The property is approximately 970 acres and mostly undeveloped. The solar system will be located approximately 300 ft north of the main residence on level ground. The solar arrays will be affixed to the ground using ground screws. The installation will include 62 solar modules arranged in two arrays. The system will include a microinverter under each solar module providing AC power for the home. Power will be run underground through conduit to the residence. Each will be approximately 592”(EW)x164”(NS). They will stand 10ft high and will be approximately 15 ft apart (NS) with a 30 degree tilt. Each array will be approximately 673 sqft with 739 sqft between them providing a total disturbance area of 2,085 sqft.  :$,9(55(48(67)2568%0,77$/5(48,5(0(176 4-203 E. Grading and Drainage Plan The solar array site is level. There will be no drainage modifications to the existing site. We will not be grading for this site. According to FEMA flood panel 0802051500B there is no high risk of flooding in this area. It is outside of any flood zone. The attachment method of Earth Anchors or ground screws allows for the solar arrays to be mounted directly to the existing soil without a poured foundation allowing the soil to drain naturally. 4-203 F. Landscape Plan This is a private residential home in a relatively remote area of Garfield County and is accessed from a private road off of County Road 121. We will be building the solar array on an area that is not visible from the County Road. The solar array will not alter the current landscape for this location. Natural grass seed will be spread over the area upon completion of the project. 4-203 J. Development Agreement Vested rights do not apply to this project. This project will be completed in one phase. 4-203 K. Improvements Agreement There will be no request for public improvements. 4-203 L. Traffic Study Project material delivery will take 1 day, while project completion time is estimated at no more than 2 weeks total. A typical work day during project construction would consist of the installation crew arriving at the job site in 2 vehicles in the morning and leaving upon conclusion of the day’s work activities, with occasional and infrequent trips in between for supplies, etc., as necessitated. Typical on-site work hours are 7.00 – 17.00. Traffic associated with construction of the proposed project would not cause a significant impact. Upon project completion and commissioning (i.e. during regular operation), the system shall be self-functioning, and shall only need servicing (with associated one-trip ‘traffic’) in the unexpected case of equipment failure or system malfunction. 4-203 M. Water Supply/Distribution Plan This solar array will not require a water supply to operate and all workers and maintenance crews will supply their own drinking water. No demand will be placed on the local water supply. 4-203 N. Wastewater Man./treat Plan This solar array will not create any wastewater. No demand will be placed on the current wastewater management of this location. A wastewater plan is not needed for this location. 4-301. This level of system currently is defined as a Small Solar Energy System and requires an Administrative Review Land Use Change Permit. Section 4-202 of the LUDC provides the review criteria for the waiver requests. Section 7-1101 provides some specific standards for Solar Facilities, though most of the section concerns accessory solar energy uses. The property is approximately 970 acres and mostly undeveloped parcel. County Road 121 (Coulter Creek Road, cuts through the western half of the property. Reviews of other ground mounted solar facilities have often focused on the impacts on grading and drainage, loss of wildlife habitat, nuisance glare, and wildfire risks. The small-scale nature of this proposal and the large lot size may serve to mitigate these impacts.
