I was able to open the signed attachment from CJ Alberts, which we will add to our office copy of the
buílding permit folder.
From the sent message and conversation with inspectors, I understand this ís a lield applied" film
installation at a hazardous location 20L5 IRC section R305.4.#5 (i.e. bath window) in lieu of ínstalling
tempered window(s) purchased and transported from the factory'
Chance, could either you (or CJ Alberts), supply copy of the Armorcoat manufacturer's "cut sheets",
ASTM lísting or an ES - report (lCC evaluation services report)for the Armorcoat Tmil Security Film with
the installatíon instructions? GÍven the volume of products / manufactured films available online -- |
don't want to perform research and unintentionally select from the manufacturer's online website a
product that CJ did not use. Generally, manufactures of the field installed films have language in the
installation instructions requiring the product be installed by those indíviduals who have taken class
instruction to become approved or otherwise "certified installers". I believe this is done for quality
assurance, warranty or liability purposes. While I have received documentation in the past for various
films, l'm not recently famílíar with the Armorcoat 7mil. l'll be able to make a determination with a
I ittle more information.
Yes, we certainly want to see this job site move forward to building fínal inspection approval and for the
owners to obtain their Certificate of Occupancy. We are looking for sufficient documentation to place
into the building file record showing the work meets 2015 IRC section R308.4.

We are currently reviewing plans for a new residence up in Elk Springs - Filing 5, Lot 37. Everything seems to be in order
except for one item, which will unfortunately hold up issuance of this building permit until it is resolved. The final plat
requires that an Engineered site grading and drainage plan be submitted for all lots in this filing (refer to PDF
attachment).
The submitted site plan and accompanying letterfrom Pinnacle Design Consulting Group do not satisfythe legal
requirements established on the final plat which clearly state that the site grading and drainage plan shall be: "prepared
and certified by o Professionol Engineer". Although we have been told by others that the Elk Springs DRB does not
enforce this requirement, Garfield County is obligated to follow specific requirements as delineated in the Plat Notes,
and we have consistently followed this requirement on other projects located in Elk Springs.
Please submit a Engineered Site Grading & Drainage Plan as prepared and wet-sealed by a Colorado licensed
Professional Engineer at your earliest opportunity so that we can finalize our plan review and issue a building permit for
this project. ln the meantime, we will place this project in our "pending" files while awaiting receipt of (2) copies of this
site plan.
