RE: Grading Permit for Roaring Fork Ranch
Dear Andy,
The summary of the engineer's opinion on revegetation costs lists the area to be reseeded as 8.4 acres. This is dated
11/26. In the information provided on 11/29, the area of disturbance is now 2.9 acres. The discrepancy of the two
estimates within 3 days is a concern.
Regardless of the determination for the final amount of disturbance for the purposes of the grading permit, staff strongly
recommends that the revegetation security stay at the rate that it has been since 2008, at $2500/acre.
The revegetation security is not just for seeding alone. It also includes erosion control and weed management.
In the applicant's Grading and Irrigation Plan, item 15 states that all disturbed surfaces shall be stabilized, dressed with
topsoil, blanketed, fine graded, seeded and mulched in all accordance with all applicable Garfield County Revegetation
Standards.
The applicant shall submit a Revegetation and Weed Management Plan that includes:
• Seed mix -be specific, scientific and common names require -these are listed on the label.
• Planting schedule.
• Methods to be used for seeding.
• Erosion control — what type of mulch will be used/
• Weed management = this is a heavily infested area with noxious thistles- Scotch and plumeless. Submit 2019
growing season treatment records of infested areas to this office by June 30, 2019.
The security shall be held by Garfield County until vegetation has been successfully reestablished according to the
Reclamation Standards section in the Garfield County Weed Management Plan. The Reclamation Standards at the date of
permit issuance are cited in Sections 4.06, 4.07 and 4.08 of the Garfield County Weed Management Plan (Resolution #16-
12).
