Proposed Fuel Farm at West End of Airport
Dear Brian,
The purpose of this letter is to describe the existing and proposed drainage conditions for a new fuel farm located
at the west end of the Garfield County Regional Airport. As you are aware, Vantage Aviation, LLC is proposing to
develop this fuel farm with a facility similar to the existing fuel farm currently existing at the airport. With this
development will be siting of the fuel farm to be directly south of the existing and extending the access and
turnaround areas similar to the existing.
We have attached the following:
1. Existing Conditions map of the Fuel Farm area
2. Concept Grading and Drainage Plan of new Fuel Farm
3. Garfield County Airport’s May 2023 Stormwater Map as prepared by Armstrong Engineers
Existing Drainage Patterns:
The existing drainage patterns for the existing site consists of the entire area tributary to the project site to flow
from east to west. An existing natural swale exists between the tarmac, vehicle wash area/fuel farm areas and
Taxiway A. Drainage from the site is directed north and west to this natural swale. Of course, the fuel loading
and unloading areas are directed towards the drain from the secondary containment area for centralized
collection and treatment of any stormwater requiring such prior to discharge into the natural drainage. A swale
exists between the oil and gas pad that is located west of the fuel farm and storage building areas that also
directs flow from this area to the natural drainage. These drainage patterns are generally reflected on the May
2023 Stormwater Map by Armstrong.
Proposed Drainage Patterns:
Given the fact that the new fuel farm, from a design standpoint is generally an extension of the existing (from an
access and routing standpoint) the drainage conditions proposed will emulate the existing fuel farm conditions.
Drainage from the loading and unloading pads will be directed to be picked up for collection and treatment prior
to discharge to the natural drainage while drainage in the secondary containment area will be captured for
collection and treatment as well. Access around the secondary containment and loading/unloading pads will

slope from east to west similar to existing conditions. Ultimately, drainage from the site will be directed to the
natural drainage located north and west of the site.
It is the intent of the proposed drainage and grading plans to meet the following bullet points:
· The Surface Water Management Plan will remain in effect.
· Surface water will be properly routed to the main drainage swale to transport flows to the swale that
transports flows to Dry Creek as it now does.
· Piping/culverting, borrow ditches, treatment and detention (as necessary) will be properly implemented
to assure the drainage facilities are capable of properly transporting the design flows in compliance with
the Surface Water Management Plan for the airport.
