Plans submitted to our office are incomplete and include several outstanding issues which must be first
addressed before we can continue our plan review and issue building permits, including the following:
(L) Buildine Footprint Outside of Platted Buildins Envelope - As illustrated on the Site Plan the building
footprint (covered porch + roof above) encroach beyond the Building Envelope by approximately
five feet on east side - see attached redlines. Encroachments beyond the extents of the Bu¡ld¡ng
Envelope are not allowed as per Garfield County's Land Use & Development Code. All building
structural elements must be fully contained within the Building Envelope. Please revise and resubmit
the Site Plan to comply with these requirements.
(2) Restroom Lavouts Not Compliant with Accessibilitv Requirements - As shown on Main Level Floor
Plan (Sheet 1) plans do not comply with LB.C. Chapter 1L & ICC/ANSI-2009 Accessibility Standards.
Restroom layout plans also do not match up with Plumbing/Mechanical Plans included in submitted
drawings (Sheets M-1- and M-2). Revise Architectural and Plumbing/Mechanical plans to match each
other and to comply with ADA/accessibility requirements.
(3) Plumbine Fixture Count - Total occupancy of this building = l-62 people (including covered patio
areas) and this occupancy count requires a minimum of (3) WC in each of the restrooms (see Table
2902.1l'Also, provide drinking fountain and service sink.
(4) Commercial Kitchen - Kitchen & food prep areas shown on the main level constitute a commercial
kitchen and this must be permitted and approved through Garfield County's Public Health Dept.
Please contact Nettie Mojarro to discuss application requirements and approval process.
(5) Means of Eeress from Upper Level Observation Deck - Upper Level Floor Plan items to be revised
include the following:
A. Number of Exíts - Two Exits are required from upper level Observation Deck (not one as' currently shown on plans). Total No. Occupants = 450 S.t./7 = 65 people (see Table
1006.2.1) Provide a second means of egress from upper level. Amend plans and resubmit.
B. Stair Landing - Upper level stair landing does not comply with Section 1011 as door in open
position reduces landing depth by more than half of stairway width. Revise stairway layout,
provide dimensions & details at stairway/landing and resubmit.
(6) Wood-Burnine Fireplace - This wood-burning fireplace may not be allowed per PUD requirements.
lf allowed by the PUD, it shall comply with Colorado State Statutes for wood-burning devices (EPA -
Phase 3 standa rds/requirements).
(7) Architectural Sheet 3 - Not included in submitted set of plans.
(8) Roof Plan - Not submitted as required.
(9) Buildine/wall sections, construction details, and/or insulation specifications - Not submitted as
required. Clearly illustrate insulated thermal envelope and insulation values complying with 2009
l.E,C.C. Provide wood to concrete waterproofing details as referenced on Structural detail notes.
