Development Code, as amended, and Resolution No. 2015-35 of the Board of County
Commissioners of Garfield County, State of Colorado, the following activity is hereby
authorized by Land Use Change Permit:

as shown on the Site Plan Attached as Exhibit "B"

This Land Use Change Permit-Administrative Review is issued subject to the conditions
contained ín Resolution No. 2015-35 and set forlh in Exhibit "C'' and shall be valid only
during compliance with such conditions and other applicable provision^s of the Garfield
Couniy Land Use and Development Gode, as amended, Building Code, and other
regulaiions of the Board of County Commissioners of Ga¡field County, Colorado.

4. The Applicant shall provide site specific details in an update or addendum to the
SpCC plan aååressing site'specific detaiis for the Watson Ranch B site within six months
Àf completion of const-ructíon at the site. The Applicant-shall comply with all SPCC Plan

shatl keep the plan current and updated for any changes to the facility.
5. The facility shatl maintain compliance with CDPHE Storm Water Management '
permits, Drainagé and Grading Plans, and Reclamation and Erosion Control Plans for the
site.
6. The Applicant shatl maintain all required COGCC permits and forms for the facility

B. The facility shall have only tempogry lighting_ -for unscheduled night time
maintenance, Àlt-l¡ghting shalt comþty w¡th Seòtion 7-3o4, Lighting Qtand3rdg' with all
¡¡ghiirô io ne directãd inward and doward toward the interior of the síte. Facilities and
äoràgË tanks shalt be painted a non-glare neutral color to lessen any visual impacts.
9. The Applicant shall maintain all required CDPHE permits for the facility including
any applicable air quali$ APEN permits.
10. The Applicant shall comply with the Battlement Mesa Wildlife Mitigation Plan -
Agreement ndtween Ursa operating company and CPW including any wildlife protection
or mitigalion requirements.
11. The Applicant shall comply with the Section 7-107 Road Assessment and the
ir"f¡r nepod including use of äésignated haul routes and compliance with the traffic
g"näàt¡Àri estimates. it" O"ily truðting estimates qgy b-q applied based on a weekly
ãuÀr"g" to account for minor oþerational variations. Trucking oJIgler to the site shall
üiili=.ï"t"rt¡ght tanks and shàt comply with all coGCC or ODOT requirements for
hauling of production water.
