Dear Glenn and Sheryl:
Enclosed is an application for a minor modification to the conditional use permit ('CUP') approved
for the Colorado Rocþ Mountain School ("CRMS'). CRMS's CUP and Master Plan wete approved in
1999. This application seeks a minor modification to replace an older structute known as Sheepy Hollow,
which was historically used for a vanety of uses, including a student dormitory and faculty residences. Sheepy
Hollow v¡ül be replaced with two single family residences for employeef teacher housing.
CRMS was established in 1953 as a college ptepatatory school to provide the experience and skills
necessary for growth of mind, body, and chatacter. The values CRMS teaches are rooted in its close family
atmosphere nurtured by its small campus. In order to create and sustain this atmosphete, CRMS must maintain
its supply of employee f teacher housing, and occasionally update the same.

amended, establishes a fee schedule for each type application, and the guidelines for the
administration of the fee structure.

proposed project, it is not possible at this time to ascertain the full extent of the costs
involved in processing the application. The Applicant agrees to make pâyment of the Base
Fee, established for the Project, and to thereafter permit additional costs to be billed to the
Applicant. The Applicant agrees to make additional payments upon notification by the
County, when they are necessary, as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication orcost of
consulting service determined necessary by the Board of County Commissioners for the
consideration of an application or additional County stafftime or expense not covered by
the Base Fee. lf actual recorded costs exceed the initial Base Fee, the Applicant shall pay
additional billings to the County to reimburse the County for the processing of the Project.
The Applicant acknowledges that all billing shall be paid prior to the final consideration by
the County of any Land Use Change or Division of Land.

Dear Mr. Lee,
This offíce has reviewed the request to amencl the Conditional Use permit (CUp) íssued for an
Educational FacilÍty - colorado Rocky Mountain school, memorialized in Resolution gg-016. .The
requested amendment is to allow for construction of an Active Center of approximately 5,000 square
feet and a small (-325 square feet) Fueling station. These structures were not contemplated ¡n theapproved Conditional Use Permit which permitted thirty-three buildíngs including classrooms,
dormitories, houses and various agriculturat and accessory structures.
The additional facílíties have been reviewed under Sectíon 4-106 of the Land Use and Development
Code, as amended, and the Review Criteria therein. Consistent with Section 4-!a6, should the Director
find the amendment to be a Minor Modification, the Director may approve, conditionally approve or
deny the requested amendment.
After careful consideration of the applicatíon for an amendment to an approved land use change permit,
the Director had determined that this amendment is a Mínor Modification to the existing CUp and is
hereby approved with the following findings and conditions. fn addition, all conditions of approval
conta¡ned within Resolution 99-016 remain in full effect.

1. The Directols review was extensive and complete, that all pertinent facts, matters and issues were
submitted.
2' That for the above stated and other reasons the proposed amendrnent to the Conditional Use
Permit for the colorado Rocky Mountain School is in the best interest of the health, safety,
cottvertience, order, prosper¡ty and welfare of the citizens of Garfield Çounty.

CRMS intends to scrape the Sheepy Hollow building and construct two single family
residences in it's general footprint. Sheepy Hollow has seen a number of uses since it's
construction (circa 1955) but was originally a student dormitory with at least one attached
faculty residence, perhaps two. When Mark O'Meara and I reconciled the current, as-built
EQR inventory, we assigned 2.8 EQRs to the building.

Each new single family home will have three bedrooms, two bathrooms and be less than
2,000 square feet. Preliminary floor plans are attached. Final square footage will certainly
not exceed 2,500 square feet though it's possible a half-bath could be added to one, or
both. lt appears to me this would result in an EQR decrease according to the table and likely
less actual water consumption than all previous uses.
I am also attaching the map of our central campus to give you an idea of where the site is
located on the east bank of the Crystal River near the Welcome Center. You are certainly
welcome to come by to take a look. We would be grateful to you and the Town for some
sort of pre-approval that we can submit to Garfield County with our building permit
application in the coming weeks. Please let me know if you need any additional information
in order to consider our request.
