I. GENERAL PROJECT DESCRIPTION
The Property Owner/Applicant proposes obtain a Land Use Change Permit for the current
Manufactured Home Assembly/Construction facility. The facility is located on Lot 2 of the
Powerline Professional Park Subdivision, Filing 1, as amended. The County recently
completed processing a Text Amendment to the Land Use and Development Code to add
to the Assembly of Structures as an Administrative Review Use in the CG Zone District.
The Applicant's property currently includes a 12,000 sq.ft. warehouse production facility
(per Assessor's Office Records) on the approximately 2.3 acre site. The building houses
the Manufactured/pre-fabricated housing and housing components facility. Uses include
assembly areas, offices, workshops and employee support areas.
The Facility is located in the Powerline Subdivision and has existing water and sewer
infrastructure. Details on water and sewer service including adequacy for the proposed use
will be required as part of the Land Use Permit Application. Fire protection and building
code compliance are also significant issues that will need to be addressed. Access to the
site is by Powerline Road a private road off of State Hwy 6 &24. Information on the CDOT
access permit for the subdivision will be needed as part of the Application submittals.

The property is in close proximity to the City of Rifle, within the 3 Mile Area of lnfluence and
the County's Comprehensive Plan has it listed with a Commercial Future Land Use
Designation.
lndustrial uses have additional operational standards and setback requirements pursuant to
Section 7-1001 that will need to be addressed in the application or waivers may be
requested.

Grading and Drainage Plan or waiver request. Waivers can make reference to the
original subdivision review and/or previous building permit applications
lmpact Analysis or waiver request. Waiver from sections previously addressed by
the original subdivision review would be appropriate.
Development Agreement and lmprovements Agreements. A waiver request would
be appropriate as no new improvements or vesting issues are anticipated.
Traffic Study - a basic study or provision of basic traffic generation anticipated by
the use may be provided as a justification for a waiver. This should include
employee, customer, and delivery type traffic. A waiver request could also be
supported by CDOT Access Permit documentation and demonstration of ongoing
compliance with said permit. Please contact staff as needed for further clarification
on the traffic study waiver option.
Water Supply Plan - should provide an update on current status but can make
reference to original subdivision review
Wastewater Management Plan - should provide an update on current status but can
make reference to original subdivision review
Responses to standards in Section 7, Divisions 1,2 and 3, please address each
section and include any additional materials (reports, plans, studies, etc) that provide
evidence of compliance.
Copy of County Comprehensive Plan Future Land Use Map and Commercial
Designation is recommended.
Section 7-1001 Industrial Standards - including setbacks and/or request
appropriate waivers.
Section 7-107. Access and Roadways. Please provide documentation of
compliance with Table 7-107 for the existing Powerline Rd., access.
Copy of any CDOT Access Permits
Copy of the Subdivision Plat creating the lot and address any applicable plat notes
or conditions of approval.
Summary listing of waiver requests and demonstration of compliance with criteria in
Section 4-118 for waivers from standards and Section 4-202 for waivers from
subm ittal requirements.
Waiver Requests Note: Based on the location within an existing subdivision which had
extensive review of key issues, a follow-up meeting with staff prior to finalizing and
submitting the Application is recommended to provide additional information on waiver

PAYMENT AGREEMENT FORM
GARFIELD COUNW ("COUNTY") and Property Owner ("APPLICANP)
agree as follows:
L. The Applicant has submitted to the County an application for the following Project:
Z- The Applicant understands and agrees that Garfield County Resolution No. 2014-6O as
amended, establishes a fee schedule for each type application, and the guidellnes for the
administration of the fee structure.
3. The Appllcant And the county agree that because of the size, nature or scope ofthe
proposed project, it is not possible at this time to ascertain the full ertent of the costs
involved in processing the application. The Appllcant agrees to make payment of the Base
Fee, established for the Project, and to thereafter permit addltional costs to be billed to the
Applicant. The Applicant agrees to make additional payments upon notification by the
County, when they are necessary¿ as costs are incurred'
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of County Commissioners for the
considerat¡on of an appllcation or additional County staff t¡me or expense not covered by
the Base Fee. tf actual recorded costs exceed the ¡nlt¡al Base Fee, the Appllcant shall pay
additlonal blllings to the County to reimburse the County for the processing of the ProJect.

Mineral interests may be severed from surface right interests in real property. c.R.s. 5 24-65.5-101, et seq,
requires not¡f¡cation to m¡neral owners when a landowner applies for an application for development from a
local government. As such, the landowner must research the current owners of mineral interests for the
property.
The Garfield County Land Use and Development Code of 2OL3 ("LUDC') Section 4'101(EX1XbX4) requires
written notice to owners of mineral ¡nterests in the subject property in accordance wlth C.R.S. $ 24-65.5-101,
et seq, "as such owners can be identified through the records in the office of the Clerk and Recorderor
