First, the color ol' a house is a totally subjective opinion; secondly, everyone needs iand wants an ADU and in fact most planners recognize this arrd have made the approval for an ADU easier; Finally, I don't urrderstand but nevertheless accept a person's desire for ,,loft' living despite unmitigated bewilderment as to why our new neighbors left the urban living and moved here. However, ulnlike the mixed use retail and residential concept on display with ,loft' living, there is a distinction between wanting to live in a commerciar area and a commerciar entity wanting to do business in a residential neighborhood. Rimledge, the name of our little 17 home rural neighborhood, contains 17 families as varied as any given slice of Americana. common to each of us is the adamant desire to live out our time here in peace and harmoñy, close to nature and without the mothership of an HOA buzzing around us' unfortunately, developers and speculators like Momenta mistake our desire for privacy and independence as an abrogation of our responsibility to our neighborhood and to each other. Please let me clear that up. My neighbors ,and I know most of them, are not some dummed down hillbillies awaiting their fate. Here live captains of industry and finance, lawyers and doctors, builders and construction professionals. stalwart genetics and robust energy characterize each of us. Each of us know victory through adversity, triumph through toil. None of my neighbors support Momenta's proposal. Here is why I personally do not want to see Momenta and others like it succeed in our neighborhood. what if Brenda and I came to the county with our plans for say - a custom camper company. we would produce around 300 custom campers per year and gross around $15 millionlyr. we would be in a warehouse for fabrication and would accept raw material deliveries 52 weeks/yr' We would employ around 15 people' Oh, and incidentally' we will house all 1s employees. so, a Gommercial kitchen and food delivery will be necessary. Of course, trash trucks, propane trucks and trucks to transport our finished product will need to use our common rural style neighborhood road. Don,t forget the visitors and clients coming in and out each day. Brenda and I would fully expect to gain county approval based on the precedent set by Momenta. Do you see the absurdity here? Rural residentiat is for homes and famiry: commerciar zoning is for commerce. Perhaps in california planners have allowed commerce and families to coexist. But, let's be real, they are like oil and water. Our family lives at 5345 County Road 100 off of Rimledge Road. One afternoon we were informed of an impromptu neighborhood Zoom call on behalf of a California developer, Dan Johnson. Mr. Johnson, owner of a company that he named The Danco, called this meeting to sell us on his newest venture, to purchase and insert a resort style women's health center into an existing single family home in our neighborhood. After Mr. Johnson concluded the call, all of our neighbors thoughtfully came together and voted to oppose this use. We humbly ask that you do not approve this use of our neighborhood for his multifaceted customer service business because it would violate our neighborhood covenants, drastically impact our small community road and limited water resource, and allow for an out of state business to circumvent the local commercial corridor all while Garfield County and our neighboring towns lose out on the tax revenue that is derived from commercial zoning. During the conference call we were directed to a pamphlet in which Mr. Johnson stated that his intention is to provide his patrons with various services including a yoga studio with instructors, fitness classes with specialized trainers, art classes with instructors, music lessons, archery training with a range attendant, a private community garden with groundskeeper, professional psychotherapy sessions, and a full-time private chef servicingthe patrons and employees of his business. The name of th¡s business is to be called Momenta Recovery. This is all done under the umbrella of a non-profit therapy center, but it operates similarly to an exclusive five-star resort hotel. No one would be allowed to operate any of these commercial businesses individually in our residential neighborhood, not to mention all of them at the same time and inside of the same structure. This use is in direct violation of longstanding neighborhood covenants that prohibit commercial use. While these are good and respectable services to provide to his patrons, we ask that they should be conducted in the commercial corridors of Garfield county. The residential use septic permit for their proposed site doesn't allow for the amount of waste that a commercial business would generate. ln this neighborhood we have small children riding bicycles and walking down our driveways and road to catch the school bus, our senior citizen neighbors are out for scenic walks and exercise at all hours of the day, and we have hundreds of deer and elk constantly traversing the road. The true registered name of this business is Danco Supportive Services Colorado lncorporated, a division of a larger development and construction company called Danco. Underneath all of these layers, is magnate Dan Johnson. With his extensive expertise in construction and development, Mr. Johnson could have a far greater impact on Garfield County if he were to build structures for his ventures within the existing commercial corridors. Rifle, Silt, New Castle, Glenwood Springs, and Carbondale have excellent commercial spaces currently available that could provide patrons with the type of resort and spa experience that Mr. Johnson is seeking. There are also an abundance of vacant lots for sale where he could construct a facility for Momenta Recovery Center. By locating in a commercial corridor, he would have a great impact on Garfield County by way of creating jobs for professional services and trades needed to build a robust business. His patrons and their guests would also have easier access to hotels, city utilities, hospitals and emergency services if needed. The rural and family friendly neighborhood on Rimledge Road is not a viable choice for Momenta Recovery, Danco Supportive Services lncorporated, The Danco Group, or any other commercial business servicing patrons onsite. As manyvisitors cometo Garfield County in theirtravels, theyare drawn to its beautiful mountain scenery and friendly rural lifestyle. We are an optimistic, freedom loving, sincere and caring community. This home is in direct view from our home separated by a pasture. The property is zoned residential with strict covenants regarding its use. We purchased our property back in20L4 because of the rural location and because of Missouri Heights' strict non-commercial zoning. We are well aware of Momenta Recovery's purpose and recognize it is very well needed in this community, but not in a rural setting with strict residential covenants. Momenta Recovery operates as a business not as a family. Having Momenta Recovery purchase said property and conduct business as a treatment facility would set a bad precedence for other commercial businesses to locate here. Keep Missouri Heights Rural! I called you for information on the project that afternoon and you were able to provide me with some information, but said the application was not yet complete and took down my contact information to pass on to the applicant since I had questions you couldn't answer at that time. I was invited to a zoom meeting by Danco Group, the entity that owns Momenta, on the evening of the 10th. They said they would send us a copy of the application the next day. I have still yet to receive that, nor have I seen it posted on the county website yet. I sent Momenta, Laura Berreth, an email today with questions, concerns and noted my opposition to the project. Since I haven't seen an official application yet, is it yet complete? Do you have one you can share with me other that that pre-conference summary, or is that it? The only thing a neighbor shared with me so far was the "pre-application conference summary" date L2-08-2020, which is weirdly titled "City of Aspen" but with Garfield County information. I would like to be able to review the full application to more fully and accurately voice my concerns to both you and the County Commissioners. While l'd love to take the Danco Group, Dan Johnson (founder of Momenta) at his word, paraphrased from the zoom meeting, ' if the neighbors don't want us here, we won't come', l'm not holding my breath. I know plenty of us don't want them here, but they're still going forward with this. And unfortunately plenty of neighbors are still unaware of this proposal due in part to Momenta's lack of outreach and probably also due to what you had mentioned about only those within 200 feet of the property are required to be notified by the county, there are many in the vicinity who haven't been made aware of this yet and when they are informed by neighbors who do know, well they are certainly shocked. Anyway, please let me know if the completed application is ready for review yet.
