Colorado, held in the Commissioners Meeting Room, Garfield County Plaza Building, in
Glenwood Springs, on Monday, the 15th day of April AD 2019, there were present:

A RESOLUTION CONCERNED WITH THE DENIAL OF THE HWY 82 LLC
APPLICATION FOR A LIMITED IMPACT REVIEW LAND USE CHANGE PERMIT
FOR A MINI STORAGE FACILITY ALSO KNOWN AS GO SELF STORAGE, ON
PROPERTY OWNED BY HIPA HIPA LLC, LOCATED AT 12744 HIGHWAY 82,
APPROXIMATELY 1 MILE EAST OF THE TOWN OF CARBONDALE IN SECTION
27, TOWNSHIP 7 SOUTH, RANGE 88 WEST OF THE 6TH P.M., GARFIELD COUNTY
PARCEL NO. 2393-274-01-004
Recitals
A. The Board of County Commissioners of Garfield County, Colorado ("Board")
received an application for a Mini Storage Facility known as Go Self Storage, submitted by Hwy
82 LLC, in conjunction with the property owner Hipa Hipa LLC. (File No. LIPA-07-18-8659).
B. The Property is approximately 2.79 acres in size and is located at 12744 Highway
82, approximately 1 mile east of the Town of Carbondale within unincorporated Garfield County
in the Rural (R) Zone District. The property is further described as Parcel C, Dixon Subdivision
Amended Plat, according to the plat thereof recorded May 17, 1996 at Reception No. 493122, less

that portion described in Order and Decree Quieting Title recorded August 4, 2003 in Book 1501,
at Page 322, recorded with the Garfield County Clerk and Recorders Office.
C. A Mini Storage Facility may be permitted in the Rural (R) zone district subject to
approval of a Limited Impact Review Land Use Change Permit.
D. The Board is authorized to approve, deny or approve with conditions a Limited
Impact Land Use Change Permit, pursuant to the Garfield County Land Use and Development
Code, as amended.
E. The Board opened a public hearing on March 18, 2019, for consideration of whether
the proposed Land Use Change Permit should be granted or denied, during which hearing the
public and interested persons were given the opportunity to express their opinions regarding the
request. The public hearing was continued to April 15, 2019.
F. The Board closed the public hearing on April 15, 2019 to make a final decision.
G. The Board, on the basis of substantial competent evidence produced at the
aforementioned hearing, made the following determinations of fact:
1. That proper public notice was provided as required for the hearing before the Board
of County Commissioners.
2. The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all interested
parties were heard at that meeting.
3. That for the above stated and other reasons the proposed Mini Storage Facility,
also known as the GO Self Storage, submitted by Hipa Hipa LLC and Hwy 82 LLC is not
in the best interest of the health, safety, convenience, order, prosperity and welfare of the
citizens of Garfield County.
4. That the application is not in general conformance with the 2030 Comprehensive
Plan, as amended.
5. That the application has not adequately met the requirements of the Garfield County
Land Use and Development Code, as amended including but not limited to Section 7-102
Comprehensive Plan and Intergovernmental Agreements, Section 7-103 Compatibility,
Section 7-107 Access and Roadways, Table 7-107 Roadway Standards, 7-201 Agricultural
Lands and 7-1001 Industrial Use Standards.

RESOLUTION
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that based on the determination of facts set forth above, the Application for a
Limited Impact Review Land Use Change Permit, for a Mini Storage Facility, also known as GO
Self Storage, is hereby denied.
