Dear Mr. Boderck,
The plans have been reviewed for the currently adopted codes in Garfield County. lf an item is
missed during review, it is the applicant's obligation to comply with all adopted codes in Garfield
County and any state or federal requirements. Below is a list of conditions. Documentation is to
be provided during construction. Please contact me if clarification is required.
Gonditions of the Gradinq Permits:
1 These Grading Permits are to upgrade an existing agricultural access road for future
building sites. This road has been portrayed as the construction entrance and emergency

Fire Disti'ict access. The proposed main road will need to be complete prior to allowing
occupancy for the new buildings.
2 The engineer of record is to view the infrastructure work and provide a letter of acceptance
to the County Building Department.
3 Any water supply that feeds a fire suppression system is to be inspected by the Fire Marshal
for that Fire District prior to backfilling.
4 Sanitary facilities are required to be provided for workers
5 Underground utility locates is the responsibility of the owner or contractor. 81 1 is the
Colorado Utility Locate Hot Line.
6 Electrical Code compliance will be determined based on field inspections performed by the
State Electrical lnspector, (303) 869-3458. Please have the inspector sign the building card
or provide written documentation of the inspections.
7 lt is the applicant's and owner's obligation to obtain permits and approvals from any state or
federal agencies.
8 The approval of the Grading Permits is not an approval of the Solar Array. A Land Use
Process with the Garfield County Planning Department is to be approved prior to the
installation of any panels.
I Building permits for the proposed areas shown on the Master Plan cannot be issued until
the separate lots are recorded with the County's Assessor's Department.
10 Proof of adequate, reliable, physical, long-term, and legal water supply will need to be
provided prior to the issuance of building permits.
11 A Land Use Process with the Planning Department will be required if these properties are
used as a Lodging Facility or a Community Meeting Facility. Definitions:
Lodqinq Facilitv. An accommodation for a temporary stay that includes, but is not limited to,
a resort lodge, guest ranch, motel, hotel, boarding house, and bed and breakfast
establishment. Lodging Facilities exclude Short Term rentals, Temporary Employee Housing
on premises, and contracted employee housing off premises.
Communitv Meetinq Facilitv. A facility for public gatherings including, but not limited to,
recreation halls and auditoriums, and holding events such as weddings, wedding receptions,
community meetings, and meetings and events sponsored by neighborhood groups, religious
groups, philanthropic organizations, etc.
12 Please refer to the Garfield County Land Use Code section 7-107 regarding Access and
Roadways,
13 When the parcel is split into separate lots an easement agreement is to be recorded for the
roads and utilities that traverse the new parcels.
14 The Applicant shall comply with all erosion control, revegetation, mitigation provisions and
best management practices as outlined in the Applicant's Engineer, Sopris Engineering letters
including but not limited to those dated 412125 and 41251254 prepared by Jesse Swann.

15 The Applicant shall maintain compliance with all CDPHE Stormwater Permitting and
Requirements.
16 ln accordance with the Applicant's, Nationwide Permit with the Army Corp of Engineers the
Application is associated with an existing ranch road which will be improved for fire and other
access reasons. The Applicant has designed and selected road improvements to avoid
wetlands to the greatest extent possible.
17 Compliance with all Army Corp of Engineers permitting and conditions shall be required in
accordance with Section 7-203 (D) of the Garfield County Land Use and Development Code.
18 Please submit updated drawings showing the road re-alignment discussed during the site
visit. Digital is acceptable.
