. Final Stabilization Date - ¡n terms of permit coverage, this is when he site is finally stabilized. This means that all ground surface disturbing
activities at the s¡te have been completed and all disturbed areas have either been built on, paved, or a uniform vegetative cover has been
established with an individual plant density of at least 70 percent of pre-disturbance levels.
. Permit coverage must be maintained until the site is finally stabilized. Even if you are only doing one part of the project, the estimated final
stabilization date must be for the overall project. lf permit coverage is still required once your part is completed, the perm¡t certification may be
transferred to a new responsible operator.

1. All representatíons of the applicant within the application shall.be oonsidered

2. Prior to issuance of the Final Plat for TCI lane Ranch PUÞ the Applicant shall
provide a copy of the conditional FIRM and floodway map revision approved
through FEMA,
3. No alterations of the floodplain may be made or$ter than lhe specific
improvements noted in the application and shown on drawings by James
Bnostowicz, P.8., as labeled "General Layout Pedestrian Bridge" and
"Ftoodplain Site Plan Lots" Sheets 1 and 2 attached hereto as Exhibit B.
4. All new construc-tion or substantial improvements shall be designed (or modified)
and adequately anchored to prevent flotation, collapse or lateral movement of the
efiucture resulting from hydrodynamic and hydrostatic loads, including the effects
of buoyancy.
5. All new construdion or substântial improvements shall be constructed with
materiale resístant to flood damage.
6. All new construction or substantial improvements shall be constructed by
methods and practices that minlmize flood damage,

electrical, heating, ventilation, plumbing, and air conditioning equipment and

Ihis documont is not a final determination; it only provides our comment on the proposed project ¡n relation to the flood hazard information shown on the effective
National Flood lnsurance Program (NFIP) map. We reviewed the submitted data and the data used to prepare the effective flood hazard information for your
communlty and determined that the proposed project meets the m¡nimum floodplain management criteria of the NFIP. Your community is responsible for
approving all floodplain development and for ensuring that all permits reguired by Federal or State/Commonwealth law have been lecelved. Stâte/Commonwealth,
county, anO community officials, based on their knowledge of local condltions and in the interest of safety, may set higher standards for conslruction in the Speclal
Flood Hazard Area (SFHA), the area subJect to inundatíon by the base flood. lf the State/Commonwealth, county, or community has adopted more restrictive or

To detolnine the changes in flood hazards that will be caused by the proposed project, we compared tlre hydraulic modeling reflecting the proposed
project (refered to as the proposed conditions model) to the hydraulic rnodeling used to prepare the Flood Insurance Study (FIS) (refered to as the
effective model). If the effective rnodel does not provide enough detail to Evaluate the effects of the proposed project, an existing conditions model rnust
be developed to provide this detail, This existing conditions model is then compared to the effective rnodel and the proposed conditions model to
differentiate the increases or decreases in flood hazards caused by more detailed modeling fi'orn the increases or decreases in flood hazards that will be
caused by the proposed project.

Increases due to the proposed project that excoed those permitted under Paragraphs (cXl0) or (dX3) of Section 60.3 of the NFIP regulations must adhere
to Section 65.12 of the NFIP regulations. With this request, your community has complied with all requirernents of Paragaph 65.12(z) of the NFIP
regulations. Complianoe with Paragraph 65.12(b) also is necessary before FEMA can issue a Letter of Map Revision when a community proposes to
permit encroachments into the effective floodplain and regulatory floodway that will cause BFE increases in excess ofthose pennitted under Paragraph
60.3(dx3).
NFIP regulations Subparagaph 60.3(bX7) requires communities to ensure that the flood-catrying capacity within the altered or relocated portion of any
watercourse is maintained. This provision is incorporated into your community's existing floodplain management ordinances; therefore, responsibility
for maintenãnce ofthe altered or relocated watercourse, including any related appurtenances such as bridges, culverts, and other drainage struchlres,
rests with your.community. We may request that your communit¡r subrnit a description and schedule of maintenance activities n€cessary to ensure this
rcquirement.

After receiving appropriate documentation to show that the project has been completed, FEMA will initiate a revision to the FIRM, FBFM,
and FIS report. Because the BFEs will change as a result of the project, a 90-day appeal period will be initiated for tlre revision, during
which community officials and interested persons may appeal the revised BFEs based on scientific or technical data.
