We have reviewed the proposed new floor layout plan for Ball Brewing's new Tap Room ("Option B" as provided to us
earlier this week and as shown in the attached floor plan). After updating our own square footages and occupancy load
calculations it appears to us that a 2-hour "Fire Barrie/' which provides fire area separation between the "front of
house" areas - including restrooms & adjoining corridor - and the "back of house" production areas results in a
revised occupancy count of below L00 people at the front of house, and therefore a fire sprinkler system will not be
required.
ln this scenario, a fire barrier separation is not also required at the Retail/Mercantile area, but it's ¡mportant to
emphasize that this is because of the fixed, permanent partition walls which now demarcate the retail area as a clearly
separate area from the Assembly occupancy of the main bar/dining area. lf the Retail/Mercantile area is subsequently
used forAssembly occupancy or if these partition walls are removed it will increase Occupant Load above 100 people
thereby requiring a fire sprinkler system.
Our updated calculations are based on the following parameters which you should double-check and verify:

We have reviewed your latest emails and have done a more comprehensive plan review based on your updated
information and questions. The following is a summary of items related to this project:
A. Fire Sprinklers & Occupant Loads - Our calculations result in a total "fire area" occupant load of L32 people (see
attached redlines with these calculations). As currently designed and per LB.C., Section903.2.1'.2 (also attached
for reference) this tenant space is required to have automatic fire sprinklers installed because the total fire area
including A-2 occupancy exceeds 10O. Wall layout revisions, installation of additionalfire partition walls and/or
other techniques may be used to reduce these occupant load calculations, but any subsequent plan revisions
should be submitted to our office for confirmation of building code compliance if eliminating the fire sprinkler
requirement is desired. Please Note: Because the Merchandise Display area is not bounded by permanent
partition walls or is not otherwise distinctly separated from Dining Area, we cannot count it as a lower
occupancy factor than A-2 use of the main public area.
B. Restroom Facilities - As cur rently shown on plans the existing restrooms do not appear to meet ICC 4117.1-
2009 requirements for accessibility. More importantly, there is not a properly designed "accessible route"
allowing patrons or employees to gain access to these restrooms, and the existing closet between the two
restrooms may need to be removed to comply. lf patrons cannot get into the restrooms, it doesn't qualify as
accessible facilities. ln addition, number of plumbing fixtures in existing restrooms do not meet the minimum
number of required plumbing fixtures per LB.C., Table 2902.L.L (refer to attached plumbing fixture
requirements).
C. 2-Hour Rated Partv Wall - According to our Building lnspector, a 2-hour "fire barrier" between Ball Brewing and
Anytime Fitness was properly installed and inspected during their prior tenant finish. However, additional
penetrations cannot be placed in this fire partition wall between these tenants. Any electrical, plumbing or
mechanical work should be placed in furred out walls that do not compromise the fire rating integrity of this
party wall.
D. lnterior Door into Exit Corridor - There isn't a building code issue or problem with removing the door from the
Dining Area into this corridor. ln fact, the one-hour fire rating requirement will no longer apply because this
hallway becomes part of the main Dining Area instead of a separate enclosed "exit corridor" which requires one-
hour construction assemblies per l.B.C., Table 1020.L. Exit signage visible from the Dining Area should still be
provided above the door opening into this hallway.

tFl 903.2.1.5 Group A-5. An automatic sprinkler sys'
tem shall be provided for Group A-5 occupancies in the
following areas: concession stands, retail areas, press
boxes and other accessory use areas in excess of 1,000
square feet (93 m2).
FIRE PROTECTION SYSTEMS
lFl 903.2.L.6 Assembly occupancies on roofs. Where
an occupied roof has an assembly occupancy with an
occupant load exceeding 100 for Group A-2 and 300
for other Group A occupancies, all floors between the
occupied roof and the level of exit discharge shall be
equipped with an automatic sprinkler system in accor-
dance with Section 903.3.1.1 or903.3.1.2.
Exception: Open parking garages of Type I or Type
II construction.
903.2.1.7 Multiple fïre areas. An automatic sprinkler
system shall be provided where multiple fire areas of
Group A-1, A-2, A-3 or A-4 occupancies share exit or
exit access components and the combined occupant
load of theses fire areas is 300 or more.
IFI 903.2.2 Ambulatory care facilities, An automatic
sprinkler system shall be installed throughout the entire
floor containing an ambulatory care facility where either
of the following conditions exist at any time:
1. Four or more care recipients are incapable of self-
preservation, whether rendered incapable by staff or
staff has accepted responsibility for care recipients
akeady incapable.
2. One or more care recipients that are incapable of
self-preservation are located at other than the level
of exit discharge serving such a facility.
In buildings where ambulatory care is provided on lev-
els other than the level of exit discharge, an automatic
sprinkler system shall be installed throughout the entire
floor where such care is provided as well as all floors
below, and all floors between the level of ambulatory care
and the nearest level of exit díscharge, including the level
of exit discharge.
tFl 903.2.3 Group E. An automatic sprinkler system shall
be provided for Group E occupancies as follows:
1. Throughout all Group E fire areas greater than
12,000 square feet (i 115 m'¡ in arca.
2. Throughout every portion of educational buildings
below the lowest level of exit discharge serving that
portion of the building.
Exception: An automatic sprinkler sysîem is nof' required in any area below the lowest level of exit
discharge serving that area where every class-
room throughout the building has not fewer than
one exterior exit door at ground level.
lßl 903,2,4 Group F-1. An automatic sprinkler system
shall be provided throughout all buildings containing a
Group F-l occupancy where one of the following condi-
tions exists:
1. A Group F-I fire area exçeeds 12,000 square feet
(1115 m2).
2. A Group F-l fire area is located more than th¡ee sto-
ries above grade plane.
3. The combined area of all GroupF-I fire areas on all
floors, including any mezzatines, exceeds 24'000
square feet(2230m2).

GENERAL
[P] 2901.1 Scope. The provisions of this chapter and the
International Plumbing Code shall govern the erection,
installation, alteration, repairs, relocation, replacement, addi-
tion to, use or maintenance of plumbing equipment and sys-
tems. Toilet and bathing rooms shall be constructed in
accordance with Section 1210. Plumbing systems and equip-
ment shall be constructed, installed and maintained in accor-
dance with the International Plumbing Code. Private sewage
disposal systems shall conform to the International Private
Sewage Disposal Code.

MINIMUM PLUMBING FACILITIES
ÍPlzgÙz.lMinimum number of fixtures. Plumbing fixtures
I shall be provided in the minimum number as shown in Table
I ZSOZ.I based on the actual use of the building or space. Uses
not shown in Table 2902.1 shall be considered individually

It would be advantageous for Bobby to delete the door that separates the Dining from the Conidor, ( he will
keep it if he has to). Adding this Conidor space to the Dining would be an additional 11 Occ, for a total of 107
Total Occupants. However, Bobby feels that this space is really being created for approx. 90 Occ. Would it be
acceptable to post signage, and in keeping with Section 1004.1 .2,Exception: Signage to read "NOT TO
EXCEED 100 MAXIMUM OCCUPANCY"? However removing this door may trigger the wall behind the bar
needing to be considered as part of the Corridor? See attached plan.

please see attached. This is for the old Habitat project at Hwy 82. There are two permits for this project. The first one is
from last May and shows a 2 hour wall between the Athletic club and the future tenant on the east end of the
building. The second permit is a tenant finísh Anytime Fitness and was issued in September. I did the plan review and
required a 2 hour wall between the Anytime and the existing motorcycle shop. ln discussions with the architect and
Steve Thomas, the building will be non separated and a fire barrier is not required between the Anytime and the
motorcycle occupancy. A fire barrier is required as shown in the original permit on the east side of the Anytime as per
the plans from last May. That wall is keep the fire areas below the 12,000 sq.ft. requiring a sprinkler system.

This is a greet quest¡on and I am impressed by the architects response. He is correct in his evaluation. You are
dealing w¡tf, two different issues hear, the nonseparated occupancy evaluation in Section 508.3 and fire
sprinkler requirements in Chapter 9. We need to look at them separately.
lf you evaluate the building as a nonseparated occupancy, he is correct that the A-3 is the most restrictive
oócupancy to determine the allowable area of the building. I don't know what the type of construclion is. But, I
will assume his area calculations are correct in his response. So, at that point, the building complies with
Section 508.3.2 regarding allowable area.
Now we need to go back to 508.3.1 eveluate the building based on the language stating that "the most
restrictive provisions of Chapter I that apply to the nonseparated occupanc¡es shall apply to the total
nonseparated occu pancy area"Section 903.2 designâtes when fire sprinklers are required in a building ln all
three occupancies planned forthis building,the threshold for providing fire sprinklers is a 12,000 square foot
fire area. So, if they divide the building into separate fire areas of less than 12,000 square feet, they would then
508.3.1 as well. Since they need to comply with the most uirements of Chapter 9, the
ur fire barrier per Tablegoverns what the fire barrier rating is. Therefore, the wall must be
rotectives. They mentioned a 2-hour wall in their
z-hdilrl.
The idea of a nonseparated occupancy building is that you could build any of the rent in the
rtobuilding. So, if you built the building with just one of the occupancies
reduce the fire area and not have to sprinkler the building'

It is a little strange, but it is in compliance in my opinion. I may try to incorporate this concept into one my

Building is a single story 14,000 s.f mixed use tenant spaces equally divided for the most part by a 4600 s.f S-1, A-3, and
M occupancy non sprinklered structure. As per the most restrictive A-3, the Grumpy Old Fart {GOF) B.O. position is the
structure cannot be considered non separated occupancíes as per Section 508.3. and chapter 9. A fire rated assembly
per Table 508.4 2015 IBC is required between the S-1, A-3 tenant finish and M existing occupancy or sprinkler the
building to meet the requirements of 508.3 and call it non separated.
Architect's argument is stated below anrl centers around providing a fire barrier between the S-1 and A-3, thus
decreasing the fire area below 1,2,OOO sq.ft for the entire building and calling the buílding non separated. I can see sorne
of their logic considering the entire structure A-3 and eliminating the sprinkler, but I think they may be stretching the
code to try to also call the structure non separated occupanciesjust because they decreased the fíre areas less than
12,0A0 sq.ft. for the structure.

system. The codãcommentary for sectìonT07.3.10 illustrates this compliance path by stating:

Nonseparated occupancies 50g.3 can be a great tool when it works. I typically have to pull out the commentary and run
through the examples to determine if a building can use this provision.
Based on the most restrictive A-3 occupancy applied to the entire structure, in order to call the building nonseperated, ít
would need to be sprinklered due to the 12,000sf limit in a 1.4,000sf building. see attached example from the
commentary. step 3 page 5-35 has a similar situation. That being said, the structure does not need to be sprinklered
only separated per Table 50g.4. sorry to miss that with the 5.L9.1-8 permit. we saw non separated on the plans and
went with it. I pulled out the commentary for the second permit.

The Tenant Demising Plan set, originally submitted on 5.19.18 - As we discussed, it is our interpretat¡on that the
result of this permit demonstrates that the proposed Anytime Fitness location is within the'"NEW TENANf
area, proposed therein as non-separated. BeÍng that our defined FIRE AREA (903.2.1.3 GROUP A-3) is less than
12,000 SF, we concluded that no sprinkler was required, thus there would be no need for any new fire rated wall
assemblies.
The Anytime Fitness Permit Set, approve d on 9.27.18 - for reference of our code study.
