RE: Ecodwelling – Lot 2 Powerline Professional Park
Dear Glenn,
This letter is intended to provide the responses to the Land Use Change Permit Pre -Application
items.
Project Narrative – To allow the “Assembly of Structures” in the Ecodwelling production facility.
Other uses such as cabinet making, wood and metal working, glazing, machining and welding
are also performed at the facility but are allowed per Table 3 -403.
Ecodwelling recently purchased this property and has submitted for a building permit to expand
this facility for additional covered storage. There are some existing building code issues that will
be addressed during this expansion project. These items include, but are not limited to, fire
protection and ventilation. We have a tentative agreement to tie in to the neighboring fire
protection pump and will install a new sprinkler system during this period. The
ventilation/HVAC issues have been reviewed and professionally designed by Bighorn
Engineering and will also be remedied during the expansion project.
The Building Department will not issue the building permit to correct these until this Land Use
Permit is granted.
Grading and Drainage Plan – Waiver Requested. No changes to prior approved and constructed
Subdivision or building plans.
Impact Analysis - Waiver Requested. No changes to prior approved and constructed Subdivision
or building plans.
Development and Improvements Agreement - Waiver Requested. No changes to prior
approved Subdivision agreement.

Traffic Study – Waiver Requested. See attached CDOT Access Permit. This facility has 6-8 full
time employees with the occasional materials delivery. This use is substantially lower than the
original facility that was approved.
Water Supply Plan – Waiver Requested. All Lots are following the original Subdivision
Improvements Agreement and well sharing agreements. There are 3 permitted water wells and
the POA/CC&R’s detail the ownership, maintenance, and usage of these. The wells are
sufficient and annual reporting for the augmentation agreement is current. This usage change
does not affect or change the amount of water currently used.
Wastewater Management Plan – Waiver Requested. The Powerline Professional Park has an
agreement, per the original SIA, with Cottonwood Springs MH park receive and treat the waste.
The individual lot Owners are billed directly for their use. This usage change will not affect the
amount of wastewater generated or treated.
Section 7, Divisions 1, 2 and 3. – Waiver Requested. This is an existing building in an approved
subdivision with a Certificate of Occupancy. The only change that will be occurring is allowing
them to assemble the products already being produced under an acceptable use.
Comprehensive Plan Zoning Map – See attached Zoning Map that shows Lot 2 as Commercial.
CDOT Access Permit – See attached.

Additional Response to Completeness Review:
Section 7-1001, Industrial Use Standards.
A. This parcel is not within a platted residential subdivision.
B. Assembly of structures will occur withing the building.
C. Concealing and Screening – Existing building is adjacent to an open space area and has a
fence and trees screening it from the adjacent property.
D. Storing –
1. Materials will be stored inside a building or shipping container. The materials are
light gauge steel and not susceptible to wind or other natural force.
2. All products will be stored in compliance with national, State and local codes.
3. Stored materials will be kept 100’ from adjacent residential property line or inside
of storage shed or container.
4. Petroleum and hazardous products will be stored in an impervious spill
containment area(s)

E. Industrial Wastes – There are no anticipated industrial wastes associated with this
application.
F. Noise – There are no load noises associated with this use. All fabrication and assembly
will occur inside of the building. Only exterior noise generation will be from delivery
trucks and forklifts driving on the property.
G. Ground Vibration – None anticipated from this use.
H. Hours of operation – hours of operation will not exceed 7am-7pm Monday through
Saturday. Typical hours will be 8am to 4:30pm Monday through Friday.
I. Interference, Nuisance or Hazard-None anticipated.
Section 7-109 - Fire Protection. Fire protection for the subdivision is provided with a storage
pond and a series of draft hydrants. The Powerline Professional Park POA had this system re-
designed, approved and installed after the original system installed by the developer failed.
Currently only one property has fire suppression but it uses this storage pond to serve their pump
and fire protection system. The local fire district reviewed and approved this system and inspects
it regularly.
