Dear Mr. Plano:
The purpose of this letter is to provide responses to Mr. Chris Hale’s review comments regarding
Caerus’s Grading Permit application for the G13 496 CDP Pipeline. Attached to this letter please find
your questions and Caerus’s response. Supporting documentation included with this response includes

The comments below are as per a letter from Chris Hale, PE of Mountain Cross Engineering, Inc. to Mr.
John Plano of Garfield County dated October 26, 2022.
1. The Applicant provided pipeline design pressure calculations. The Applicant should also provide
anticipated working pressures. The anticipated working pressures of the pipelines have been
added to the revised calculation package which is attached to this letter.
2. The notes in the plans list Mesa County. This note should be revised for the applicable counties.
The notes have been revised and notes that were not applicable have been removed.
3. The Applicant should provide pipeline design/construction drawings with applicable
construction and trenching details. The construction drawings are attached to this letter. Please
note that the attached plans cover the entire project including areas outside of Garfield County.
4. The plans provided show schematically the routing of the proposed piping. The design plans
should show which pipeline is which, how the pipes will be located, bedding in the trench, thrust
restraint provided at bends, valving and equipment necessary along the alignment. Please refer
to the attached construction drawings.
5. The Applicant should provide the anticipated erosion control details. The erosion control details
are contained within Caerus’s North Pieance Stormwater Management Plan, which covers all
activities within the north Pieance area and is a required part of the CDPHE Stormwater Permit.
All of Caerus’s contractors are familiar with this document and the erosion control details within
it. Attached is a copy of the CDPHE Stormwater Permit that covers this activity.
6. The Applicant needs to provide an estimate for revegetation costs and security for that amount.
Reclamation and revegetation costs are estimated at $5,500/acre. 25.4 acres X 5,500=$139,700.
A Revegetation Bond will be provided to the county prior to the start of construction.
7. The Applicant should provide information concerning the stream and culvert crossings.
Verification that there will be no impacts to floodplains or wetlands should be provided. This
project is located on and adjacent to a ridgeline and there are no stream or culvert crossings.
There are no impacts to nor is this project within any FEMA delineated floodplains shown on
FEMA FIRM maps or potential wetlands areas as shown on the US Fish & Wildlife National
Wetlands Inventory mapper.
8. The Applicant should provide compaction and finishing specifications for completion of the
trench depending on location, depending on roads, native, etc. This project is all on private
surface. Trench backfill will be compacted using standard construction methods to mitigate any
settlement or erosion potential.
9. Plans should include details on how pipe and culvert crossings will be constructed at stations:
45+50 and 48+25. The two locations noted contain culverts that drain small catchments. The
culverts will be removed, the pipe will be placed, and the culverts will be replaced. Note special
notes or procedures are required due to the culvert’s ephemeral nature (i.e., these
drainage/culverts are dry except for during and immediately after runoff producing events).
10. The Applicant should include the Garfield County "Conditions to All Pipeline Grading and
Installation Permits" within the design plans. Please refer to Note 2 on the note page
referencing that the Contractor shall comply with all Garfield County pipeline grading and
installation requirements.
11. Applicant will need to obtain a CDPHE Stormwater permit for Construction Activities prior to
beginning construction. A copy of the permit should be provided to Garfield County once it is
obtained. A copy of Caerus’ CDPHE Stormwater Permit Certification is attached.
12. The Applicant should provide more details on what will be used/necessary for dust control.
Costs might need to be added to the cost estimated. Construction is anticipated to be

completed during the winter so dust control will not likely be necessary. If it is needed, a water
truck will be used to spray fresh water on the ROW. Water will come from Caerus’ existing water
rights on the North Parachute Ranch.
13. Applicant should provide explanation on pressure testing specifications to be employed.
Pressure testing will follow ASME B31.8 and be tested to 125% of the MAOP for 4 hours. The
testing will be completed using water, gas, or air in the lines.
14. Applicant should verify that the design plans show property boundaries and/or evidence that
the construction is contained on property owned by the Applicant. The entire portion of this
project that occurs within Garfield County is on land owned by the applicant (i.e., Caerus Oil &
Gas).
This additional comment is from John Plano’s November 8, 2022 email to Jason Eckman.
1. Would you also clarify the exact linear footage of this pipeline that is in Garfield County. The
application states total length of new grading is 2,700 feet long, there’s another statement on
the application that the total length of grading in existing disturbance is 4,800 feet long. When I
scale the drawings it appears there’s 7000 feet of length in Garfield County? Is there a there’s a
portion already excavated? The correct linear footage of grading within Garfield County is 7,371
feet. The application has been corrected to reflect the correct length and is attached.
