12/16/2024 and am seeing no labeled references or notations thaf express the actuat site elevation where the
garage addition ls to be constructed.
2. ptease provide some kind of a written statement (or an UPDATED slrE SURVEY) in your resubmission
packet that inctudes actual site elevation in feet above sea tevet. Thank you!
RE: Architectura[ ptan Sheets A1, A2and A3 REVISED october 28,2024 are, unfortunatety, not acceptable for
purpose of reviewing this residentiat garage addition work scope.
ptans Examiner concerns: The originalissued buitding, circa 2009, inctuded a manufactured residential dwelling
on a fully unfinished basement. Later permits were obtained by the previous owner for new land use and
basement finish changes to create a parsonage on the upper ftoor and a church occupancy on the lower
tevet. while Gustavo and Jon share plans to use the existing manufactured building as a single-family residence

ground level. Raul Gawrys Architecf Sheet A1 , General Notes 1 list current standards of both Gartield County and
City of Rifle in addition to the 2015 IBC (for non-residential and multi-family residential living uses) along with
editions of Plumbing / Mechanical / Electrical codes not currently in effect here at GafieM County Building
Department. Architectural Sheet 42 includes sorne supplemental pen sketches with insulation R-values in garage
walls and roofs, with Jon Creech email responding there will be no heating in the garage. Architectural Sheet A2
further illustrates a proposed 42 inch guard height over the above grade deck sufface (which could be an above
code owner desired preference -- buf also is the minimum required guard height for multi-family or commerciaI
building settings, which further confuses tfie under-expressed use as a residence). Jon Creech further responded
in his recent email that existing windows from the ground level of the garage are operative openings. lnasmuch, as
these operative windows once opened directly to unenclosed yard and are now located in the garage /house fire
separation wall. This does not meet code. We will require resubmlsslon of architectural detalls for evaluation
under the adopted 2015 lnternational Residential Code, Sections R302.5 Dwelling-garage opening and penetration
protection, R302.5.1 Opening protection, R302.5.2, Duct Penetration, R302.6 Dwelling-Garage fire separation,
R303.1 Habitable Rooms (Light, ventilation provisions). Architectural Sheet A1 Note 8 references ventilation in
bathrooms and laundry rooms (unclear if that pertains to Gustavo's planned work scope?).

A1 28 x 72 tt Basement Ground Level Existing Building floor plan needs to be fully labeled to show any and
aII existing / proposed interior room partition walls, room uses, operative windows, door exits, existing /
proposed interior stairs leadingto the upper level residence etc.
AI Ground level basement residentialfloor plan should clearly label emergency escape and rescue
openings / exit doors, operative windows and how natural light and ventilation wiII be maintained for
continued human comfort needs rn the existing building.
Al or A2 should include the proposed Dwelling- garage fire assembly detail. None is lound in drawings.
FINAL RECOMMENDATION: If any rough-in dvw, water piping or tinished plumbingfixtures are planned
with this garage addition and /or plumbing alterations / additions to the ground level existing huilding
structure (beyond the floor drains out to daylight) -then we do strongly encourage and recommend those
plumbing etements be 'clouded' and fiabeled and shown on the AMENDED floor plan.
NEXT ACTION STEPS: Prepare requested correction items 1-3 noted above, and resubmit att materiats in one
comprehensive resubmission package to the Garfietd County Community Devetopment Department front desk.

ADDITION. StructuraI Engineer Titte Btock states Cisneros Garage Addition. Historic tand
use and assessor records connected with this parcel 212731300228 attude to an historic
non-residentiat retigious exemption and/or other church gathering occupancies. We
understand the subject parcel was sold from a non-profit entity to a new LLC in May
2024. We ask for a written disctosure statement from current owner(s), confirming the
actual intended use and occupancy of the buitding where the ADDITION is occurring. lf it is
to be repurposed as private one-family dwetting with private attached garage. We want
that confirmed in writing by the owner(s). Having a written response wit[ determine tf the
apptication for a buitding addition is reviewed under the 2015 lnternationat Residentiat
Code OR if it's reviewed as a non-residentiaI structure under the adopted 2015
lnternationat Buitding Code.
