After considerable discussion, Commissioner Schmueser made a motion that the Board authorize the appraisal of the UPL property by Ted Applegate in the amount of $1,050 and the appraisal of the Mountain -View property by Frank Niesley for an amount not to exceed $1,500. Commissioner Cerise seconded the motion; carried. SKETCH PLAN AND REQUEST FOR EXEMPTION FROM FULL SUBDIVISION REVIEW; APPLICANTS MATTHEW AND VONNIE VAN HOOSE. County Planner Glenn Hartman stated that notification to adjacent landowners brought no negative response except for one verbal comment. He than read the staff comments. Upon Chairman Richardsons request for any comments, Ralph Sample stated his only concern was the proposed access on County Road 241 because of the traffic and the grade on the road. The options to that access were discussed. Also discussed was the necessity of building envelopes. Commissioner Cerise made a motion that the request for exemption for Matthew and Vonnie Van Hoose be approved with the conditions as read into the record with an added conditions of including building envelopes. Commissioner Schmueser seconded the motion; carried. County Assessor Lee Hunter and Deputy Assessor Howard Whaley discussed removal of coal assessments from the tax roll. Commissioner Cerise excused himself from the discussion due to conflict of interest. There are about 4,000 acres of mineral leases on North Thompson, 1600 acres of which are in Garfield County. The 1600 acres have been assessed as out of minerals with the exception of the mines which were assessed as 440 acres of minerals leases. The North Thompson Creek Association's attorney, George Petre, and the Department of Taxation have interpreted this as a double assessment and have requested that the 440 acres coal assessment be stricken from the 1984 tax assessment. After discussion, Commissioner Schmueser made a motion that the 1983 and. 1984 tax bills be cancelled and that the double assessment be eliminated from the tax rolls and that the Chairman be authorized to sign the resolution doing so. Chairman Richardson stepped down to second the motion; carried. After discussion with Administrative Assistant Roger Ludwig regarding television interferance problems caused by Pitkin County translators at Redstone and Basalt. The Board directed Mr. Ludwig to prepare a formal complaint to the Federal Communications Commission and submit it to Pitkin County officials, giving them two weeks to correct the interference before submitting the complaint to the F.C.C. The meeting was adjourned at 12:00 P.M. and reconvened at 1:35 with all commissioners present. PUBLIC HEARING FOR A SPECIAL USE PERMIT FOR AN AGRICULTURE RELATED BUSINESS; APPLICANTS JERRY FAZZI AND JON JULIUS. There being persons to speak from the audience regarding this application, Assistant County Attorney Steve Zwick read the legal format. County Planner Glenn Hartman presented the exhibits as follows: A. Proof of publication from the Glenwood Post; B. Proof of Publication from the Rifle Telegram; C. Return mail receipts; D. letter from the Town of Silt dated December 6, 1984; E. Staff report. Mr. Zwick stated that the public notices appeared to be in order and Conunissioner Cerise made a motion that the exhibits be accepted into the record. Commissioner Schmueser seconded the motion; carried. Sworn in were Paul Bernklau, 3400 Rawhide Drive, Laporte, CO.; Jon Julius, 1417 326 Road, Silt, CO; Jerry Fazzi, 1090 Co Rd 214, Silt, CO. Mr. Hartman read the staff comments with conditions. Sworn in was Jim Yale, Treasurer of the Town of Silt, 433 E. 2nd, Rifle, CO. who spoke in favor of the permit on behalf of the Town of Silt.
