.I. DESCR¡PTION OF THE PROPOSAI
The Carbondale and Rural Fire District is planning to expand Fire Station 84, aka the West End
Station to allow for a new apparatus bay/bunker and to allow for possible future expansions of
up to L,g5g S.F. The existing station and crew quarters are approximately 4,093 S'F. The new
apparatus bays will be approximately 2,450 S.F. with space reserved for an addition of 1950 S.F.
in the future. When the structure was originally issued a Building Permit in 1992 and again in
2005, it did not go through the Location and Extent process'
ln Novemb er 21Lg,voters approved a bond issue for the fire district. The expansion of this station
was included as part of this project. The expansion is being proposed to increase the functionality
of the existing system.
The property is accessed directly off County Road 1-54 and is served by a local wastewater and
domestic water system.
II. DESCRIPTION OF THE SITE
The subject parcel is an approximately 0.84 acre site improved with an existing fire station. The
site is predominantly flat and has minimal native vegetation. An irrigation ditch is located offthe
property to the north. Directly to the south is the H Lazy F Manufactured Home Park'

1. The request is being cons¡dered in accordance with
Development Code, Section 4-LLL Location and Extent
Garfield County Land Use and
Review. The review criteria for a
location and extend review is noted below

The plonning Commission sholl determine whether the proiect is in general conformance
with the Comprehensive Plon.
2. Decision making authority for Location and Extent Review is with the Planning
Commission and the Commission may approve or disapprove of the request based on the
above criteria.
3. The basis for the Location and Extent Review is found in the Colorado Revised Statutes
(S3O-2g-110(1Xa)) that requires ...Whenever any county planning commission...hos
adopted o moster plon of the county...no road, park, or other public way, ground, or space,
no public buitding or structure, or no public utility, whether publicly or privately owned,
sholt be constructed or authorized in the unincorporated territory of the county until and
unless the proposed locotion and extent thereof høs been submitted to and approved by
such county plønning commission. .
:¡V. PUBIIC AND REFERRAT COMMENTS
The Applicant has provided documentation that all required notice mailings have been
completed in accordance with the LUDC. The Application received no public comments. Referral
Comments received on the Application are attached as Exhibits and summarized below:
A. Garfield county Environmental Health (Exhibit 7): No concerns
B. Mountain cross Engineering (Exhibit 8): The Applicant should address if the existing utility
infrastructure has adequate capacity to support he expansion; in particular sewer' water'
and gas.
c. Garfield county Building Department (Exhibit 9): Noted that there was a deed restriction
and that building permits would be required'
D. Garfield county Road & Bridge (Exhibit 10): No issues were identified
No comments were received from the Town of carbondale or the city of Glenwood springs'
V. STAFF ANALYSIS AND CRITERIA
The Garfield county comprehensive plan 2030 designates the site as Mixed use. No hazards are
identified per Garfield county mapping. Relevant sections of the comprehensive Plan were in
the Application and key provisions are identified below with staff analysis shown in italics'

is appropriote to support the surrounding density. The IJnincorporoted Community is also
meant to be "self-contoined". The provision of emergency services within the area helps
support the self-contained aspect of the location's designotion.
Chapter 2 - Future Land Use ExcerPt
Vision: Garfield County is dedicated to managing and directing growth to dedicated Urban
Growth Areas and other areas that can accommodate growth cost-effectively, in order to create
thriving communities while promoting a diverse, sustainable and healthy economy, protecting
wildlife, maintaining or improving the quality of our natural environment, and preserving the
county's rural and western heritage.
Staff Response: The Comprehensive Plon requires thot mønaging and directing growth
should go to, "other oreos thot con occommodote growth cost-effectively". This proposol
supports the vision because fire station services already exist in the area which helps
accommodate odditionol growth in the orea. The expansion of those services further
increases the capøbility of emergency services.
The Comprehensive Plan designates the surrounding orea as Mixed-lJse. This means that
a wide voriety of uses ore permitted. The Comprehensive Plon designotion hos identified
this oreo o locotion thot can accommodote growth. lncreased emergency service response
wilt benefit the existing uses in the oreo, as well as future development.
Chapter 3 - Section 1- Urban Growth Areas and lntergovernmental Coordination Excerþts
Vision: Garfield County has worked with municipalities to direct development to Urban Growth
Areas where public services and infrastructure are provided in an efficient and cost-effective
manner. lntergovernmental cooperation between municipalities and other public agencies has
demonstrated successful collaboration and has resulted in the creation of new partnerships and
collaborative efforts on behalf of the residents of the county.

Goal 2: Encourage future development requiring urban services to be located in areas where
these services are or can readily be made available.
Goal 7: Regional issues should be solved at a regional level and should include issues such as
housing, social services, and water.
Strategy 7: Work cooperatively within the region on issues that transcend political boundaries
such as housing, transit and economic development
Staff Response: The expansion of on existing fire station meets multiple items identified in
Chapter 3 - Section L of the Comprehensive Plan. The provision of emergency services is
something thøt is not provided by the County government and is insteod oddressed by
vorious speciol districts. Becouse emergency services are not something that the County
provides, it is o regional issue that transcends politicol boundaries. Additionally, the
exponsion of the fire station in this areo will allow for better emergency service response
times which will benefit both residents in the orea and future development.
Chapter 3 - Section 7 - Water and Sewer Services Excerpt
Goal 1: Ensure the provision of legal, adequate, dependable, cost-effective and environmentally
sound sewer and water services for new development.
Policy L: Development located adjacent to municipalities or sanitation districts with available
capacity in their central water/sewer systems will be encouraged to tie into these systems.
Staff Response: The Comprehensive Plan is supportive of development connecting to
existing central woter ond sewer providers. The applicant høs indicøted thot the existing
facitity is olreody served by a local wostewater ond domestic system. However, no
information wos received on the odequocy of the existing system ond whether it can
support the new proposed development. This issue wos identified in the review oÍ GarÍield
County's referral engineer (Exhibit 8). To oddress this issue, Stoff høs included a suggested
Condition of Approval that requires the opplicont to verify the capacity of utilities prior to
Building Permit.
1. The submitted site plan shows two accesses onto a County Road, one additional access
than what exists. The site plan shows that the access will only be used for two additional
parking spaces. The application was reviewed by Garfield County Road & Bridge who
indicated that they had no concerns with the application.
2. The application meets required zoning dimensional standards
3. As part of the application submittal, it was identified that the parcel was created outside
of County Subdivision processes. lt appears that the parcel was split by deed in 1992. The

appl¡cant has indicated that they will apply for a Basic Correction Exemption in order to
remedy the lot creation issue.
4. The parcel is subject to a deed restriction that requires the fire district to receive approval
from the grantor for any additional development of the property. The applicant has
supplied a letter from the adjoining property owner that approves the proposal.
.V¡I. STAFF RECOMMENDATION
Staff recommends that the Planning Commission approve the Location and Extent for the
Carbondale & Rural Fire District Fire Station Expansion subject to the suggested findings and the
conditions of approval outlined below
Suggested Findings for Approval
L. That proper public notice was provided as required for the hearing before the Planning
Commission.
2. That the hearing before the Planning Commission was extens¡ve and complete, that all
pertinent facts, matters and issues were submitted or could be submitted and that all
interested parties were heard at the hearing.
3. That forthe above stated and other reasons, approval ofthe Location and Extent request
by Carbondale & Rural Fire District for the expansion of an existing Fire Station known as
Station 84, is in the best interest of the health, safety and welfare of the citizens of
Garfield County.
4. That the Location and Extent request has been determined to be in general conformance
with the Comprehensive Plan 2O3O, as amended.
5. That the Location and Extent request is in conformance with the Review Criteria
contained in Section 4-!LL, Location and Extent of the Garfield County Land Use and
Development Code, as amended.
VI. SUGGESTED CONDITIONS OF APPROVAT
L All representations made by the Applicant in the Application and the public hearing shall
be conditions of approval unless specifically altered by the conditions of approval
contained herein.
2. The Fire Station shall be operated and maintained in accordance with all applicable
Federal, State and local regulations governing the operation of the specific type of facility.

3 prior to the issuance of a building permit for the station expansion, the applicant shall
verify that necessary utility infrastructure has adequate câpacity to support the
expansion.
