GENERAL PROJECT DESCRIPTION The Property Owner/Applicant proposes obtain a Land Use Change Permit for the current Manufactured Home Assembly/Construction facility. The facility is located on Lot 2 of the Powerline Professional Park Subdivision, Filing 1, as amended. The County recently completed processing a Text Amendment to the Land Use and Development Code to add to the Assembly of Structures as an Administrative Review Use in the CG Zone District. The Applicant's property currently includes a 12,000 sq.ft. warehouse production facility (per Assessor's Office Records) on the approximately 2.3 acre site. The building houses the Manufactured/pre-fabricated housing and housing components facility. Uses include assembly areas, offices, workshops and employee support areas. The Facility is located in the Powerline Subdivision and has existing water and sewer infrastructure. Details on water and sewer service including adequacy for the proposed use will be required as part of the Land Use Permit Application. Fire protection and building code compliance are also significant issues that will need to be addressed. Access to the site is by Powerline Road a private road off of State Hwy 6 &24. Information on the CDOT access permit for the subdivision will be needed as part of the Application submittals. I The property is in close proximity to the City of Rifle, within the 3 Mile Area of lnfluence and the County's Comprehensive Plan has it listed with a Commercial Future Land Use Designation. lndustrial uses have additional operational standards and setback requirements pursuant to Section 7-1001 that will need to be addressed in the application or waivers may be requested. II. REGULATORY PROVISIONS APPLICANT IS REQURED TO ADDRESS Garfield County Land Use and Development Code, specifically sections: Administrative Review, Section 4-1 03 Common Review Procedures, Table 4-102 Submittal Requirements, Tabl e 4-201 Description of Submittal Requirements, Section 4-203 Section 4-118 and 4-202 on Waiver Requests Article 7, Standards: Division 1, 2, and 3 Section 7-1001, lndustrial Uses Standards III. A waiver request would be appropriate as no new improvements or vesting issues are anticipated. Traffic Study - a basic study or provision of basic traffic generation anticipated by the use may be provided as a justification for a waiver. This should include employee, customer, and delivery type traffic. A waiver request could also be supported by CDOT Access Permit documentation and demonstration of ongoing compliance with said permit. Please contact staff as needed for further clarification on the traffic study waiver option. Water Supply Plan - should provide an update on current status but can make reference to original subdivision review Wastewater Management Plan - should provide an update on current status but can make reference to original subdivision review Responses to standards in Section 7, Divisions 1,2 and 3, please address each section and include any additional materials (reports, plans, studies, etc) that provide evidence of compliance. Copy of County Comprehensive Plan Future Land Use Map and Commercial Designation is recommended. Section 7-1001 Industrial Standards - including setbacks and/or request appropriate waivers. Section 7-107. Access and Roadways. Please provide documentation of compliance with Table 7-107 for the existing Powerline Rd., access. Copy of any CDOT Access Permits Copy of the Subdivision Plat creating the lot and address any applicable plat notes or conditions of approval.
