Page 1 of 16 TRAFFIC STUDY PROJECT: Ascendigo Ranch Garfield County, Colorado DATE: March 18, 2021 SUBJECT: Traffic Analysis PROJECT NO: M1491 Introduction This Traffic Study serves to review traffic related conditions for the proposed project, Ascendigo Ranch, located in Garfield County, Colorado. Ascendigo Ranch will be constructed on 120.79 acres and will serve clients on the Autism Spectrum or with related disorders. It will include summer camps, educational seminars, equestrian facilities, therapy, and miscellaneous activities. Figure 1: Vicinity Map. Page 2 of 16 Site Description Location and Vicinity Map: The project site is located approximately 3 miles northwest from downtown El Jebel with direct access to Harmony Lane. The proposed project will be constructed on two previously platted residential developments, White Cloud Ridge and Harmony Heights. White Cloud Ridge is located on parcels 239128318001 through 239128318013. Harmony Heights is located on parcel 239128300225. A Vicinity Map is shown in Figure 1, which includes a one-mile radius from the project site. The vicinity map also identifies the following Garfield County roads within the site area: Catherine Store Road (CR 100) Missouri Heights Road (CR 102) The nearest State Highway intersections are also shown in Figure 1 at SH82 / Catherine Store Road and SH82 / El Jebel Road (Located in Eagle County). Both of these intersections are signalized. A Conceptual Site Plan is shown in Figure 2. Figure 2: Conceptual Site Plan. Page 3 of 16 Existing Transportation Network: Two existing access points from the properties connect to Harmony Lane. Harmony Lane has an equivalent roadway classification as a Non-Rural Arterial Highway (NR-C) or Frontage Road (F-R) per the State Highway Access Code1 §3.12 and §3.13 (“Access Code”). The posted speed limit is 20mph. Development Plans Existing Facility: The existing site is currently vacant but has been approved for residential homes. White Cloud Ridge includes 13 residential parcels. Harmony Heights includes 2 residential parcels. Per a memorandum from Zancanella and Associates, Inc2, a total of 23 residential dwelling units could be constructed including accessory dwelling units. Proposed Development Plans: Ascendigo Ranch will include the following uses: Summer camps, equestrian facilities, miscellaneous activities, therapy, and educational seminars. The proposed project will include a base camp with dining and administrative uses, an activity barn housing indoor recreation uses, 6,040 square feet (sf) of camper lodging, 3,550 sf of staff lodging, a 1,620 sf guest cabin, 1,500 sf maintenance barn, ropes course, playing field, proposed pond, gathering space, hiking/biking trail, caretaker’s residence and equestrian paddock. The access from the facility is designed to discourage exiting traffic from making a right turn movement onto Harmony Lane by directing traffic northeast onto Harmony lane as shown in Figure 3. Page 4 of 16 Traffic Data: Two-way traffic data was collected for a 24-hour duration at: Harmony Lane north of Wind River Rd Sunset Lane west of Vaquero Road Paseo Drive east of Caballo Street The data was collected on Harmony Lane and Paseo Drive on Wednesday November 4, 2020. Data was collected on Sunset Lane on Tuesday November 3, 2020 starting at 4 pm and ending at 4 pm on Wednesday November 4, 2020. Peak Traffic Peak traffic at each location is as follows: Harmony Lane: The peak traffic hours occurred from 10:00am to 11:00am. The evening peak hour occurred from 2:00pm to 3:00pm. Traffic totaled 76 vehicles per day (vpd) with a morning peak of 5 vehicles per hour (vph) and evening peak of 13vph. Sunset Lane: The peak traffic hours occurred from 11:00am to 12:00pm and 4:00pm to 5:00pm. Traffic totaled 85 vpd with a morning peak of 10vph and evening peak of 10vph. Paseo: The peak traffic hours occurred from 9:00am to 10:00am and 4:00pm to 5:00pm. Traffic totaled 491 vpd with a morning peak of 44vph and evening peak of 55vph. Vehicular Speeds The 85th percentile speed is the speed at or below which 85 percent of the free-flowing vehicles travel. The 85th Percentile benchmark is useful for the basis of traffic engineering, modeling analysis, and setting speed limits. The speed study yielded an observed speed for each vehicle within the 24-hour count duration. It should be noted that all speeds are based upon existing traffic and represents existing conditions. These speeds are independent of the proposed project. Harmony Lane: Speed limit is 20mph. Mean speeds are 19.5mph NB and 21.8mph SB. 85th Percentile speeds are 26.4mph NB and 28.7mph SB. 85th Percentile traffic speeds exceeded the posted speed limit by 6.4mph and 8.7mph in the NB and SB directions, respectively. The posted speed limit on Harmony Lane is 5 mph lower than the posted speed limit on nearby roads. Garfield County should evaluate if the current posted speed limit is appropriate for Harmony Lane, and recommend and implement necessary mitigation techniques for compliance. Sunset Lane: Speed limit is assumed to be 25mph. Mean speeds are 22.1mph EB and 18.2mph WB. 85th Percentile speeds are 29.6mph EB and 25.8mph WB. 85th Percentile traffic speeds exceeded the posted speed limit by 4.6mph and 0.8mph in the EB and WB directions, respectively. Page 5 of 16 Paseo Drive: Posted speed limit is 25mph. Mean speeds are 23.9mph EB and 24.1mph WB. 85th Percentile speeds are 29mph EB and 28.7mph WB. 85th Percentile traffic speeds exceeded the posted speed limit by 4.0mph and 3.7mph in the EB and WB directions, respectively. Vehicle Classification Vehicle classification data was also collected and is as follows: Harmony Lane: 44.7% of vehicles are passenger cars (F2). 27.6% are other two-axle vehicles and four-tire single unit vehicles (F3), examples include pickups, vans, and ambulances. 27.6% of traffic are two-axle, six-tire, single-unit trucks (F5), examples include recreational vehicles or campers with two axles and dual rear wheels. Sunset Lane: 44.7% of vehicles are passenger cars (F2). 34.1% are other two -axle vehicles and four-tire single unit vehicles (F3), examples include pickups, vans, and ambulances. 18.8% of traffic are two-axle, six-tire, single-unit trucks (F5), examples include recreational vehicles or campers with two axles and dual rear wheels. The remaining traffic was less than 2% each of buses (F4) and three-axle single-unit trucks (F6). Paseo: 66% of vehicles are passenger cars (F2). 22% are other two-axle vehicles and four-tire single unit vehicles (F3), examples include pickups, vans, and ambulances. 11.2% of traffic are two-axle, six-tire, single-unit trucks (F5), examples include recreational vehicles or campers with two axles and dual rear wheels. The remaining traffic was less than 1% each of buses (F4) and three-axle single-unit trucks (F6). Turning movements for Year 2021 background traffic is shown in Figure 4. This method is accepted by CDOT, Garfield County, and most other jurisdictions. ITE Land Uses Per Garfield County completeness comments, a trip generation table was requested using ITE land use codes that most closely fit the proposed land use. ITE does not include land uses that fit the proposed project. Trips estimated using this methodology are not indicative of trips generated by the proposed land use. This table is included in the Appendix for reference only. ITE Trip Generation Handbook Recommended Practices The Trip Generation Handbook does detail specific instances to use other methods, especially when existing data is sparse, or when conditions are different than one of the available land use categories in the Trip Generation Manual. Often this involves counting a similar sized facility. However, at this time it is impractical to do such given the pandemic situation and the lack of a similar facility in the vicinity. A customized trip generation can also be created by examining anticipated operations and presenting a detailed analysis and accounting of these items. Most jurisdictions will accept a customized trip generation provided that the methods and rationale are logical and reasonable. Design Hourly Volume (DHV) Per Colorado Department of Transportation’s (CDOT) State Highway Access Code “Design Hourly Volume (“DHV”) means an hourly traffic volume determined for use in the geometric design of highways. It is the 30th highest hour vehicular volume experienced in a one year period.” Garfield County does not provide guidance for design hourly volumes. Therefore, the analysis uses the methods presented in the Access Code and the roadway design is based upon the design hourly volumes. This is not reflective of an average and these figures cannot be multiplied to estimate annual traffic. Trip Generation Analysis Times Additionally, the trip generation analyses three different times as follows: Daily – Daily trip generation is measured in vehicle trips per day (vpd) and consists of the anticipated daily trips that will occur over a 24 hour period. AM Peak Hour – Morning (AM) Peak Hour trip generation is measured in vehicle trips per hour (vph) and consists of the highest 60 minute period that occurs during the morning hours of operation. PM Peak Hour – Afternoon (PM) Peak Hour trip generation is measured in vehicle trips per hour (vph) and consists of the highest 60 minute period that occurs during the afternoon/evening hours of operation. Customized Project Trip Generation This method uses the operational assumptions to estimate the trip generation for the project site. The summer camp operational scenario was chosen as the basis of the trip generation. The detailed operational plan provided by the client is enclosed at the end of this memorandum. In addition to the operational plan, the following assumptions have been made: Maintenance: Building maintenance, landscape maintenance, irrigation maintenance and equestrian maintenance occur on a weekday. All other maintenance including vegetation management and water system operations and maintenance would be scheduled on a non-peak day. Snow plowing/shoveling would not occur during the summer. Caretaker House and ADU: Occupied during the weekday. Staff: Approximately 25% of offsite staff arrive an hour before they are scheduled to work. 75% of offsite staff arrive closer to their start time. All the onsite staff leave the project site after their shift to eat dinner, run errands, visit friends, etc. Carpooling: Onsite staff includes a carpool factor of 50%; Offsite staff drive separately. Equestrian Sessions: 50% of parents/caregivers stay for the activity/session generating 2 trips. The other 50% leave the project site and come back to pick-up the client generating 4 trips. 25% of the participants and staff will be attending or working at the summer camp. Guest Cabin: This would likely be occupied during the week. Per Section 2.3(4)(e) of the State Highway Access Code7, vehicles between 20 and 40 feet in length shall be equivalent to two passenger cars. The analysis includes a PCE factor of 2 for horse “feed” vehicles. The results of the customized trip generation are shown in Table 1. The full trip generation table is enclosed in the Appendix of the Traffic Study. These “event” uses are anticipated to not occur more than 30 times per year, and therefore are not included in the DHV calculations mentioned earlier in this section. (Appendix, Table 1B) The proposed project is anticipated to generate 210 trips per day (in PCE’s) with 24vph for the AM peak hour occurring between 8:00 AM and 9:00 AM. The PM peak generates 22vph and occurs between 5:00 PM and 6:00 PM. The anticipated peak hours do not coincide with peak hours observed on Harmony Lane, (AM Peak is 10:00-11:00AM, PM Peak is 2:00pm to 3:00pm). Resulting project turning movements at the intersections of Harmony Lane and Fender Lane/County Road 102, Harmony Lane and the site access, and Harmony Lane and Paseo Road are shown in Figure 5. 7 State of Colorado, State Highway Access Code, March 2002 Page 9 of 16 Previously Approved Use: Residential Trip Generation This section discusses the trip generation for the residential land use approved for White Cloud Ridge and Harmony Heights. Land use Assumption: Per Zancanella and Associates, Inc., the trip generation is based on 13 single family units, 2 guest homes in the White Cloud Ridge Subdivision, and 8 single family units on Harmony Heights (Reserved by Levitt Family Trust). Trip Generation: Using the Trip Generation Handbook and Manual, the above-mentioned uses are anticipated to generate 269vpd with 22vph for the AM peak hour and 37vph for the PM peak hour. Table 2 summarizes the trip generation for the previously approved residential land use. Table 2: Previously Approved Land Use Ascendigo Ranch will generate 2 more trips during the morning peak hour, 5 less trips during the evening peak hour and 83 less trips per day compared to the previously approved residential land use. The distribution is based upon origin and destination observations as well as engineering judgement. Additional considerations for the distribution are as follows: Sunset Lane is a gravel road with connectivity to Upper Cattle Creek Road and serves personal residences along this route. Sunset Lane is private. Fender Lane and County Road 102 are paved. The preferred route to Ascendigo Ranch is by way of Upper Cattle Creek Road to Fender Lane. This route will be provided to the clients of Ascendigo Ranch. Ascendigo Ranch operations will also include a policy for staff with the preferred route. The site access will be designed to discourage traffic from making a right turn movement onto Harmony Lane as shown in Figure 3. Based upon the information above, it is anticipated that 80% of traffic will enter/exit the site from the north utilizing Fender Lane or County Road 102 and 20% will utilize Sunset Lane to/from Harmony Lane. At the Fender Lane/County Road 102 and Harmony Lane intersection, 40% is anticipated to enter/exit to the west along County Road 102, and the remaining 40% is anticipated to enter/exit to the east along Fender Lane. Roadway Impacts: Article 7 Division 1 Standard 7-107 Access and Roadways of the Garfield County Land Use and Development Code8 specify roadway standards, shown in Table 3. Project Traffic Existing traffic plus traffic generated from the project yields the total traffic expected on the surrounding roadways, shown in Table 4. Total Project Traffic The term total traffic is used in the analysis. When the trip generation expected for this site is applied to the estimated trip distribution, the result is the anticipated assignment of trips on the roadway system. The Year 2021 total traffic is the sum of Year 2021 existing traffic with the anticipated assignment. Total traffic volumes are shown in Figure 6. Calculations are enclosed at the end of the memorandum. The results for the highway segment analysis for each roadway is described below. Class II highways are defined as highways where motorists do not necessarily expect to travel at high speeds, and Class III highways generally serve moderately developed areas. Class II uses the Percent of Time Spent Following (PTSF) as its indicator, and Class II uses a Percent of Free Flow Speed (PFFS). Both Class II and Class III are represented here as they each offer valuable insight to the level of service anticipated along these roadway segments. Harmony Lane: The LOS for the Harmony Lane segment north of the project site and south of Fender Lane is shown in Table 5. Existing traffic conditions with project traffic are below requirements for capacity improvements. Access Volumes Site Access: The site plan shows two accesses. The southern access will function as the main access and will be designed to discourage right turn movements onto Harmony Lane. The northern access will have minimal traffic for the caretaker, maintenance staff, and minimal staff or clients. These accesses are approximately 700’ feet apart. Per Garfield County Land Use and Development Codes Article 7 Division 1 Standard 7-107 Access and Roadways “Access to and from the use shall be safe and in conformance with applicable County, State, and Federal access regulations.” Access requirements will defer to the State Highway Access Code (SHAC). Per SHAC §4.4 access spacing should be separated at a minimum by a distance equal to the design sight distance values in table 4-1. The site accesses are adequately separated. Per SHAC §3.12(3) and §3.13(2), “one access shall be granted to each parcel if it does not create a significant safety problem or significantly degrade operation.” It is CDOT’s policy to allow a single access to a property. A secondary emergency access is allowed to commercial properties. The project site is currently divided into 15 parcels. Two access points will provide adequate access for the project. Sight Distance Per the SHAC §4.3, adequate sight distance is required for all accesses. Based upon the equivalent roadway classification of NR-C Non-Rural Arterial or F-R Frontage Road and the assumed speed limit of 20 mph, the minimum sight distance along the highway is 150’ from Table 4 – 1 in the SHAC. No grade adjustment is required based upon inspection of elevations from Google Earth. Based upon the above table, sight distance is met for both accesses. Percentage Impact of Proposed Development: Percentage impact is calculated by taking the proposed site generated traffic volume on Missouri Heights Road (CR 102) and dividing it by the background volume for the same segment. Summary: The following items summarize the findings: Speeds from existing traffic are above the posted speed limit on Harmony Lane based upon the 85th percentile speeds. This is independent of the proposed project. The posted speed limit on Harmony Lane is 5 mph lower than the posted speed limit on nearby roads. Evaluating the current speed limit is recommended. Harmony Lane will require Secondary Access design standards for the combined background and project traffic per Garfield County Land Use and Development Codes. Per the HCM Segment Analysis, Harmony Lane, Sunset Lane, and Paseo Drive are not expected to have delays with project traffic. All segments are operating at LOS A or B. Existing traffic with project traffic is below requirements for capacity improvements. The site accesses are adequately separated. Sight distance is met for both accesses. The percentage impact of the Ascendigo project is anticipated to be less than 20% of the background traffic on Missouri Heights Road. Please let us know if you have any comments or questions. Ascendigo has a property management team for its adult program houses in Carbondale and that staff will visit periodically to provide building maintenance. Building maintenance – Standard preventative maintenance, repairs and asset replacement. 2/day Vegetation management – Currently, weed management is contracted to Green Pastures Property Care, LLC, with assistance from Garfield County’s Noxious Weed Cost Share Program. A Weed Management Plan is currently being developed. Fire mitigation will also be contracted. Maintenance will require sprayer vehicles, chainsaw and chipper use and potentially goats periodically grazing the property. 4/year Snow plowing and shoveling – Snow plowing is currently contracted to Colorado Chimney and Ductwork. Snow shoveling may include mechanized snow blowers and will be handled in‐house by the caretaker or contracted out if necessary. 4/month, Dec‐Mar Landscape maintenance – Landscape maintenance will be contracted out until our Ascendigo team is capable of performing it in‐house.
