Dear Mr. Kinghorn,
The County Building Department has performed the review on the building permit application
and plans for the new building proposed at the above address.
There are items that need to be addressed prior to considering issuance of the building permit
and items that can be addressed after the issuance of the building permit.
Please provide a response letter addressing each item listed in the "Items to address prior to
issuing a building permit". Response not required for the "Conditions to be addressed during
construction" but please address if clarification is needed.
Please provide 2 complete sets of corrected sheets, with clouded areas reflecting changes, for
the resubmittal.

Corrections to address prior to issuing a building permit:
1 The activity of butchering animals is defined as "Animal Processing" in the Garfield County
Land Use and Development Code. This "Use Type" requires a Major Impact Review with the
Planning Department. Attached is a Pre -Application form that is used to set up a meeting
with the Planning Department. The Building Permit cannot be issued until this process is
approved.
2 A Grading Permit Application was submitted, which does not cover foundations nor setting a
manufactured building. Please see the Commercial Building Packet on the County website.

3 The Structural Drawings are to be stamped by a design professional.
4 Please provide the limited accessibility required in IBC 1103.2.2
5 Please provide Colorado Division of Housing approval for the manufactured building.

6 The Energy Code referenced in the drawings is the 2009 IECC. The County has adopted
the 2018 IECC. Please address accordingly.
7 The outswing doors are required to have a landing prior to traversing the stairs. (IBC
1010.1.5)

10 Please provide the USDA approval. The County's Environmental Health Department can
assist with guidance.
11 Please provide the State Manufacturing License approval. The Co! �ntv's Environmental

12 Please provide the minimum required permanent plumbing fixtures for an F-1 occupancy.

13 The 4000-gallon propane tank is to be 50' from any structure. Please move the tank to a
compliant location. (IFGC 401.2, NFPA 58 Table 6.4.1.1, IFC Table 6104.3)
14 The International Plumbing Code minimally requires a Separator/Interceptor on the waste
line from slaughterhouses. Please refer to the County's Environmental Health Department if
additional requirements are required.
15 The exterior drains are not allowed to discharge into the septic system. Route to an
approved location.
16 Detail 4 on MPU3 indicates an "S" Trap. This type of trap is a prohibited trap. Please
address accordingly. (IPC 1002.3)

Geotechnical observation is required when the excavation is complete and written
verification be supplied at footing inspection, x000psf? Engineer to provide a design bearing
capacity.
Conditions to be addressed during construction:
The approved plans are to be on -site for inspections.
Sanitary facilities are required to be provided for workers.
A list of required inspections will be attached to the plans. The State is to permit and
approve the electrical work.

Underground utility locates is the responsibility of the owner or contractor. 811 is the
Colorado Utility Locate Hot Line.
All backflow preventers are required to be tested and certified by a licensed backflow
specialist after installation and prior to issuance of the Certificate of Occupancy.
Separate Sign Permits are required for any external signs. Please contact the County
Planner for the application.
Electrical Code compliance will be determined based on field inspections performed by the
State Electrical Inspector, (303) 869-3458. Please have the inspector sign the building card
or provide written documentation of the inspections.
All exterior lighting is to be downcast and shielded.
All accessible door hardware shall have a shape that is easy to grip, including pocket and
sliding doors. (ANSI Al 17.1 — 404.2.6)
The State Division of Housing requires that manufactured buildings are to be inspected by a
3rd party state certified inspector for the set and tie down. The inspector is to install an
Installation Insignia on the building. If a Certified Installer sets the building, that Certified
Installer is to install the Insignia. This Insignia will need to be in place to issue the final
inspection from the County.
Call for the County's Final Inspection after the State has approved the electrical, the insignia
is posted by the State Certified Inspector/Installer, and the septic is approved by
Environmental Health.
