understand that the Building Division accepts the Application, along with the plans and specifications and other
data submitted by me or on my behalf (submittals), based upon my certification as to accuracy. Assuming
completeness of the submittals and approval of this Application, a Building Permit will be issued granting
permission to me, as Owner, to construct the structure(s) and facilities detailed on the submittals reviewed by the
Building Division. ln consideration of the issuance of the Building Permit, I agree that I and my agents will comply
with provisions of any federal, state or local law regulating the work and the Garfield County Building Code, OWTS

West Divide Ranch LLC Existing Driveway lmprovements to CR 335
Entrance 1
Centerline is on TracSl6 and 17 joint tract line. lt is 50 feet deep
The driveway is 50' deep with a drainage ditch running easterly along the south edge of
the driveway into a 15" culvert pipe directing runoff to County Road 335 drainage ditch.
I propose a 30' x 10' x 6" concrete pan abutted to County Road 335, as
recommended by Garfield County Road and Bridge. The concrete will be built on 4" of
class 6 road base. The remainder of the driving surface will be 6" of class 6 road base
and all road base will be compacted to 95Yo standard proctor.
Entrance 2
Centerline is 1 1 5' east of tracts 13 and 14 joint tract line and is 48' deep.
The driveway is 48' deep with a drainage ditch running westerly along the south edge of
the driveway into an 18" CMP directing runoff to the County Road 335 drainage ditch.
I propose a 30' x 10' x 6" concrete pan abutted to County Road 335, as
recommended by Garfield County Road and Bridge. The concrete will be built on 4" of
class 6 road base. The remainder of the driving surface will be 6" of class 6 road base
and all road base will be compacted to 95% standard proctor.
Entrance 3
Centerline is 15' east of tracts 5 and 6 joint line and is 45' deep
I propose a 30' x 10' x 6" concrete pan abutted to County Road 335 with an 18"CMP
underneath the apron within the County Road 335 drainage ditch, as
recommended by Garfield County Road and Bridge. The concrete will be built on 4" of
class 6 road base. The remainder of the driving surface will be 6" of class 6 road base
and all road base will be compacted lo 95%o standard proctor.

Project Description

The project includes improving an existing ranch road to conform to Garfield County
roadway slandards for primitive and semi-primitive specifications.
The existing roadway is adjacent to County Road 335 and only intersects CR 335 and
only intersects CR 335 at 2 existing entrance points. One point is within the city limits
of New Castle. The second is in Garfield County. All other roadway is on private
property and not County right-of-way.
The existing roadway is within the 75' access easement recorded on the plat labeled
Grand Hogback Ranches, Reception # 967927. The roadway will remain private
property.
A 3rd existing entrance point is within the City Limits of New Castle. An improvement
permit has been requested from New Castle. At this point the existing driveway has not
been improved by grading, only additional gravel has been placed on the surface.
A driveway permit has been acquired from Garfield County Road and Bridge, Permit #
GRB22-D-6 dated 3/28/2022 (copy included) to improve the entrance on Tract 5.
A Rainfall Erosivity Waiver for exclusion from CDPS stormwater permitting for small
construction projects (less than 5 acres) application (copy included) has been
submitted.
The existing grade and finished grade of the roadway remains the same, therefore a
topo site plan should not be required.
The soils include varying depths of 0" to 12" of topsoil. Sub-grade soils are of heavy
clays and sandstone mix. These soils and the climate are very stable factors regarding
erosion and revegetation.
Removal of all vegetation and organic material from the roadway surface. Clearing
material to be place above the roadway and was incorporated into south slope and
preformed by bulldozer and Motor Grader.
A Bulldozer and Motor Grader completed the majority of the work. The roadway is
an existing roadway that needed to be re-established, therefore limited earthwork or
disturbance was necessary. Once the road was re-established, final shaping and
compaction will prepare the roadway surface for road base placement. Ditches and
culvert pipes was placed to control precipitation runoff. Cut and fill slopes are
prepared for revegetation. Gravel placement will be preformed and is imperative to
control soil erosion.

2. The Applicant understands and agrees that Garfield County Resolution No. 2014-60, as
amended, establishes a fee schedule for each type application, and the guidelines for the
administration of the fee structure.
3. The Applicant and the County agree that because ofthe size, nature or scope ofthe
proposed project, it is not possible at this time to ascertain the full extent of the costs
involved in processing the application. The Applicant agrees to make payment of the Base
Fee, established for the Project, and to thereafter permit additional costs to be billed to the
Applicant. The Applicant agrees to make additional payments upon notification by the
County, when they are necessary, as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of County Commissioners for the
consideration of an application or additional County staff time or expense not covered by
the Base Fee. lf actual recorded costs exceed the initial Base Fee, the Applicant shall pay
additional billings to the County to reimburse the County for the processing of the Project.
The Applicant acknowledges that all billing shall be paid prior to the final consideration by
the County of any Land Use Change or Division of Land.

A Stormwater Management Plan (SWMP) is not required by the Division for smatl construction projects that qualify for
the Rainfatt Erosivity Waiver. However, a project operating under the waiver may stitt be hetd tiabte if stormwater
discharges from construction activities cause or threaten to cause potlution, contamination or degradation of State
waters. For this reason, the permittee must stitl devetop and imptement stormwater Best Management Practices as
needed to protect water quatity. The Division has a guidance document avaitable on construction SWMP preparation at
http://www.cdphe.state.co.us/wq/PermitsUnit , or catl (303) 692 - 3517.
A stormwater discharge permit is required if the project's R-Factor ever becomes greater than 5 due to changes, or
anticipated changes, in the project's schedute. Atso, if the project or common plan of development or sate exceeds, or
is anticipated to exceed, 5 acres of disturbance, the project no tonger quatifies for the Rainfatl Erosivity Waiver. lf a
project's *anticipated schedute changes such that the Project R-Factor woutd be greater than 5 or the disturbance
exceeds 5 acres, the discharger would be in viotation of the regutation, and permit coverage must be obtained. The
appticant is responsibte for periodicalty assessing their project to assure that they stilt quatify for the Rainfatt Erosivity
Waiver, and apptying for the appropriate permit if needed due to changing conditions.
