Garfield County Public Health was not contacted to observe the installation of the OWTS. At the time of CBO’s site visit, the contractor had installed the new 1,500-gallon concrete septic tank, the new high-head pump in the second compartment of the septic tank, the new pump line, the automatic distributing valve (ADV), and the two unlined sand filter beds. The ADV was installed level with access brought to grade at the high point of the system. The two unlined sand filter beds that comprise the STA were 7 feet by 96 feet total (672 ft2). The beds consisted of 3 feet of sand filter material, with the top two feet being above grade. Each bed had two distribution laterals constructed of 1.5-inch diameter Schedule 40 PVC with 5/32-inch orifices spaced every 3 feet facing down. The distribution laterals were installed on GeoMat filter fabric placed directly on the sand. Each distribution lateral ended in a sweeping 90-degree bend facing up with a ball valve to allow flushing of the laterals. Additionally, inspection ports were present at each corner of each bed. Finally, we received a certification letter from the designer (dated September 9, 2023) that stated the OWTS was installed in general conformance with the permitted design. The letter included a pump start-up letter. In our opinion, this system was installed in general conformance with Garfield County OWTS Regulations. No further action or review from Garfield County Environmental Health is required regarding this permit. Thank you, Edward R. “Ted” White, P.E.
