RE: Rifle Compressor Station Recommissioning Project, Building Permit Applications - Control Building,
Main Compressor Building, and lnstrument Air Building
Public Service Company of Colorado (PSCo), dba Xcel Energy, is proposing to construct, operate, and
maintain the Rifle Compressor Station Recommissioning Project (Project) in unincorporated Garfield
County, Colorado. This Project will update and return-to-service PSCo's existing natural gas compression
facility in the same footprint. Community Development approved the Project's Amended Special Use
permit - Minor Modification in July 2022. The Project also has an approved Grading Permit.
Enclosed are the Building Permit applications for the Control Building, Main Compressor Building, and
lnstrument Air Building associated with the Project. Each Building Permit application includes the
application form as well as architectural, structural, and civil drawings. We will be submitting a separate
building permit application for the Gas Chromatograph Building at a later date.
pSCo understands that backfilling and concrete pouring specifically related to the building foundations
are not allowed before Building Permits are approved and the inspection is completed. PSCo respectfully
notes that the natural gas compressor skid foundation (shown in red in Exhibit 1) is intentionally separate
from the compressor station building foundation (shown in green in Exhibit 1) and will not support the
building. PSCo plans to complete the compressor skid foundation (i.e., the red area) under the Project's
approved Amended Special Use Permit and Grading Permit. PSCo willwait for the approved Building
permit and inspection before pouring the concrete for the compressor station building foundation (i.e., the
green area). Completing the compressor skid foundation ahead of the building foundation will allow
scheduled follow-on activities, including building foundation construction and building erection to be
performed as planned.
pSCo understands that Garfield County processes Building Permit applications in the order received.
Given the relatively simple design and construction of these prefabricated buildings, PSCo respectfully
requests that the enclosed Building Permit applications be reviewed as quickly as possible to meet the
construction schedule, which allows for in-servicing of the project prior to year end and enables receipt of
this new Source of gas in the area to support the upcoming winter heating Season.
