When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plait review. Also, please consider using a design professional for assistance is your [resign and a construction professionai for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and `toi submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with 1 decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure 13 or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a Iicensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. ASPEN GLEN 17 October 2005 Proj, No. 0420 PURPOSE A proposed building site described as Aspen Glen Lot B9 lies along the right bank of the Roaring Fork River approximately three miles northwest of the City of Carbondale in Garfield County, Colorado. The site is impacted by unusual flood events, e.g., the flood that has a probability of 1% of being equaled or exceeded in any year (the "104 -year flood). This document summarizes an analysis of the configuration of the Roaring Fork 100 -year flood at Lot B9 of the Aspen Glen development, BASIC DATA _ A detailed reconnaissance of the site was conducted on 08 August 2005. Beach Resource Management, LLC of Aspen, Colorado, provided information concerning the site and the project requirements. A detailed topographic survey was conducted by Tuttle Surveying of Glenwood Springs, who has provided a computer-generated topographic map of the site. Location of cross-sections and estimates of the channel roughness coefficients were obtained from the Flood Insurance Study for Garfield County, Colorado Unincorporated Areas, Federal Emergency Management Agency (FEMA), January 3,19 86 (FIS). Since publication of the FIS, the U.S_ Geological Survey has published an updated and revised methodology for estimating peak rates of flooding in the mountains of Colorado, Analysis of the MAgnitud and Frequency of Floods in Colorado, (Water -Resources Investigations Report 99- 4190, Denver, Colorado, 2000). The revised method requires the parameters Drainage Basin Area and Mean Basin Slope, which were determined at the confluence of Cattle Creek by appropriate scaling from USGS topographic maps at a scale of 1:100,000. METHODS OF ANALYSIS The detailed studies conducted by FEMA in the preparation of the FIS utilized one cross- section upstream (BH) and three cross-sections downstream (BE -- BG) for the reach under study. New cross-section data was obtained at all four locations by Tuttle Surveying, as well as one additional cross-section (BZ) that bisected the property (Lot B9) under study. In this manner differences in flood elevation between this analysis and the 1986 FIS could be evaluated at common points. The cross-section data and distances between stations were entered into the software routine HEC -RAS River Analysis System (US Army Corps of Engineers, January 2001). From the. FIS, channel roughness parameters were determined to be 0.035 — 0,050 in the main channel and 0.070 - 0.090 in the overbank areas. A flood discharge of 10,400 cubic feet per second (cis) at the confluence of Cattle Creek with the Roaring Fork River was obtained by the methods presented in the USGS reference_ SUMMARY OF RESULTS The results of the HEC -RAS simulation may be summarized with reference to the accompanying figures. Based upon the cross-section data scaled from the current topographic maps, the area that would be inundated by the design flood is as shown by the heavy boundary lines and the shaded area on Figure 1. The computed flood profile is illustrated on Figure 2, with elevations above Mean Sea Level (MSL) plotted against distance upstream of FEMA cross-section BE. The cross-section identifiers are shown in their appropriate locations. The cross-section at Station BZ is reproduced on Figure 3 in order to verify the backwater that occurs on the right bank. The HEC -RAS analysis allows for the definition of "ineffective flow area" which is shown as the shaded portion of the figure. Over this width there is floodwater present but it is simply ponded there due to topography and has zero velocity in the downstream direction. The figures clearly show that the floodwaters do not encroach on the building envelope. Any disparity between these results and those illustrated in the FIS is largely due to some significant differences in streambed elevation. Figure 4 provides a comparison between the streambed profiles of the two studies, where differences in elevation of two to three feet may be noted. Linear interpolation between these points indicates that the BFEs are approximately 6021.0 and 6019.5 at the upstream and downstream property lines, respectively. These values may be compared with the detailed site-specific topographic maps produced from the survey data obtained last fall by Tuttle Surveying of Glenwood Springs. The contours of 6019 and 6020 are well outside of the building envelope, and the contour of 6021 encroaches only about 20 feet into the building envelope on the riverward side. ue In summary, a lower floor elevation of 6022 may be considered safely above the Base Flood Elevation. If any of the proposed structure is to be placed where the ground elevation is between 6020 and 6022 we recommend either fill or piers to raise the lowermost floor elevation to 6022. Thank you for the DRC review fee of $1000. This fee was necessary due to the continued review of the proposal and the substantial nature of the amendment. The DRC approved the amendments with the following conditions: 1. The revised design of the "cottage" had a long unbroken roof line. The Guidelines discourage this element of design. In particular the DRC was concerned of the view of the roof from Diamond A Ranch Road as the home is situated well below the road. The applicant's architect and the DRC discussed several solutions. Subsequent to the meeting a revised plan was submitted for review. This revision has been found by the DRC to comply with the Guidelines andaddresses initial concern expressed by the DRC. The revision is therefore approved. 2. Although Lot B-09 is well over an acre the zone district is the 3/4 acre zone district and the maximum amount of high intensity irrigated land is 12,000 square feet. The landscape plan shall be revised to indicate the correct amount of irrigated land area. The amount planned for Lot B-10 is correct.
