The purpose of Staff's request for additional information was to confirm that the Appticant's site is not located within the 100-year fl.oodptain for the Cotorado River. As FEMA has not pubLished mapping for this area, Staff provided the Appl,icant with the best avaitabte information for the property in the form of Army Corp, of Engineer's Mapping competed in 1982 and 1987 (Panets C-18 & C- 19 see attached). Staff atso requested the Appticant provide additionaI surveyor confirmation on the etevation of the Appticant's buitding site. The fotl,owing reftects staff's review: The Army Corp. mapping provided graphic depiction of the 100-year ftoodptain to not inctude the generaI area of previousty existing and proposed new structures. The Army Corp. mapping inctuded surveyed elevations on the site and cross section etevations for the 100-year ftoodplain (5498 ft. & 5496 at the site) which indicate that the proposed buitding site is more than 1 ft. above the 1OO-year fl.oodptain. Jason Neat (Peak Surveying lnc.) provided the attached review of topographic information and etevations for the site, making the determination/representation that the buitding site is at an etevation of "around" 5510 ft. This etevation is wetl above the Army Corp. mapping 100-year fl,ood ptain cross sections. Based on the above, no additional information on fl.oodptain is required and no ftoodpl.ain devetopment permit needed based on a [ocation outside of and above the 100-year ftoodptain. Based on proximity to the river and the character of the riverbank, it is recommended that the property owner ful,l,y compty with the 35 ft. waterbody setback and give carefuI consideration to maintaining bank stabitization and minimizing the potential, for soit/bank erosion. Topography yields a general elevation of 181' at a point on the high water mark perpendicular to the proposed building site. The lowest adjacent grade of the proposed building site appears to be near the 198' contour while the highest adjacent grade is just over the 200' contour with a FF Elev of 20 1'. It appears there is right around L7'of. vertical above tJle high water mark and the proposed lowest adjacent grade. Thanks for the 1982 FEMA maps, that is great info. It appear thatZone X extents in that area are somewhere in between the historic building and the high water mark with zone AE being further toward the river. As I said we do not have actual elevation onsite but it appears that the cross section 5496'is horizontally close to the proposed building site. I believe this to be a L929 datum with the proposed building site being somewhere around 5510't. This is just based on some preliminary review and not actual field data. We have been informed of their chattenges in documenting a FEMA Adopted Map for their site. As a resutt we've consutted the best avail,abte mapping which is the 1982 Cotorado River and Tributaries Fl,ood PLain Study conducted bythe Army Corps of Engineers (dated 12182and7/87). These maps show the portion of the site proposed for devetopment to be between 4 ft. and 20 ft. above the mapped 100 year-ftood etevations of 5496 and 5498. I wil,t provide copies of the retevant panets from the study (C-18 & C-19) for your files and to the Appl.icant. To futty address this issue, ptease have the Appticant provide an etevation of the buitding footprint from their surveyor adjusted to the proper datum from the 1982187 study to confirm the location outside and above the 100-year ftoodptain.
