HomeMy WebLinkAbout1.00 Application PO Box 248 Carbondale, CO 81623 (970) 947-9568 September 8, 2021 Revised October 22, 2021 Community Development Department Garfield County 108 8th Street, Suite 401 Glenwood Springs, CO 81601 Re: Floodplain Development Permit Application for the Crystal River Hatchery Restoration Project To whom it may concern, Introduction The purpose of this memorandum is to request a Floodplain Development Applications approval from the Garfield County for the Crystal River Hatchery Habitat Restoration Project (Project). RiverRestoration has been hired to perform engineering design services for the Project by Colorado Parks and Wildlife (CPW) is the applicant for the floodplain development and also the land owner. Project Description The Project proposes improvements along 300 feet of the Crystal River in Garfield County, Colorado. The Project is located approximately 250 feet downstream of the Highway 133 crossing and approximately 330 feet upstream of the Mt Sopris Ranch Rd crossing. Proposed improvements to enhance the area include:  Re-grading of the existing riverbed to establish a more-distinct thalweg;  Construction of four boulder vane structures to focus low flows and maintain mobility of incoming substrates during high flow;  Using native alluvium to backfill around boulder vanes;  Installing habitat boulders near the new thalweg to promote holding areas within the reach.  Planting of willow stakes along disturbed banks  Restoration of construction access to pre-project conditions Total permanent change to the channel has an area of 0.3 acres. Disturbance area of the project during construction is 0.9 acres, including all staging, construction access, and stockpile areas. Section 3-301 Compliance (only applicable sub-sections are listed) A. Use Restrictions in Floodplain Overlay Of the available categories, the project fits best in “Bank Restoration and Stabilization”. This type of work is permitted in Floodways and 100-year floodplains as long as there is compliance with all other applicable standards of the Code. B. General Standards Proposed improvements, including vane structures and backfill will be constructed with stable boulder and native. Materials were selected and sized and will be placed to prevent floatation, collapse or lateral movement. These materials will be resistant to flood damage. (Floodplain Compliance for Crystal River Hatchery Habitat Restoration Project, Dated July 17, 2021) In summary: RiverRestoration asserts that a detailed floodplain analysis is not necessary for this project. The proposed channel has a net cut of 74 cubic yards compared to existing conditions. These project related reductions in fill and cross section will provide additional conveyance through the project reach. Admittedly this additional conveyance will be minimal as compared to the total flow in Crystal River during the 100-year flood event. In conclusion, the proposed project will not create a rise in water surface elevations associated with the 100-year floodplain of the Crystal River or change the extents of the 100- year floodplain boundary. E. Standards for Areas of Shallow Flooding Hydraulic modeling and evaluation of flow rates ranging from low-flow conditions up to the 100-yr flood flow have been performed. The results of this evaluation indicate that proposed Project would not result in an increase in areas of shallow flooding, or in drainage that would adversely impact adjacent properties. G. Alteration of a Water Course A “No-rise” Evaluation and Certification Letter is included in this submittal as part of a separate memo. (Floodplain Compliance for Crystal River Hatchery Habitat Restoration Project, Dated July 17, 2021) Section 4-109 Compliance (only applicable sub-sections listed) The project is in compliance with Section 3-301, Floodplain Overlay Regulations. A “No-rise” Evaluation and Certification Letter is included in this submittal as part of a separate memo. (Floodplain Compliance for Crystal River Hatchery Habitat Restoration Project, Dated July 17, 2021). See additional explanation in the response to 3-301.C above. The project seeks to improve low-flow connectivity and habitat for fish within the specified location of the Crystal River. By its nature, it is required for the project to be at its proposed location. The project will not impact adjacent property owners. Based on this analysis, there would be no danger to life and property due to flooding or erosion damage; the would be no danger of materials being swept onto other lands, resulting in injury; the proposed project would be compatible with existing and anticipated development; there would be no impact to the property in times of flood for ordinary and emergency vehicles; there would be no impact to the costs of providing governmental services during and after flood conditions, including maintenance and repair of streets and bridges, and public utilities and facilities such as sewer, gas, electrical, and water systems; the would be no change in the heights, velocities, duration, rate of rise, and sediment transport of flood waters that would pose increased risk of damage or risk to public safety; there would be no impact of the necessity to the facility of waterfront location; there are no alternate locations not subject to flooding or erosion damage for the proposed project; and there is no impact to the comprehensive plan for the area. STORATIO PO Box 248 Carbondale, CO 81623 (970) 947-9568 Section 4-203 Compliance (only applicable sub-sections listed) Based on my review, construction drawings meet requirements of section 4-203. A. Professional Qualifications The project was designed under direction and guidance of a Professional Engineer in the state of Colorado, license #51284. B. General Application Materials See attached documents for the general application materials submitted as part of this Floodplain Development Application. C. Vicinity Map See attached vicinity map showing the location of the project on the Crystal River just upstream and of Carbondale, CO. D. Site Plan See attached plan set (Crystal River Hatchery Habitat Restoration Project, Dated August 2021) for the Site Plan and the required elements. E. Grading and Drainage Plan See attached plan set (Crystal River Hatchery Habitat Restoration Project, Dated August 2021) for the Grading and Drainage Plan and the required elements. Project specifications are available upon request. Construction Schedule: Bid advertisements are expected to be issued in summer of 2022, mobilization in early-mid August, and in-river work between August 15 and October 1, 2022. The project is expected to be completed by the end of 2022 Permanent Stabilization: Proposed boulder and placement of native alluvium has been designed and modeled to remain stable over regular and flood flow conditions. Vane structures will be keyed into existing banks. Erosion and Sediment Control: Erosion and Sediment Control (ESC) BMPs will be implemented to minimize impacts to the Crystal River and its riparian area. These BMPs include access ramps, silt fence, oil booms, turbidity curtains, and dewatering filters. See the CW Sheets in the attached planset for more details on the ESC plan. Estimated Cost: The total estimate construction cost for the project, including soft costs and contingency is $150,000. Complete engineer’s cost opinion is available upon request. Stormwater Management Plan: The site is less than 1 acre, so a Stormwater Construction Permit issued by CDPHE is not required. The contractor will be required to submit for and receive a construction dewatering permit through CDPHE. Reclamation, Revegetation and Soil Plan: Willow staking along disturbed banks will be done upon completion of proposed grading. The harvesting and installation of the willow stakes are described in the plans and specifications. Construction access will be restored to pre-project conditions to the satisfaction of CPW (owner). Spill Prevention Control and Countermeasures: From the project specifications: a. A Spill Cleanup Plan is wholly the responsibility of the CONTRACTOR and shall be posted and available at all times on site for all work areas prior to any construction activities and shall include coordination with local emergency response agencies. CONTRACTOR shall submit Spill Cleanup Plan to ENGINEER for review 5 days prior to the start of construction. b. A release of any chemical, oil, petroleum product, sewage, etc., which may enter waters of the State of Colorado (which include surface water, ground water and dry gullies or storm sewers leading to surface water) shall be reported to the Colorado Department of Public Health and Environment immediately (25-8-601 CRS) and form http://www.cdphe.state.co.us/hm/spillselfreportform.pdf and/or Toll-Free 24-hour Environmental Emergency Spill Reporting Line 1-877-518-5608 may be used. Written notification to the Department shall follow within five (5) days (5 CCR 1002-61, Section 61.8(5)(d)). Releases of petroleum products and certain hazardous substances listed under the Federal Clean Water Act (40 CFR Part 116) must be reported to the National Response Center as well as to Colorado Department of Public Health and Environment as required under the Clean Water Act and the Oil Pollution Act. Furthermore, contact must be made immediately, reporting any spill incident, with CPW, the OWNER and ENGINEER. c. Any incident spills that do not threaten water resources shall be reported to: Colorado Emergency Planning Committee (CEPC)(members include Colorado Department of Health and Environment - Hazardous Waste Division, Colorado Department of Public Safety - Division of Homeland Security and Emergency Management, and Colorado Department of Public Safety - Colorado State Patrol), at Toll-Free 24-hour Colorado Environmental Release and Incident Reporting Line 1-877-518-5608, https://www.colorado.gov/pacific/cdphe/wq-environmental-spills. Furthermore, contact must be made immediately, reporting any spill incident, with the Town New Castle Public Works Department, the OWNER and ENGINEER. The CONTRACTOR shall submit within 14 calendar days of knowledge of the release a written description of: the release (including the type and estimate of the amount of material released), the date that such release occurred, the circumstances leading to the release, the measures taken and/or planned to be taken to cleanup the release, and steps to be taken to minimize the chance of future occurrences to the Executive Secretary F. Landscape Plan See attached plan set (Crystal River Hatchery Habitat Restoration Project, Dated August 2021) for the Landscape plan. Impact Analysis 1) Adjacent Land Use The project will have no impact on adjacent land use 2) Site Features The project will have a temporary impact on the Crystal River during construction and will avoid permanent impacts 3) Soil Characteristics The project will have not impact on soil characteristics 4) Geology and Hazard The project will have no impact on geologic characteristics 5) Groundwater and Aquifer Recharge Areas The project will have no impact on groundwater and aquifer recharge areas 6) Flora and Fauna The project will have no long term impact to flora and fauna. All temporary impacts will be restored as part of the project 7) Critical wildlife habitat The project will have no impact to designated environmental resources, including critical wildlife habitat. 8) The project will have no impact on potential radiation hazard 9) Any and all vapor, dust, smoke, noise, glare, or vibration will be managed during construction and avoided and minimized to the greatest extent practicable H. The plan set includes 100-yr effective floodplain boundary, channel of water course, existing and proposed 1-ft contours, existing and proposed structures and land alterations, boundary and location of existing water supply ditches. No structures are proposed outside of the limits of ordinary high water, within the setback area. There is no significant removal of vegetation proposed as part of the project. The Project is located approximately 250 feet downstream of the Highway 133 crossing and approximately 330 feet upstream of the Mt Sopris Ranch Rd crossing. A vicinity map of the Project is shown in Figure 1, below. The channel expands directly downstream of the Highway 133 Bridge and forms a wide cobble riffle; this area has been identified through site investigation and existing conditions hydraulic modeling as the focus of the proposed improvements for the project. A deep pool exists upstream of this riffle, near the bridge, and a more-distinct run with deep holding areas exists downstream of this riffle. The project seeks to promote low-flow connectivity and improve habitat throughout this riffle to connect the two areas that currently have good or adequate low flow conditions for the local fish community. The Project would achieve these goals without increasing post-project 100-yr water surface elevations (WSE) above the existing condition 100-yr Water Surface Elevations (WSE). The one-dimensional hydraulics analysis discussed in this floodplain compliance letter was performed using the USACE’s HEC-RAS v5.0.7. Hydrology Hydrologic input to the HEC-RAS hydraulic models was obtained from FEMA’s Flood Insurance Study (FIS) for unincorporated Garfield County, revised effective date August 2, 2006 as well as the Town of Carbondale FIS report, effective date February 5, 1986. The Project is located near the upstream corporate limits of the Town of Carbondale, where the Crystal River experiences a 100-year discharge of 7,410 cfs. No additional hydrologic investigation was performed as part of this analysis. A copy of the relevant pages of the FIS discussing hydrology is included as Exhibit 1. Existing Conditions The Effective Base Flood Elevation (BFE) profile was obtained from the FIS report and the Unincorporated Garfield County FIS report, revised August 2, 2006. The water surface elevation (WSE) profile in these reports represents the most current FEMA data for the Crystal River within the project reach. The cross-section locations of this model were obtained from the current FEMA Flood Insurance Rate Maps. The FIS cross-sections that were modeled for this evaluation are cross sections R, S, T, U, V, W, and X. FIS cross station-elevation data were not available, so an existing conditions HEC-RAS model of the project reach was developed using LiDAR data received from the State of Colorado’s Office of Information Technology in 2018 and recent topographic and hydrologic survey data collected by RiverRestoration in 2021. Please note the Mt. Sopris Ranch Rd. bridge, located between FIS cross sections T and U as well as the Highway 133 Bridge located between FIS cross sections V and W are not included in the Effective model. These bridges were added to the Existing Conditions Model, along with four other additional cross sections to represent the proposed actions. The 100-year flow rate of 7,410 cfs was used as the upstream boundary condition. The WSE at the downstream end of the model was taken from the FIS report. The effective BFE profile is in the vertical datum National Geodetic Vertical Datum of 1929 (NGVD 29); therefore, a vertical shift of +4.46 feet was applied to convert elevations to into the project’s vertical datum, North American RF.STORATION .ORG PO Box 248 Carbondale, CO 81623 - (970) 947-9568 Floodplain Compliance | Crystal River Hatchery Habitat Restoration Project 3 Vertical Datum of 1988 (NAVD 88). This datum shift was determined using the USACE’s Corpscon v6. An output of the conversion is included as Exhibit 2. To evaluate the effects of the project, cross-sections were added upstream and downstream of the proposed improvements, as well as within the proposed grading to represent the impacts of the project. These cross-sections were updated with topographic and bathymetric survey data discussed above. Roughness values were adjusted within the limits specified in the FIS report for the existing conditions model to calculate a WSE profile similar to the BFE profile published in the FIS report. Attached Exhibit 3 shows a plan view of the HEC-RAS cross sections that were evaluated for the Project. Proposed Conditions A Proposed Conditions model was developed by modifying the existing conditions model to represent the channel under proposed conditions. Cross section locations, boundary conditions and other modeling assumptions were kept from the Existing Conditions model. To demonstrate compliance with Garfield County and federal floodplain development guidelines, 100-year flood elevations calculated from the Proposed Conditions model were compared to the Existing Conditions model and the Effective BFEs published by FEMA. Energy Grade Lines (EGL) were also calculated and compared. No increases in the 100-year WSE or EGL were observed. See Table 1, Table 2, and Exhibit 4 (attached) for a tabular and graphical comparison of these results. The results of this analysis demonstrate that the Proposed Conditions is not anticipated to adversely affect adjacent properties or increase the elevation or quantity of flood waters over Existing Conditions. The Crystal River Hatchery Habitat Restoration Project is expected to improve low-flow depth connectivity and enhance aquatic habitat within the project reach without posing a threat to public safety. Based on the results presented in this report, RiverRestoration has determined that the Project complies with Garfield County floodplain development guidelines.
