amended, establishes a fee schedule for each type application, and the guidelines for the
administration of the fee structure'
3. The Applicant and the County agree that because of the size, nature or scope of the
proposed project, it is not possible at this time to ascertain the full extent of the costs
involved in processing the application' The Applicant agrees to make payment of the Base
Fee, established for the project, and to thereafter permit additional costs to be billed to the
Applicant. The Applicant ajrees to make additional payments upon notification by the
County, when they are necessary' as costs are incurred'
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of county commissioners for the

SUPPLMENTAL STATEMENT
DESCRIpTIoN oF PROJECT I am requesting an amended plat to combine Lot wP18 and Lot WPL9. Each
lot is owned by the same trust and a single-family residence is in existence on Lot WP 18. No changes
are being proposed to the building envelopes on each lot. The Second Amendment to the Amended
Declaration of Convenants, Conditions and Restrictions for Aspen Glen recorded at Reception #962780
section 3.44.2 allow for the merger of the two lots with no building envelope modification.
NARRATIVE DESCRIBING THE REQUEST AND RELATED INFORMATIONI
The applicant / owner, Doug Pattison, is seeking to merge Lot 19 (vacant lot) to Lot 18
(principal residence) in Aspen Glen. Exhibit B of the Second Amendment to the CC&R's,
executed by the president of the Aspen Glen HOA and recorded on September 8,2O21,
Reception 962780 states that over 67% of the homeowners approve of this lot merger
(see attached). The 2nd Amendment specifically identifies the applicant / owner's lot and
it approved the merger to take place. This approval by the homeowners was based on the
vacant lot remaining as perpetual open natural space. To that end, the applicant / owner
will eliminate the building envelope and lot line on this vacant lot. The elimination of the
building envelope and lot line ensures that no improvements will be made to this vacant
land. Additionally, there will be no impact of view planes on neighboring properties. All
easements, drainage, utility access, grading, ingress/egress, and setbacks will remain in
place. The properties are also known by Assessor Parcel Numbers 2393-192-05-021 and
2393-192-05-020.

Using the plat plan, ,,Final Plat Aspen Glen Filing #2,,,1he mineral owners of Aspen Glen in
1gg6 are listed on the bottom left corner. Based upon research in the GARCO Clerk and
Recorder,s office, only Ms. Neva M. Chuc has continued to own mineral rights/ownership
via an inheritance from her deceased husband, Leon P' chuc' Further research indicates
that others listed on the plat plan either sold or relinquished their mineral rights /
ownership to shannon oil company during the L950's and 1960's' A review of plat data
provided information on shannon oil company and reflects several mineral ownership
transactions from several private parties, but no other information was available on the
company.
The Colorado's Secretary of State website was searched for Shannon Oil Company's status'
trade names, officer names, managing partner etc' The following are associated findings:
Shannon Oil Company formed in 1"984, status delinquent'
Shannon oil Company, LLLP, formed in 1984, status delinquent 511/201'4.
Shannon Oil Company, formed in 2OL4, status expired'
Ann Shannon oil & Gas, LLC, formed Iol12l2OO5, status good standing'
Based on this research, I conclude that:

67% of the homeowners approve of the applicant's lot merge' The approval by the
homeowners is based on the vacant land remaining as perpetual open and natural space.
