There is an existing house located on the property which may be subdivided in the future and sold as a separate 35+ acre properly. This would leaving the wedding facility on its own separate parcelwhich may be improved in the future wilh the addition of a single family residence. The overall property is approximately 280 acres size. The existing home is served by an existing well and onsite waste water treatment system. A new well and OWTS would be anlicipated to serve the community meeting facility. Electricity exists to thE property but may not initially be extended to the proposed barn. The community meeting facility would have limited improvements/facilities, primarily the bam and adjacent areas such as pastures that would be available for use during events. Areas for parking, temporary sanitary facilities, portable water facilities, possible power generator, and similar features a a would be designated on the site plan and may be part of the overall operations plan for the facility. The bam would require building permits based on its proposed use and public type occupancy. Based on preliminary discussions with the Applicant, plans are to serve approximalely 150 - 200 people at the events. The frequency of events was also discussed and thought to generally not exceed one time per week. lnformation on access reguirements (including roadway standards), parking, temporary water and sanitation options, and emergency vehicle accesslfire protection were discussed. lnformation on the sile including special features or conditions, steep slopes, geologic or soils hazards, and streams or water features would be required to be included in the Application and on the site plan submittals. Waivers from some submittal requirements (such as topography for the entire site) were discussed including the need to address the waiver approval criteria and to provide adequate justification for the requests. ADMINISTRATIVEREVIEWPHOCESS ln summary, the Application will follow the Administrative Review Process contained in Sections 4-101 , 4-103 and Table 4-102: 1. Pre-application Conference 2. Submittal of 3 hard copies of the Application along with 1 Digilal PDF copy. 3. Review by staff for Technically Complete Slatus 4. lf Technically Complete the Applicant will be notified, the request scheduled for a decision by the Director. lf Not Technically Comptete the Applicant will be advised of the deficiencies and will have 60 days to address completeness topics. 5. Applicant completes public notice mailing by certified mailto adjacent property owners within 200 ft. and mineral rights owners on thE property. The mailing is requíred to be a minimum of 15 days priorto the Directofs Decision. 6. Staff prepares a report including public and referral comments. 7. The Director's Decision is documented by letter as of the noticed date, 8. 10 day call up permit where the Applicant and adjacent property owners can request that the decisíon be reviewed by the Board of County Commissioners. 9. Direclor issues the Land Use Change Permit if no requests for a call-up are received and once allconditions of approval have been met. 10.The Applicant has one year from the date of the decision lo address the conditions of approval. Extensions can be requested. IV. SUMMARY OF SUBMITTAL REQUIREMENTS - KEY TOP¡CS General Application Forms and attachments including agreement lo pay form, application fEes, evidence of ownership such as a deed for the propedy, and narrative description of the proposal. The general information also needs to include a list of propefly owners wilhin 200 ft. and any mineral rights owners on lhe subject a proper$.. Where ownership is held in a trust, documents will need to be provided establishing who the truslees are and verifying their authority to sign for and represent the trust.r Vicinity Map (including the area generally within 3 miles of the site)¡ Site plan with information on proposed location of the community meeting facility, any other existing struclures, and significant features on the property (i.e. easements, utilities, ditches etc.)r Grading & Drainage Plans - a submittal waiver to defer grading and drainage information to the time of building permit may be requested. Water supply plan and supporting documentation. Some applicant's request waivers to defer completion of the testing to be required as conditions of approval. Having the test results at the time of application is preferred. The plan should include any plans for temporary water service. Wasle Water Plans and supporting documentation demonstrating feasibility of an onsite waste water treatment system. The plan should include any plans for poftable or temporary loilets. lnformation lo address applicable sections of Afticle 7, Ðivision l, ll, and lll are needed. Application formats that respond to each section are recommended. Key topics include any hazards (general mapping can be provided), comprehensive plan (statements of compliance), utilities (references lo existing or planned services), and access (address any Road and Bridge concems).
