof of mineral rights ownership is a general requirement for the Garfield County major impact
review process. Developers utilized resources in the Garfield County Assessors Office and
Clerks Office for research purposes. Upon review of the online directory and hard copies of the
county deeds, the ownership of the gas, oil, and other minerals were located, in full, on deed
reception No. 261071. The rights to all oil, gas, and other minerals of the southerly one-half of
even width of the NW1/4, NW1/4 of Section 25, Tp. 5 South, Range 91 west of the 6th P.M. were
owned by William & Zadie Likely. On August 19th, 1996 the ownership of the mineral rights
were transferred via a Personal Representative Deed From the Estate of William Likely Jr,
deceased, to Kenneth & Betty Likely. Kenneth and Betty Likely of 57237 Hwy 330 Collbran,
CO 81624 currently hold the gas, oil and mineral rights in their entirety shown on Garfield
