ln response to the Director's Decision letter and Staff Report, we have the following comments
regarding numbers 3, 4 and 5 under "Prior to lssuance of the Land Use Change Permit:"
3. Tab 13 of our Application includes a report from Sopris Engineering dated 2010 which
addresses the upgrades to the OWTS that were completed to accommodate the additional
volumes associated with completion of the AÐU in the barn. The reverse osmosis water
treatment we are proposing will use an under-sink system for drinking and cooking water only
According to Tom Platzer with Aqua Tec this system will produce 10 gallons/day. We have
consulted with Sopris Engineeríng and they confirm that our current system is adequate.
4. Please see attached letter confirming the driveway meets Section 7-107 Roadway Standards
per request
5. We have been in touch with Ron Biggs, Fire Marshall and have requested that they come to
our property to observe the hydrant. The hydrant is accessible with a hose or water could be
taken from the pond^ Also, we have had the Fire Marshallto our property to do an on-site fire
mitigation overview in the past. ln addition, we have had fire trucks to our house twice due to
false alarms from our security system.
We are aware it is our responsibility to and will commit to:
o Continuing to maintain and operate the RO system to the ADU as we do for our house
r Comply with all conditions and limitations on Well Permit No. 300164
r Gontinue working with Garfield County Building and Planning Department to meet
Building Code Requirements
o Continue to comply with lighting standards
r Trash will be stored in secure portion of the barn until removal and the limited fencing we
do have will continue to be wildlife friendly and compatible with the CPW
guidelines

Prusuant to your lequest, this letter provides confinnation that the existing onsite wastewater Treatment
system (OWTS) has adequate capacity to serve the existing 4-bedloom residence ancl the ADU including
any additional r,vastewater volumes associated with the use of a teverse osmosis water treatment system.
The OWTS was originally clesigned and constructecl to serve a 4-bedroom residence and a I bedroorn ADU
unit associated with the barn stlucture. The ADU will include a single fixture reverse osrnosis (RO)
component. Sopris Engineering performed a previons evaluation, inspection and capacity analysis of the
systetn in 2010 that was documented in a letter, to the ownel', dated June 2,20IA.
The OTVTS system was permitted and installecl in2002, in compliance with the regulations in effect at the
time of permit. Tlre OWTS has a rninimum absorption/tleatment field sizecl to provide capacity basecl on
the total clesign waste flow of 1125 gpd to treat septic tank effluent from a 4-bedrnom residence plus a l-
bedl'oom ADU. The desigrr flow of 1125 was calculated basecl on 5 bech'ooms at 150 gpd/bedroom times a
150% peaking factor. The actual daily flow is assttmed to be less than 600 gpcl.
The absorption field was constructed with 3 palallel trenches utilizing EQ-36 Infiltrator gravelless
chambers. The existing absorption trenches rvere inspected in 2010 ancl cletennined to be functioning as
designed. The infiltrative sutface was observed to be moist with evidence of active aerobic biological
activity. No eviclence of limited absorption capacity, saturation or anaerobic bio mat bacteria was
observed, Tfrelefore the capacity of the systen appeared to be in gootl condition to ñrnction as designecl
and installed.
The required absorption field size rvas determined based on the previous clesign calculations, utilizing the
onsite soil percolation rate (6mpi) and the allowable 50% reduction in fielcl size atea for use of gravelless
charnber units in a trench configuration. The minimum absorptive/treatment atea for a gravity chamber
trench systern lvas calculated to be276 S.F. that requirecl 18 EQ-36Infilhator chamber units, (equivalent
31.93 S.F. absorptive trench area pel' unit). The installed chamber trench absorption field has a total
absorptive/treatrnent area of 479 S,F. basecl on the installation of a total of 30 EQ-36 Infilltator chamber
units. Therefore the existing field has 203 S.F. of adclitional absorptive area that provides for
approximately 74o/o aclditional flow capacity of 830 gpd over the 1 125 gpd peak clesign flow.
In terms of Long Temr Acceptance Rate (LTAR) the field area would have required 433 S.F. based on the
design flow of 1125 gpd and a LTAR of 1.30 gpd/S.F, Therefore the existing freld has an additional

absorptive area of 46 S.F. that provicles for approximately 11% additional flow capacity of 120 gpd over
the 1 125 gpcl peak design flow in teuns of the LTAR field capacity.
The provided flow capacity based on the LTAR field size is greater thatr the rnaximum aclditional flow of
28 gpcl that could be generatecl fiom by the ADU due to fixturcs associated with a srnall kitchen ancl
washing machine. All other ADU flow is based on the 150 gpd per bedtoont.
The use of a kitchen sink mounted RO unit, for chÌnking and cooking onl¡ is insignificant in temrs of daily
clesign flow. The single unit only delivers 0.035 gallon per minute. The maximurn daily water usage for the
unit is 7 gpcl to procluce 2 gallons of clrinking water. The typical average daily flow from a lavatory and
kitchen sink is 5.8 to 8.4 gpd per person per clay respectively. The additional overall systenr capacity of
120 gpd, based on the LTAR fielcl sizing, mitigates the potential additional loading ftom extra ADU
kitchen and washing fixtures including the 5 gpcl backwash fiorn the RO unit.
The existing OWTS has adequate capacity to serve the ADU inclucling any additional wastewater voluures
associated with the use of a reverse osmosis water treatment system.

I spoke with Ron in response to his email referral comments and phone messages on the
Oddo Accessory Dwelling Unit Application.
Consistent with his phone message, he confirmed that he did not have a problem with the
ADU, provided that it was built to meet all the codes including fire separation between the
unit and the barn and that it had proper separate entrance/exiting.
I described the access driveway. He did not indicate any issues.
He clarified that based on information provided by the Applicant that they could not rely
on the pond forfire protection, noting access (in excess of 10'separation) and wintertime
freezing of the pond.
He was o.k. with the project moving fonruard.
I indicated that I would add a note to the file reflecting our telephone conversation and if
he had time to provide a follow-up email that would be appreciated.

Follow-up to my recent phone message on the Oddo ADU applicatíon
Glenn,
Thanks, that procedure worked. The ADU is not a big concern as long as it is built to lnternational Building Code
requirements.
However I did find one area of concern which is they checked off and that is there is adequate fire protection. They site a
pond with fire connection. On the site plan dated 2003, page 64 shows the pond and the connection. To my knowledge
Glenwood Springs F.D. nor myself were consulted on the design/construction or sign off of the pond or the fire engine
connection near it. I have a callinto Yancy Nichols at Sopris Engineering to find out if they designed the pond and have
the spec on ít and the fire department connection. Next we should go out and see if we can get an engine to it and see if
we can draft waterfrom it. On the drawing the location of the leach field may restrict engine access to it because it is
located between the connection and the driveway.
I do not know what weight this issue has on this application moving forward. But if adequate fire protection is a
condition the County is requiring on the site, then ín my opinion the source they are using to meet it need to be
approved and function tested by us.
