Dear Morris's,
The County Building Department has performed the review on the building permit application
and plans for the replacement of a manufactured home proposed at the above address.
There are items that need to be addressed prior to considering the issuance of the building
permit and items that can be addressed after the issuance of the building permit.
Please provide a response letter addressing each item listed in the "ltems to address prior to
issuing a building permit". Response not required for the "Conditions to be addressed during
construction" but please address if clarification is needed.

Items to address nrior to issuinq a buildino oermit
Note: There are (3) existing manufactured homes on the property creating a non-conforming
use. Resolution#77-51 is allowing septic systems on a lot smaller than the regulations at
that time.
1 The replacement home is larger than the existing home on the property. The existing septic
system is to be approved by Garfield County Health Department (EH) for a 3-bedroom
home. Please provide documentation from EH that the existing system is adequate for the
new home or submit an OWTS Permit Application to upgrade the system Oktg BZ 4|,+{ .
2 Please provide documentation that there is adequate, reliable, physical, long-term, and legal

Please provide an asbestos report for the home that is being removed. lf Asbestos is found,3

Gonditions to be addressed durinq Gonstruction
The approved plans are to be on-site for inspections.
Sanitary facilities are required to be provided for workers.
A list of required inspections will be attached to the plans. The State is to permit and
approve the electrical work.

Electrical Code compliance will be determined based on field inspections performed by the
State Electrical lnspector, (303) 869-3458. Please have the inspector sign the building card
or provide written documentation of the inspections..
Asbestos Reports are to be on site at alltimes
Underground utility locates is the responsibility of the owner or contractor. 811 is the
Colorado Utility Locate Hot Line.
Geotechnical Engineer's representative to observe the excavation and provide a report
verifying the assumed 2000psf is being met prior to a footing inspection to be performed
All exterior lighting is to be downcast and shielded.
Foundation crawl space & exterior door landing / stairs shall comply with 2015 lRC, 2018
IECC, and manufacturer's installation requirements.
Refer to plan attachments for Garfield County's building requirements and manufacturer's
installation requirements.
Wildfire mitigation recommendations should comply with wildfire mitigation and defensible
space recommendations from Colorado State Forest Service and local fire district. Please
refer to the Garfield County Community Development website for additional information.

All plumbing and gas piping connections must be performed by a Colorado licensed
plumber, and all electrical connections must be performed by a Colorado licensed
electrician.
Prior to final building inspection & certificate of occupancy, provide building inspector with
final approval / sign-off from Garfield County's Public Health Department for installation of
the on-site wastewater treatment system.
Garfield county building dept. lnspections to include the following:
A. Footings designed at 2,000 psf, verify 36 inch minimum frost depth & uferground
installed. Open hole soils report required at first footing inspection.
B. Foundation
C. Septic system connection
D. Plumbing/gas
E. Site framing, stairs, handrails per structural engineers plans and field copy.
F. Final inspection & certificate of occupancy*
*Note: Garfield County requires CDOH installation insignia to be affixed prior to final building
inspection & certificate of occupancy
