This Project will update and return-to-service PSCo's existing natural gas compression facility in the same footprint. Community Development approved the Project's Amended Special Use Permit - Minor Modification in July 2022. The Project also has an approved Grading Permit and has obtained Building Permits for the compressor station buildings. PSCo requested an Administrative Review for Fence Height Waiver for Building Permit to build a lO-foot- high fence to allow the Project to meet Xcel Energy's current standards for fencing of natural gas compressor stations. The fence will exceed the maximum height of 8 feet permitted in the RL-GS zone district per Table 7-1201 of the Garfield County Land Use and Development Code. The Administrative Review for Fence Height Waiver for Building Permit Application was submitted to Glenn Hartmann, Principal Planner, on October 24,2022. On December 6,2022, Garfield County issued an Administrative lnterpretation Regarding the Director's Decision for the Project (Attachment A) that approved the request to install a 1O-foot-high fence and stated that a building permit can be issued for the proposed fence. Enclosed is the fence building permit application (Attachment B) and Site Layout and Fence Details (Attachment C). Gørfield County RE Community Development l)epartment December 6,2022 Administrative lnterpretation Regarding the Director's Decision - Xcel Energy Minor Modification to a Special Use Permit - Rifle Compressor Station (File No. SUAA-07-22-8910) Cheryl Diedrich, SeniorAgent, Right of Way & Permits Public Service Company of Colorado (dba Xcel Energy) 1123 West 3d Ave. Denver, CO 80223 Dear Cheryl: This letter is sent to you in response to your inquiries and submittal regarding a waiver to allow a 10 ft. security fence associated with the Xcel Energy Application for Minor Modification to a Special Use Permit for the Rifle Compressor Station Recommissioning Project. ln conjunction with the proposed replacement of the Compressor Units and related upgrades the site plan submitted for the Minor Modification included replacement of an existing security fence with a new 10 ft. security fence. The Minor Modification Application was reviewed in accordance with the Amendmentto a Land Use Change Permit process, Section 4-106 of the Land Use and Development Code as amended. The Director's Decision was issued on July 28, 2022, approving your Application for Minor Modification to a Special Use Permit, previously approved by Resolutions No. 91-074 and 92-016 to allow the recommissioning of the Compressor Station with replacement of the Compressor Units and new pipeline connections for the facility, with the finding that the request is in compliance with the Land Use and Development Code Section a-106(c) Minor Modification Review Criteria. A copy of the Decision letter containing the conditions of approval is attached with this correspondence. The letter outlines an Administrative lnterpretation as an addendum to the Director's Decision letter, that the proposed 10 ft. security fence can be permitted in association with the previously approved minor modification based on the following: 1 o The site plan previously approved by the Director's Decision included the 10 ft. security fence.r The proposed fence will replace an existing fence that was constructed in association with and in accordance with the original Special Use Permit.r The fence height is consistent with standard security requirements and is required security for Xcel Compressor Stations.r ln accordance with Table 7-1201 Footnote #1, the fence does not adversely impact any adjacent public right-of-way or roads, does not adversely impact the natural lighting or visual corridor of adjacent properties; and will not obstruct critical traffic areas along roadways. Based on the above Administrative lnterpretation a building permit for the proposed fence can be issued provided the Applicant maintain compliance with previously adopted conditions of approval contained in the Director's Decision Letter dated July 28, 2022. Please review this document to determine if you have adequate information to design your project and to facilitate a plan review. All applications are required to be submitted in person. WILDFIRE MITIGATION - All Garfield County property owners are recommended to employ wildfire mitigation strategies in the development and construction of all buildings throughout the County. Please refer to the following publication "FireWise Construction Site Desion & Buildinq Materials" which is available from the Colorado State Forest Service for specific wildfire mitigation strategies applicable to your project. . lf you anticipate obtaining a water-tap from the City of Rifle, please provide a letter indicating that the City will provide water service. Required to submit building permit application.. OWTS requires a septic permit application to be submitted gl!þ the building permit application.. A separate electrical permit must be obtained from the State of Colorado Electrical Board.. At the time of building permit submittal, you are required to show proof of legal and adequate access to the site. This may include proof of right to use a private easement, County Road & Bridge permit, or Colorado Department of Highway permit, including a Notice to Proceed. The County Road & Bridge Department can be reached at970-625-8601.. lf you anticipate excavating or grading prior to issuance of a building permit, you will be required to obtain a separate grading permit. . lf you belong to a Homeowners Association it is your responsibility to obtain written approval, if required. r Provide copies of any Resolutions and/or Land Use Permits associated with this property. . Projects with more than 10 occupants require plans sealed by a Colorado Licensed Design Professional. Occupant load shall be calculated by IBC Table 1004.1.. A Colorado State Licensed Electrician and Plumber must perform installation and hook-ups. BUf LDING PLANS: 2 sets of plans must be submitted. Plans must be 18"x24" minimum size, complete, identical, legible and to scale. Certain projects may also require a third copy of the plans be submitted to the local Fire District for review prior to permit issuance. All plans will be checked at the counter for completeness. lf any of the required information is missing, the building permit application cannot be accepted. SITE PLAN: Please make sure the following information is provided on the site plan. . Propertyaddress/legal description.. North Arrow and Scale on each page.. Show all property lines, building envelopes, flood plain and easements.. Provide setback distances from boundaries, buildings, septic, well and waterways.. Location and direction of the county or private road and driveway accessing the property. . Proposed and existing structures. lnclude sheds, barns, decks, patios and any other buildings.r Existing and proposed grade, positive drainage around structure (to be contained on site).. Streams, rivers, creeks, springs, ponds and ditches.o Existing and proposed wells, septic tanks, leach fields, and other systems (if applicable).. Retaining walls (engineer stamped detail required for walls over 4 ft., measured from bottom of footing to top of wall). NOTE: Any site plan depicting the placement of any portion of the structure within 50 feet of a property line or not within an established building envelope shall be prepared, stamped and signed by a licensed surveyor. For structures to be built within a building envelope, provide a copy of the recorded subdivision final plat with the proposed structure located in the building envelope. Construction details for all fire resistive elements referenced on floor plans and cross sections. lnclude wall, floor/ceiling, roof/ceiling, shaft wall assemblies and structural frame. Provide the fire resistive listing number referenced on each assembly detail. (ex. UL P123). Window and door sizes, types and operation and direction of swing noted on the floor plan. . Specify roof slope/pitch, roof covering and siding materials.o Energy design specifications/details for R-values, U-factors and SHGC's per IECC.. Stair and guard details specifying rise, run, height and spacing, Accessibility; show compliance with accessibility requirements for all elements of the building per lBC, Chapter 11 and ICC/ANSI A117.1, ADA, FHA, and UFAS. Energy design calculations and details verifying compliance with the 2009 IECC.o Floor plans for each level showing size, location and materials of all ductwork, plenums, return and outside air intake registers.. Size and location of all combustion air ductwork and openings.. Size, type and termination of all gas appliance flues and vents.. Location of all fire and combination smoke/fire dampers.. Equipment schedule for all mechanical equipment (boiler, furnace, exhaust fans, etc.).. Commercial kitchen hood location, hood and duct sizes, CFM calculations. PLUMBING PLANS: Please provide the following information on the plumbing plans. . Additional piping plans for roof/deck drains, condensate, medical gas, etc.o Plumbing fixture schedule for all plumbing equipment.o Commercial kitchen plumbing fixtures, food preparation equipment, grease interceptors, etc. ELECTRICAL PLANS: Please provide the following information on the electrical plans. . Work may not proceed witlrout tlre issuance of a perrnit. The Building Division will collect a Plan Review fee at time of application submittal. The Permit Fee, as well as any Road lmpact fees will be collected when the permit is issued.
