This letter describes how the proposed modifications comply with the Garfield County Land Use and Development Code and Federal floodplain development guidelines. All elevation referenced in this memo refer to the North American Vertical Datum of 1988. Section 1- Introduction The project is located on private property in unincorporated Garfield County outside of an adopted detailed flood study area. For this analysis a preliminary Flood Insurance Rate Map (FIRM), dated October 26, 2011, was used to guide the development of the Existing Conditions and Proposed Conditions models for the determination of impacts to the flood conveyance. This preliminary FIRM panel is included as Attachment A. Prior to the development of this preliminary detailed flood study, the project area on Rifle Creek, located upstream of the City of Rifle municipal boundary, was described as Zone A and all delineations of Flood Hazard Zones were performed based on "Approximate Methods". PO Box 248 Carbondale, CO 81623 (970) 947-9568 RESTOBATION.ORG The proposed project involves the installation of a boxcar frame bridge over Rifle Creek to replace an existing low water crossing that provides landowner access for seasonal agricultural use. The proposed bridge will increase the access window and reduce in -channel maintenance of the crossing. The single span bridge will be mounted on concrete abutments to be built into the existing stream bank and will not require any piers to be built within the main channel of Rifle Creek. The current condition of the existing low water crossing is shown in Figure 2. This project has been designed to convey the 100 -year flood without increasing the preliminary BFE through the project reach. Figure 2 Existing low water crossing at the proposed location of the Powers Bridge over Rifle Creek Section 2 - Analysis No additional hydrologic investigation was performed for this study. Hydrologic input to the Existing and Proposed Conditions models was taken from the January 3, 1986 City of Rifle Colorado Flood Insurance Study, which describes a 100 -year discharge (1% Annual Flood) of 2,070 cubic feet per second (cfs) for Rifle Creek above its confluence with Government Creek (FEMA, 1986). An Existing Conditions HEC -RAS model was created based on Light Detection and Ranging (LiDAR) data flown in 2016 by the State of Colorado and obtained through the Colorado Hazard Mapping Program (NAVD 1988). The modeled reach extends approximately 170 feet downstream and 480 feet upstream of the proposed bridge location. In total, eight cross sections were cut from the 2016 LiDAR digital terrain Model. ' PO Box 248 Carbondale, CO 81623 (970) 947-9568 RESTORATION.ORG existing and proposed conditions models are from HEC -RAS Hydraulic Reference Manual (US Army Corps of Engineers, Hydrologic Engineering Center, 2016). Bottom: gravels, cobbles and few boulders. 0.040 Floodplain Flood Plains with light brush and trees in summer. 0.06 Figure 3 shows the condition of the channel immediately upstream of the proposed bridge location on March 6, 2020 during a field visit to the site. The downstream boundary condition for the model was set at River Station 2+49.54 as a known 100 -year water surface elevation of 5599 feet, which was obtained from the rectified preliminary 2011 FIRM panel. Figure 3 Rifle Creek immediately upstream of the proposed Powers Bridge location A model representing the proposed changes (Proposed Conditions model) was created by altering the Existing Conditions model between RS 4+13.03 and 4+31.03 to add the proposed single span bridge. The bridge deck elevation was set at 5603.5 feet and the span was set to 35 feet, per the project plans currently under development. The low chord of the bridge was calculated as 5598.5 feet based on the 2.5 -foot thickness of the boxcar frame. Ineffective Flow Areas for the bridge were established upstream based on a 1:1 contraction ratio and downstream based on a 2:1 expansion ratio. PO Box 248 Carbondale, CO 81623 (970) 947-9568 RESTOBATION.ORG and Expansion Coefficients were also modified at RS 4+13.03 and 4+31.03 to 0.3 and 0.5 respectively. The low flow method was set to use the highest energy answer between the Energy (standard step) and Momentum equations. The high flow bridge modeling approach used for this analysis was set to Pressure and/or Weir flow with no changes to the default coefficients. All other model variables were left unchanged between the Existing and Proposed Conditions models. Section 3 - Results RiverRestoration was unable to obtain the any previous modeling used to develop the preliminary BFE's for the John Powers bridge reach. To evaluate how the proposed changes would impact flood hazard zoning, the 2011 preliminary FIRM map was geo-rectified to establish BFEs within the reach. Linear interpolation was then performed between BFE 5599 and 5604 as well as between 5604 and 5609 to establish the preliminary Effective Conditions Water Surface Elevation (WSE) at each cross section within the Existing and Proposed Conditions models. Results presented in Table 2 show that neither Existing nor Proposed Conditions calculated flood elevations exceed the preliminary Effective Conditions, within the project reach. In particular, we would like to address project compliance with Land Use Code Articles 3-301 and 4-109. Section 3-301 covers the floodplain overlay regulations. The "No -Rise" analysis submitted demonstrates that drainage due to bridge construction as proposed will not adversely impact adjacent properties. Construction and materials will adequately resist hydraulic loading. The bottom of bridge structure will be set at elevation 5601.00 providing a 1 -foot minimum flood elevation clearance. Article 4-109 regulates development in the 100 -year floodplain. In this !ow -flow crossing, it will be very feasible to adequately convey water and manage the project to minimize sediment transport. Best management practices will be followed and there will be no impact to vegetation. To the best of our understanding, all planned aspects of the project will comply with sections 3- 301 and 4-109.
