We observed crews had placed about a one foot lift in the excavation. Crews informed us they used both the wheeled skid steer to wheel compact and a walk behind sheep's foot roller to achieve compactive effort. Our observations indicated that moisture content and compactive effort was sufficient. Passing nuclear density gauge tests confirmed our opinion. This report presents opinions formed as a result of our observations of fill placement and the test results shown above. Test data are not the sole basis for opinions whether the fill meets project specifications. The contractor is responsible to apply necessary compaction effort and moisture to comply with project specifications. Our test results, observations and opinions do not constitute acceptance of the work. Upon arriving onsite we observed areas with large ruts and areas the looked uncompacted. Nuclear density gauge tests confirmed our opinion that the area was insufficiently moisture conditioned and compacted.
