Dear Mr. Koldeway,
The County Building Department has performed the review on the building permit application
and plans for the new Aircraft Hanger proposed at the dbove address.
There are items that need to be addressed prior to considering issuance of the building permit
and items that can be addressed after the issuance of the building permit.
Please provide a response letter addressing each item listed in the "ltems to address prior to
issuing a building permit". Response not required for the "Conditions to be addressed during
construction" but please address if clarification is needed.
Please provide 2 complete sets of corrected sheets, with clouded areas reflecting any changes
from the original submittal and a thumb drive with a complete set of the drawings.

Note: The lnternational Building Codes are the adopted and enforced codes within the county.
Only the Standards that are specifically being referenced within the Building Codes are utilized
With that said, only the specific sections of the standards that are being referenced are taken
into consideration. For example, the entire NFPA 409 does not apply only the referenced
sections do, as there are conflicts between the l-Codes and the NI-PA 409 Standard.
Corrections to address prior to issuing a buildinq permit:
1 The architectural hard copy of the drawings have a notation stating,'PRELIMINARY NOT
FOR CONSTRUCTION". The structural sheets have a notation stating,'PROGRESS - NOT
FOR CONSTRUCTION". None of the sheets within the physical sets are stamped by the
design professionals. The digital sets provided do not have the notations and are stamped. I
am continuing the review as the digital revision log is identicalto the physical set. When the
physical drawings are resubmitted, the "not for construction" notations are to be removed,
and all sheets are to be stamped by the design professionals in responsible charge. (lBC

2 NFPA 409 designates the Group Classification for hangers. This hanger is being proposed
as a Group ll Hanger. That designation requires the hanger doors to be 28' or less. The
elevation drawings states "30' min. door height" but the steel drawings from NUCOR
indicates 28' opening height. Please change the elevation drawings to comply with a Group
ll Hanger. (lBC 412.4, NFPA 409 Table 6.1.2)
3 GA500 - The soils report indicate that interior partitions are to have slip joints to
accommodate 2" of slab movement. The details on this sheet do not reflect the slip joints.
Please address accordingly.
4 S1 .1 - The soils report states 10' depth of structural fill be in place. The General Notes for
the structural drawings indicate 7' of structural fill. Please coordinate.
5 Sheet 27 and Plumbing Drawings - Please show how the sand/oil separator vents are to
terminate. (lPC 1 003.9)
6 A31 1-a313 - The perimeter insulation (Slab Edge) is to terminate at the top of the slab.
Please change the drawings accordingly. (IECC C402.2.4)
7 Please supply a COMcheck Report for the envelope. (GarCo Commercial Checklist)
8 A113 - There are (2) square boxes on Grid Line A.1 between 2.8 and 3.7 labeled EQP-4.
The closest reference on 1D23.02 is a microwave drawer. They appear to be boilers based
on the mechanicaldrawings. Please label accordingly. (lBC 107)
I The lnternational Fuel Gas Code references NFPA 409 regarding Mechanical lnstallations.
The lack of a boiler room and Mechanical Room 123 is a concern. IBC and NFPA 409
indicates this room is not to have direct access from the aircraft storage area. The IBC has
exceptions; if the room is accessed from the aircraft storage area, a vestibule is required or
raise all sources of ignition to eliminate the vestibule. Please address accordingly. (lBC
412.4.4, tFGC-305. 1 1, NFPA 409-5.12,3.1)

10 Boiler rooms are to be separated from the aircraft storage area by 2-hour fire barriers and 2-
hour ceiling assembly. The door accessing the boiler room is to be l Trhour rating. Please
address accordingly. (lBC 412.4.4)
11 M200, M2O2- The sheets only accommodate one boiler. The schedules indicate two
boilers. Please show flues and combustion air for both boilers. (lBC 107)
12 M2OO, M2O2 - The flue terminations for the boilers are shown as a side termination over the
hanger apron. The condensate from the boiler flue can cause a nuisance on the concrete.
Please route the boiler flues accordingly. (IFGC 503.8)
13 M2O2 - There appears top be a fire damper missing from the exhaust duct serving Storage
Room 126. Please address accordingly. (lBC 717.5)
14 lt appears a stackable washer and dryer are proposed. Please provide adequate information
to verify the equipment complies with the allowed reach ranges. (2009 ANSI A117.1,
Section 611)
15 Please add Emergency Lighting inside both Vestibules and outside each required Egress
Door. (lBC 1008.3.2)
Gonditions to be addressed during construction:
The approved plans are to be on-site for inspections.
Sanitary facilities are required to be provided for workers.
A list of required inspections will be attached to the plans. The State is to permit and
approve the electrical work.

Underground utility locates is the responsibility of the owner or contractor. 811 is the
Colorado Utility Locate Hot Line.
All backflow preventers are required to be tested and certified by a licensed backflow
specialist after installation and prior to issuance of the Certificate of Occupancy.
Separate Sign Permits are required for any external signs. Please submit a sign permit
application.
Electrical Code compliance will be determined based on field inspections performed by the
State Electrical lnspector, (303) 869-3458. Please have the inspector sign the building card
or provide written documentation of the inspections.
The Electrical Code requires a separate Electrical Permit for low voltage fire alarms that has
an alarm panel and send a notification to the Fire District when under alarm. A Rough-ln
inspection with the State Electrical lnspector is required (303) 869-3458. Please have the
inspector sign the building card or provide written documentation of the inspection.

The fire sprinkler and alarm are required to be inspected and approved by the Local Fire
Protection District. Please provide shop drawings to the Fire District for review and schedule
the inspections accordingly. Please have the Fire Marshal sign the inspection card when the
rough inspection is approved and when the final inspection is approved.
Because it feeds the fire sprinkler system, the new water Ine supplyrng thrs burldrng rs to be
irrspected by the Fire Marshal along with the water dlstrlct supplylng the water prior to
backfilling.
Any requirements from the City of Rifle regarding the water and sewer installation are the
responsibility of the contractor.
The engineer of record is to view the infrastructure work and provide a letter of acceptance
to the County Building Department.
This building is of Type llB constructions. Combustible materials are limited to IBC 603.
The Lobby/FBO area will be required to pass a Blower Door Test prior to the issuance of the
Certificate of Occupancy. (IECC C402.5)
Please provide special inspections reports to the Building Department as specified within the
General Notes of the structural drawings.
The Geotech Report indicates the structural fill is to be 10' deep and extending 10' beyond
the footing margins. Geotechnical observation report is required at footing inspection
including structural fill placement and compaction, 2500 PSF.
The soils report inciicates the vapor retarder under the slab shouid NOT be polyethylene, the
recommendation is to use extruded polyolefin plastic. The general notes on the structural
drawings are specifying polyethylene. Please address accordingly.
A Knox Box is required to be mounted adjacent to the front door. Please contact the Local
Fire District for the exact location.
lf the fire sprinkler system requires a fire pump. Then the Utility Room that houses the pump
will be required to be one-hour construction. (lBC Table 508.2.5)
All accessible door hardware shall have a shape that is easy to grip, including pocket and
sliding doors. (ANSI A117.1 - 404.2.6)
12, P201, P202, The gas entry into the building is shown in 3 different locations. Please
coordinate prior to the installation. Vehicle protection may be required if location is per P201
Call for an underground plumbing inspection of the sand/orl separator prror to backfilling.
Each layer of the multi-layer fire-resistive gypsum assemblies are to be called in for
inspection.
A local amendment requires the fireplace chase to be fire blocked at 10' intervals

All materials in the plenum above ceiling shall have a minimum Flame lndex of 25 and
Smoke Development index of not more than 50. (lMC 602.21)
Access panels are required to service the fire dampers.
