At any intersection, a driveway shall be rest¡icted for a suf{icient distance from the intersection to preserve the normal and safe movement of trafÍic. (It is recommended for rural residence entrances that a minimum intersection clearance of 50 feet be provided and for rural commercial entrances a minimum of 100 feet be provided.) 3. Approach grades are restricted to not more than ten percent (10%). 11. All driveways and approaches shall be so constructed that they shall not interfere with the drainage system of the street or county road. The Applicant will be required to provide, at his own expense, drainage structures at entrances and exils, which will become an integral parf of the existing drainage system. Approved COGCC Form 2A Site Specifi c SPCC/Containment Plan L L 1. 2 2 5 8 9 TL TL L2 L3 74 Ursa Operating Company LLC Site Specific SPCC/Containment Plan Introduction This site specific SPCC/Containment Plan (Plan) provides the pertinent information with regards to the environmental and equipment information associated with the respective facility, as required to ensure procedures and protocol implemented by Ursa to meet all applicable federal regulations included in Spill Prevention Control and Countermeasure (SPCC) as described in CFR 40 $112. This site specific plan also contains the relevant information required to meet all state and local containment-related requirements. The protocol and procedures as provided in Ursa's Field Wide SPCC/Containment Plan will be applied to the respective facility. Facility Purpose The Watson Ranch Well Pad is an existing facility which facilitates the extraction of natural gas for use in the surrounding area via pipeline infrastructure. Produced water and condensate are considered by-products ofthe natural gas extraction process and are stored at the facility until their respective final use is determined. Produced water may be recycled or treated at awater treatment facility, while condensate can be utilized as an additive to fuel refining processes. A facility detail summary is provided in Table l. It should be noted that the well pad currently has working wellheads, flow lines, separators, condensate tanks, and produced water tanks which are subject to the SPCC regulations. Please see the Tables and Map included in the following portion of this Plan for additional information pertaining to the facility. Directions to the Facility From the town of Parachute, travel south towards Battlement Mesa (CR 215). Continue onto CR 300. There will be a slight left onto N. Battlement Parkway, travel 1.5 miles and turn right onto W Battlement Parkway. Turn right onto Stone Quany Road and travel 0.75 miles south. One thing has been modified. The narrative currently contains the following: Ultimately Ursa hopes to connect all of their production facilities to injection well(s) via pipeline. ln the interim, the B&V, Stierberger, Richardson, and Tompkins pads will deliver water via trucks using the Garfield County Road and Bridge approved haul route. A full traffic impacts analysis has been provided as part of this submittal. Richardson is now referred to as Monument Ridge B. Since the original submittal, Ursa has determined that Monument Ridge B will not require trucking, fluids from that location will be piped. That absurd deadline was the first thing I rectified a couple weeks ago. In addition to submitting a request on their behalf to have COGCC hear this at a hearing rather than do an administrative review. Oklahoma ordered an injection well shut down after a 4. 1 earthquake earlier this year. Greeley, Colorado experienced 60 earthquakes ín 2Ol4 until an injection well was shut down and the process was changed. Cleary the process needs work. The article sited above quotes Stefan Finsterle, a leading hydrogeologist for Lawrence Berkeley National Laboratory as saying: "There is no certainty in any of this" (being safe) "and whoever tells you the opposite is not telling you the truth. You have changed the system with pressure and temperature and fracturing, so you don't know how it will behave." The link to this article is included below.
