Dear Mark,
In response to comments sent to Mr. Patrick Waller, Garfield County Planning, by Chris Hale' Mountain Cross
Enginiering on January 10,2020 this narrative addresses the existing sewer & water utility infrastructure capacity
and adequacy to support the expansion. The additional plumbing fixtures, limited to a new water closet with
lavatory, are for convenience of the current number of personnel assigned to this particular facility. We understand
that the population will not increase therefore an increase in water and sewer usage is not anticipated'
In regard to the existing water supply and wastewater treatment plant capacity, the goal of the proposed fire station
addition is primarily to increase bay areafor staging of new equipment and gear with modest facility improvements
for the efficiency and comfort of the designated department personnel.
The existing wastewater treatment works (WWTW), permitted under CDPHE, CDPS Permit No. COG588035, has
the design ireatment capacity of 0.04 MGD. Currently the WWTW is operating under 800/o of the permitted design
capacity for both hydraulic and organic loading. Review of the most recent 2018 &,2019 annual reports, compiled
fróm monthly Discharge Monitoring Reports, (DMR's), indicate that the WV/TW plant average annual hydraulic
flow is 0.13 MGD, 33Vo and 0.12 MGD 3lYo of capacity for 2018 and 2019 respectively. The same record shows
that organic loading is48o/oand45%oofcapacity for2018 and2019 respectively.
The highest hydraulic maximum daily flows recorded were 0.023 MGD.57o/o (January) and 0'015 MGD,38%
(Marc¡, Aprii and May) of capacity for 2018 and 2019 respectively. The highest organic maximum daily loadings
recorded were 69%o (May) and 65%6 (January) of capacity for 2018 and2079 respectively.
Based on the last two years of datä the additional fixtures proposed for the fire house addition will not increase
hydraulic or organic loading and the plant is operating well below its design capacity.
