We are reviewing plans for a new golf cart garage addition to an existing house in Aspen Glen as referenced above.
However, after looking over the site plan, we cannot approve this project as submitted to our office, because the
proposed structure is located outside of the Building Envelope (see attachment). As shown on the Landscape Architect's
drawing the foundation - as well as roof overhangs - extend beyond the limits of the platted building envelope.
For greater clarification about Garfield County's policy on Building Envelopes, please refer to Policy 03-13 (also attached)
which describes how Building Envelopes in Aspen Glen are defined and how they differ from setbacks.
ln order to move forward with approvals from our office, there are two alternative pathways for your client to pursue:
A. Relocate Proposed Addition within Existing Buildins Envelope - With this option, the Building Dept. will require
an lmprovement Location Certificate stamped by a Colorado Professional Licensed Surveyorto be submitted to
our office clearly showing proposed plan revisions, the extents of the Building Envelope, and dimensions from
Building Envelope to the revised structure.
B. Amended Final Plat with Reconfigured Building Envelope - This process involves working together with our
planning staff to formally amend configuration of the Building Envelope as shown on the final plat. lf this path is
chosen, a Surveyor will be required to prepare necessary documentation showing the proposed addition in
relation to a newly reconfigured Building Envelope. The Surveyor will also prepare a Final Amended Plat that can
be recorded with the Clerk & Recorder's office. lf your client wishes to proceed with this option, please contact
Glenn Hartmann, our Principal Planner, who can easily walk you through the necessary steps to be taken to
amend the plat. Overall, this submittal and approval process will probably take a couple of months, and the
Building Dept. cannot issue a building permit until the amended final plat is completed.
Thank you for your prompt attention to addressing this issue, and we will place this project on hold until we hear back
from you as to how you plan to proceed toward resolving this problem.
