Dear Ms. Bower and Mr. Hartmann:
Public Service Company of Colorado (PSCo), a Colorado corporation doing business as Xcel Energy, is
seeking approval from Garfield County for temporary fly yard use at the 5‐Mile Ranch Staging Yard
located in Garfield County, Colorado. PSCo is proposing to utilize the 5‐Mile Ranch Staging Yard in
Garfield County for the delivery, storage, and distribution of materials to support the 6670 Transmission
Line Rebuild Project. The staging area has been previously permitted as a permanent storage facility
through a Land Use Change Permit (Garfield County File Number LIPA‐03‐10‐6359). The Garfield County
Planning Division completed a consistency review of the current land use on the 5‐Mile Ranch property
and PSCo’s proposed use of this property as a temporary staging area. Planning staff determined that
with the exception of helicopter operations at the staging area, all other proposed activities are
permitted under the existing permit. The Unlisted Use Application only addresses the utilization of the
facility as a temporary fly yard for helicopter operations.
Project representatives spoke with County Staff on May 31, 2022 and June 6, 2022 about the proposed
temporary fly yard use. County Staff waived the requirement for a Pre‐Application Conference for this
application, subject to receiving more detailed information about the proposed operation. At the
direction of County Staff, this Unlisted Use Application has been prepared per the requirements outlined
in the Garfield County Land Use Development Code, Section 4‐403.B and Section 3‐402.C.

1.0 INTRODUCTION
Public Service Company of Colorado (PSCo), a Colorado corporation doing business as Xcel Energy
(Xcel Energy), is proposing to utilize the 5-Mile Ranch Staging Yard in Garfield County for the delivery,
storage, and distribution of materials to support the 6670 Transmission Line Rebuild Project, Segment 1
(Debeque to Una Substations). The staging area has been previously permitted as a permanent storage
facility through a Land Use Change Permit (Garfield County File Number LIPA-03-10-6359). The
Garfield County Planning Division completed a consistency review of the current land use on the 5-Mile
Ranch property and PSCo’s proposed use of this property as a temporary staging area. Planning staff
determined that with the exception of helicopter operations at the staging area, all other proposed
activities related to the rebuild project are permitted under the existing permit. Please refer to the letter
submitted to the Garfield County Planning Division dated March 18, 2022 (Appendix G), for details
about the delivery and storage of materials at the staging area, as well as the distribution of materials to
the transmission line right-of-way (ROW) by flat-bed truck. This Unlisted Use Application only
addresses the utilization of the facility as a temporary fly yard for helicopter operations.
PSCo is proposing to rebuild a portion of the existing De Beque to Rifle-Ute 69 kilovolt (kV)
Transmission Line 6670 located in Garfield and Mesa counties, Colorado. A Garfield County Location
and Extent (L&E) Review application was submitted for the portion of the 6670 Rebuild Project,
Segment 1 located in Garfield County on May 27, 2022. Please refer to the application for additional
details about the rebuild.
This Unlisted Use Application package was prepared per the requirements of Section 4-203.B and Section
3-402.C of the Garfield County Land Use and Development Code (Code).
1.1 Regulatory Framework
Garfield County land use permit regulations apply to the proposed helicopter operations at the staging
area. Descriptions of the regulatory requirements are provided in the following section and in Table 1-1.
Any applicable land use, environmental, and construction permits will be obtained prior to the start of and
during construction as required by this regulatory framework.
1.1.1 Garfield County
This Garfield County Unlisted Use Application is being submitted for temporary fly yard use at the 5-
Mile Ranch Staging Yard that is located within Garfield County’s jurisdiction.

1.2 Submittal Requirements
Garfield County Planning Staff waived the requirement for a Pre-Application Conference for this
application, subject to receiving more detailed information about the proposed operation. Planning Staff
communicated the application submittal requirements via phone and email on June 6, 2022. Planning
Staff directed PSCo to address the general application materials in Code Section 4-203.B and the
standards for approving unlisted uses in Section 3-402.C. A checklist of these requirements is presented
in Table 1-2.

2.0 APPLICATION COMPONENTS
The following sections outline the components of the Unlisted Use Application.
2.1 Land Use Application
The completed Land Use Application is provided in Appendix A as part of this permit package.
2.2 Ownership Documentation
The temporary fly yard is located on one parcel in Garfield County (parcel number 244706400057). The
property owner, 5-Mile Yard Ranch, LLC has verbally agreed to lease this portion of their property for
the temporary fly yard. A temporary easement will be recorded in Garfield County following execution of
the necessary landowner agreement. The name and address of the property owner affected by the
proposed 5-Mile Ranch Staging Yard and legal description for the parcel is provided in Appendix B.
2.3 Authorization from Property Owners
The Garfield County Code requires an application for a land use permit be submitted by the owner of the
land for which the permit is proposed, or by an applicant acting through written authorization signed by
the owner consenting to submission of the application. Xcel Energy recognizes why the Code requires
either an owner applicant or the written consent of the owner in the course of land use permitting
generally speaking; however, the Code does not specifically recognize the practical exception to this
requirement which arises when the applicant is an entity with the power of eminent domain. Respectfully,
because of this exception, Xcel Energy does not believe that this requirement serves the interests of the
affected landowners or Xcel Energy in this land use permit application.
With regard to the proposed fly yard, Xcel Energy is in the process of obtaining all land rights necessary
for its utilization; however, Xcel Energy has not finished that process. If Garfield County requires Xcel
Energy have landowner consent prior to the time that it can submit its application, Garfield County is
effectively requiring Xcel Energy to obtain possession of all property rights for the land use permit as
proposed before applying for the permit. This puts Xcel Energy and the landowners in a difficult
position. The unintended consequence of such a requirement would be to force Xcel Energy to move
forward and condemn property interests for the proposed project before application submittal, and that is
contrary to how Xcel Energy approaches landowners on whose property a project would cross. The
practice of Xcel Energy has been to apply for and obtain local land use permit approval and thereafter
finalize securing outstanding land rights from landowners. While discussions and negotiations with
landowners start early in the process, often in advance of applying for a land use permit, those

negotiations frequently do not conclude until the landowner and Xcel Energy know that the project is
permitted. Because Xcel Energy has the right to exercise the power of eminent domain pursuant to C.R.S.
§ 38-2-101(1), and specifically pursuant to C.R.S. § 38-5-105, it is our position that this approach satisfies
the intent of the Code requirement for a landowner’s signature on the application or their written consent
for its submission. Xcel Energy respectfully requests based on the relevant power of eminent domain
related to this proposal and application that the Code requirement be deemed satisfied, and any further
landowner signature requirements be waived.
2.4 Authorized Signatures on the Application
Authorized signatures from PSCo representatives are provided on the completed Land Use Application in
Appendix A. As discussed in Section 2.3, Xcel Energy respectfully requests based on the relevant power
of eminent domain related to this proposal and application that the Code requirement for a landowner’s
signature on the application be deemed satisfied, and any further landowner signature requirements be
waived.
2.5 Statement of Authority
A Statement of Authority is provided in Appendix C.
2.6 Application Fee
No fees have been determined due by Garfield County as of the filing of this Unlisted Use Application.
2.7 Payment Agreement Form
Appendix D contains the Payment Agreement Form for reference only since no fees have been
determined due by Garfield County as of the filing of this application.
2.8 Pre-Application Conference Summary
Garfield County Planning Staff waived the requirement for a Pre-Application Conference for this
application, subject to receiving more detailed information about the proposed operation. Staff
communicated via email on June 6, 2022 that an Unlisted Use Request is the appropriate review process
for the temporary fly yard use.
2.9 Vicinity Map

2.10 Names and Addresses of Property Owners within 200 feet and Mineral
Rights Owners
Public notice is not required for unlisted use applications. However, Planning Staff requested that PSCo
complete a courtesy public notice due to the potential for roadway closures and public concern about
helicopter operations. Therefore, PSCo is providing names and addresses of property owners within
unincorporated Garfield County within 200 feet of the fly yard in Appendix E along with a map (Figure
E-1) showing the properties. A map (Figure E-2) showing the proposed location for posting a notice sign
is also provided in Appendix E.
PSCo will not provide written notification to mineral estate owners regarding the public meeting for the
temporary fly yard use. A state statute called, “The Surface Development Notification Act (C.R.S. 24-
65.5-101 et seq),” provides that before the date scheduled for the initial public hearing by a local
government on an Application for Development, the applicant must send a notice of that hearing by
certified mail to mineral estate owners (owners or lessees of the mineral estate under the property which
is the subject of the application) not less than 30 days before the schedule hearing date. An Application
for Development covers a wide range of surface development land use approvals pursuant to the Act.
However, certain named development activities are specifically exempt from that definition, one of which
includes applications with respect to utility electric lines such as PSCo’s transmission lines. The
transmission line rebuild and the helicopter operations supporting the rebuild are exempt from the
statutory mineral estate owner mailing notification requirements, and, therefore, PSCo will not be
including a list of owners of the mineral estate under the property which is subject to the Unlisted Use
Application.
2.11 Site Plan
A Site Plan is provided in Appendix F.
2.12 Narrative Description
The 5-Mile Ranch Staging Yard in Garfield County will be used for the delivery, storage, and distribution
of materials to support the rebuild of Transmission Line 6670, Segment 1. The staging area is located on
parcel number 244706400057, adjacent to State Highway 6 and approximately 7 miles southwest of
Parachute and 5 miles northeast of De Beque. Details about the delivery and storage of materials at the
staging area, as well as the distribution of materials to the transmission line ROW by flat-bed truck, were
provided to Planning Staff in a letter dated March 18, 2022 (Appendix G).

Materials for the transmission line rebuild will be delivered to the staging area beginning in July 2022.
When construction begins in September 2022, these materials will be transported to certain locations
along the ROW by trucks and helicopter. The helicopter will travel to and from the staging area to land
and collect construction materials such as poles and conductor and shield wire. For one to two weeks
during construction, approximately 12 helicopter trips from and 12 helicopter trips to the staging area
could be required each day. Trips leaving the staging area will be taking new materials to the ROW. Trips
arriving at the staging area will be returning old materials from the ROW to be disposed of off-site. These
trips would occur during the typical construction workweek; 6 days per week and 10-12 hours per day.
Helicopter activity in the immediate vicinity of the staging area would be approximately 5-10 minutes per
trip. The helicopter will be stored at the Rifle Airport daily with morning and evening flights from the
airport to the project site.
Helicopters will be fueled at the temporary fly yard using a refueling truck or at a nearby airport. No fuel
will be stored onsite. Refueling operations will follow all regulatory requirements for spill prevention and
hazardous material management.
Noise and vibration impacts are anticipated due to the loading and unloading of materials and helicopter
activity, but these impacts will be brief, localized, and temporary. The volume of sound generated will
comply with the standards in the Colorado Revised Statues.
The following sections provide additional details about the temporary fly yard use.
2.12.1 Construction Methods by Helicopter
As described in the Transmission Line 6670 Rebuild, Segment 1 L&E application, construction of the
rebuild will occur in phases. Helicopter operations will be required during the material delivery phase and
the pole placement phase of construction. Following initial preparations, holes will be augured for
transmission poles. Some poles may require foundations that are set in the augured holes with a concrete
enforced steel cage. Transmission poles in certain locations will be placed in the holes or on the
foundation using a helicopter. Helicopter installation involves assembling the poles in a material staging
area, then transporting them via helicopter to the installation locations to be lowered into the hole or onto
a foundation.
There are advantages to using a helicopter for installation because it permits access to areas that are not
feasible for vehicle ground access, minimizes construction impacts due to erosion and disturbance, and
improves construction efficiency.

Additionally, some existing poles will be removed by helicopter depending on terrain and access. The
existing poles will be flown to the staging area for off-site disposal.
2.12.2 Visual Mitigation
The use of helicopters for pole installation and removal may result in temporary visual impacts during
construction. These visual disturbances will not remain during the general operation of the transmission
line.
2.12.3 Road Closures
Helicopters will fly over local roads in Garfield County including Highway 6 and possibly other private
roads depending on the helicopter flight path for construction of the 6670 Rebuild, Segment 1. A figure
showing the likely helicopter flight path and road closure areas is included in Appendix H. Final flight
paths and traffic control plans will be based on the final selection and contracting of the helicopter
vendor. A final fight plan and traffic control plan will be provided to Garfield County no less than two-
weeks before construction begins.
Road closures would be intermittent and temporary and would occur when a helicopter crosses over the
road while carrying material loads. Closure signage would be installed ahead of construction to notify
road users. During construction, flaggers will control traffic based on ground-air communications and
minimize closures for periods only necessary to safely cross the roadways. Typical closures would be less
than 5-minutes per flight over the roadway. To avoid flying over Interstate 70 (I-70), the 6670 Rebuild,
Segment 1, utilizes two staging areas located north and south of the interstate. The proposed East Mesa
Staging Yard in Mesa County is located north of I-70 and 5-Mile Ranch Staging Yard is located south.
PSCo and the construction contractor will follow Federal Aviation Administration (FAA) safety
requirements and coordinate with the FAA during helicopter operations and will obtain all required
permits.
2.12.4 Duration and Timing of Fly Yard Use
Construction of the rebuild and associated use of the temporary fly yard is anticipated to begin in
September 2022, pending permit approvals. Construction activities, including helicopter operations, are
expected to be completed and the rebuild will be put into service by the end of quarter-1 2023. Table 2-2
outlines the anticipated schedule for the temporary fly yard use. The typical construction workweek will
be six days per week and 10-12 hours per day.

Section 3-402.C of the Code establishes the standards for approving unlisted uses to determine if the
proposed use has an impact that is similar in nature, function, and duration to the other use types allowed
in a specific zone district (Garfield County 2021). The standards and an explanation of how the proposed
temporary fly yard operations comply with each standard, if applicable, are included below.
a. The volume and type of sales, retail, wholesale, etc.: Not applicable
b. The size and type of items sold and nature of inventory on the premises: Not applicable.
c. Any processing done on the premises, including assembly, manufacturing, warehousing,
shipping, and distribution: The poles will be assembled in the staging area and distributed
to certain ROW locations by both truck and helicopter.
d. Any dangerous, hazardous, toxic, or explosive materials used in the processing:
Helicopters will refuel at the temporary fly yard using a refueling truck or at a nearby airport.
No fuel will be stored onsite. Refueling operations will follow all regulatory requirements for
spill prevention and hazardous material management.
e. The nature and location of storage and outdoor display of merchandise, whether
enclosed, open, inside, or outside the principal building; predominant types of items
stored (such as business vehicles, work-in-process, inventory and merchandise,
construction materials, scrap and junk, and raw materials, including liquids and
powders): Materials located at the fly yard for helicopter operations include the aircraft, crew
vehicles, and the intermittent presence of a refueling truck during refueling operations.
f. The type, size, and nature of buildings and structures: Not applicable.
g. The number and density of employees and customers per unit area of site in relation to
business hours and employment shifts: During helicopter operations approximately 2-4
crew members will typically be present.
h. Transportation requirements, including the modal split for people and freight, by
volume type and characteristic of traffic generation to and from the site: See Section
2.12 for details about helicopter trips to and from the temporary fly yard.

j. Parking requirements, turnover and generation, ratio of the number of spaces required
per unit area or activity, and the potential for shared parking with other use types:
Helicopter personnel pick-up trucks may be parked at the staging area during the day while
the helicopter is operating.
k. The amount and nature of any nuisances generated on the premises including, but not
limited to, noise, smoke, odor, glare, vibration, radiation, and fumes: Noise and vibration
impacts are anticipated due to the loading and unloading of materials, but these impacts will
be brief, localized, and temporary. The volume of sound generated will comply with the
standards in the Colorado Revised Statues. It is not expected that fly yard use will emit
smoke, odor, glare, radiation, or fumes.
l. Any special Public Utility requirements for serving the proposed use type including, but
not limited to, water supply, wastewater output, pretreatment of wastes and emissions
required or recommended, and any significant power structures and communications
towers or facilities: Not applicable.

4.0 REFERENCES TO THE COMPREHENSIVE PLAN
Garfield County Comprehensive Plan 2030 outlines key policies and strategies that support the County’s
vision for 2030 (Garfield County 2020a).
The Vision for Garfield County is dedicated to managing and directing growth to dedicated Urban
Growth Areas (UGAs) and other areas that can accommodate growth cost effectively, in order to create
thriving communities while promoting a diverse, sustainable and healthy economy, protecting wildlife,
maintain or improving the quality of our natural environment, and preserving the County’s rural and
western heritage (Garfield County 2020a).
The following sections outline how the temporary fly yard use conforms with specific components of the
Garfield County Comprehensive Plan 2030.
4.1 Chapter 2 Future Land Use
Chapter 2 of the Comprehensive Plan outlines five major themes to support future land use in Garfield
County. One theme focuses on development in UGAs and 3-Mile Areas of Influence, which are preferred
locations for municipality expansion. According to the Garfield County Future Land Use Map, there are
no UGAs or 3-Mile Areas of Influence near the proposed fly yard (Garfield County 2020b). The
proposed fly yard is a temporary use of a staging area that has been previously permitted as a permanent
storage facility through a Land Use Change Permit (Garfield County File Number LIPA-03-10-6359).
The character of the fly yard operations matches that of similar development that may occur within this
permanent storage facility.
4.2 Chapter 3, Section 4 – Economics, Employment, and Tourism
The vision of Chapter 3, Section 4 of the Garfield County Comprehensive Plan 2030, emphasizes
economic development in and around County population centers. The Colorado State Demography Office
(CSDO) projects that from 2017 to 2040 the county's population will increase by an average of 1,287
persons per year. This is a 55% increase from the annual average between 2001 and 2017. The CSDO
projections highlight important planning considerations concerning where and how to accommodate
future growth, and how to ensure that public infrastructure and services will accommodate this growth
(Garfield County 2020a). By strengthening the existing infrastructure and ensuring continued reliable
energy service to Garfield County, the fly yard operations for the 6670 Transmission Line Rebuild
support the growth of industrial, commercial, and residential uses in the surrounding areas.

4.2.1 Policy 3 – Visual, Traffic and Environmental Impacts
Visual, traffic, and environmental impacts of new or expanded industrial development upon tourism,
quality of life resources, and community character will be considered. The Policy 3 strategy is to ensure
that impacts from industrial development are adequately mitigated to minimize negative impacts on
tourism, quality of life resources, and community character.
4.2.1.1 Visual
As discussed in Section 2.12.2, the use of helicopters for pole installation and removal may result in
temporary visual impacts during construction. These visual disturbances will not remain during the
general operation of the transmission line.
4.2.1.2 Traffic
Road closures would be intermittent and temporary and would occur when a helicopter crosses over the
road while carrying material loads. PSCo will implement traffic controls in areas where helicopter
operations will cross roadways with loads. Typical closures would be less than 5-minutes per flight
over the roadway. PSCo would submit Traffic Control Plans as applicable to the County.
4.2.1.3 Environmental Impacts
The approximate 10-acre staging area that will include the temporary fly yard is zoned rural. No
grading or vegetation clearing is required to use the fly yard since this is a permanent staging site.
Best management practices (BMPs) will be implemented to reduce stormwater-related impacts to
nearby waterbodies. Wind erosion control BMPs including the application of water or other dust
palliatives will be implemented, if needed. Upon completion of construction for the 6670
Transmission Line Rebuild, PSCo will restore the staging area, if needed.
PSCo will obtain any necessary environmental clearances and approvals prior to construction, and
any required environmental mitigation measures will be implemented.
4.2.2 Policy 5 - Locations that possess physical features and community
facilities and services
Policy 5 encourages commercial and industrial development in areas with appropriate community
facilities and services (Garfield County 2020a). The proposed fly yard is a temporary use of a staging
area that has been previously permitted as a permanent storage facility that possesses the physical features
necessary for its use.

4.3 Chapter 3, Section 8 - Natural Resources
The vision of Chapter 3, Section 8 of the Garfield County Comprehensive Plan 2030 emphasizes the
need to protect and/or mitigate the impacts to biological resources. The temporary fly yard will be
located within an existing storage facility, reducing the impacts to surrounding land use and
resources. PSCo will implement any required mitigation measures to protect natural resources, as
required by environmental clearances for the temporary fly yard use as well as applicable
clearances for the 6670 Transmission Line Rebuild Project.
4.3.1 Policy 2 - Avoid disturbance and mitigation impacts
Policy 2 discusses the need to avoid disturbance to wildlife habitat and mitigate potential negative
impacts that cannot be avoided. Helicopter flight paths may impact nesting raptors if operations take
place during their breeding seasons. If PSCo operates during breeding season, raptor nest surveys
will be conducted to determine whether active nests are present near the flight paths. Additionally,
seasonal restriction on helicopter activities would reduce disturbance to birthing big game animals
and animals with dependent young.
Potential impacts to wildlife habitat as a result of helicopter operations would be temporary and
limited to the construction phase of the 6670 Transmission Line Rebuild. Because the temporary fly
yard use involves utilizing an existing storage facility, it is not anticipated that this use will result in
new, permanent, adverse impacts to wildlife.

Dear Mr. Hartmann:
Burns and McDonnell, on behalf of Public Service Company of Colorado (PSCo), a Colorado corporation doing business as Xcel Energy, is providing details about a proposed temporary staging yard to be located at 5-Mile Ranch in Garfield County . This staging yard has been previously permitted as a permanent storage facility through a Land Use Change Permit (Garfield County File Number LIPA-03-10-6359). PSCo requests that the Garfield County Planning Division complete a consistency review of the current land use on the 5-Mile Ranch property and PSCo’s proposed use of this property as a temporary staging yard. PSCo requests Planning Staff provide detail of any permitting requirements needed for their proposed use of this property .
The subject of this request is a proposed temporary staging yard at 5-Mile Ranch in Garfield County that will be used for the delivery, storage, and distribution of materials to support the rebuild of Transmission Line 6670. The yard is located on parcel number 244706400057, adjacent to State Highway 6 and approximately 7 miles southwest of Parachute and 5 miles northeast of De Beque. Below is a map showing the location of the staging yard in relation to Transmission Line 6670. The proposed staging yard will utilize the same footprint that was previously approved in the current Land Use Change Permit (Garfield County File Number LIPA -03-10-6359). The property owner, 5-Mile Yard Ranch, LLC has verbally agreed to lease this portion of their property for the temporary staging yard.
PSCo is proposing a rebuild of the Rifle-Ute to De Beque 69 kilovolt (kV) Transmission Line 6670 located in Mesa and Garfield counties, Colorado. The electric transmission line is critical infrastructure that provides a source of power for communities in Garfield and Mesa Counties. The rebuild is needed to continue to transfer power in these communities in a safe and reliable manner, a regulatory requirement of PSCo. The structures on the 6670 transmission line have reached the end of their serviceable life. PSCo has determined that the rebuild provides the most cost-effective solution while providing a safer and more reliable service to their customers. The rebuild will enhance the reliability and performance of the system in the area as well.
PSCo will submit a Location & Extent (L&E) Permit application for the Transmission Line 6670 rebuild project in the future. The L&E application will include additional staging/construction yard

Glenn Hartmann Garfield County Community Development March 18, 2022 Page 2 locations needed to support the project. Because the 5-Mile Ranch Staging Yard needs to be utilized before completion of the L&E process, PSCo is requesting this review separately.
The staging yard w ill be used for approximately 24-36 months beginning around July 1, 2022. Materials for the rebuild will be delivered to the staging yard prior to and during construction. These materials will be transported to the right-of -way either by flat-bed truck or helicopter. The helicopter will travel to and from the staging yard to land and collect construction materials. Materials that may be staged at this yard include pole structures and reels of conductor and shield wire. Equipment that may be stored at the yard includes backhoes, bucket trucks, and crane trucks. During construction, personnel pickup trucks may be parked at the yard during the day . The staging yard w ill be in use during the typical construction workweek ; 6 days per week and 10 hours per day.

Glenn Hartmann Garfield County Community Development March 18, 2022 Page 3 Access to the staging yard w ill be via State Highway 6 and an existing private road on the 5-Mile Ranch parcel. PSCo anticipates approximately 40 - 50 material deliveries per month by semi-truck to the staging yard beginning in early July 2022. Deliveries will occur intermittently over the course of construction. During construction, up to 15 vehicle trips to and from the staging yard could be required twice each day. For one week during construction, approximately 12 helicopter trips to and from the staging yard could be required each day.
PSCo will obtain and comply with any permits needed f or the operation of the facility. The staging yard will be fenced for security and screening. No grading or vegetation clearing is required to use the staging yard since this is a permanent staging site. Best management practices (BMPs) will be implemented to reduce stormwater-related impacts to nearby waterbodies. Wind erosion control BMPs including the application of water or other dust palliatives will be implemented, if needed. No flammable or explosive solids or gases nor hazardous materials or waste will be stored at the site. Noise and vibration impacts are anticipated due to the loading and unloading of materials, but these impacts will be brief , localized, and temporary . The volume of sound generated will comply with the standards in the Colorado Revised Statues. It is not expected that any staging yard operations will emit heat, glare, radiation, or fumes. Upon completion of construction, PSCo will remove any leftover material and restore the staging yard, if needed.
