RE: Aster Place
Good day John,
I apologize for not getting backto you sooner— I have been out of the office for training.
Aster Place has requested and been granted by our Agency 8 HUD Project -Based vouchers for the project.
I am not positive (I would have to check); however, if I remember correctly, all 58 units would be at 80% of AMI or
below, making them all what our Agency Board considers "affordable" units.
The 8 PBV units would serve families at 30%AMI or below.
The developer is also offering onsite supportive services for all tenants; which is indicative of the lower income
housing.
Please let me know if you have additional questions.
Kindest Regards,

Hi Kristel,
The Aster Place project has 58 Units total in 2 buildings. I was told at the beginning that all the units will
be categorized as "Affordable Units". I am getting close to issuing permits and was wondering GarCo
Housing involvement in the project. A newspaper article mentioned 28 units being "Mitigation Units", I
haven't reached out to the owner or architect yet, I wanted to hear from you first.
There's Building Plan Review fees and Road Impact fees that can be waived if I receive some
commitment on their part. I'll need something formal for my file if I'm waiving any fees.
Thank you for your time,

Hi Jenn,
I cannot finalize the fees until I have some proof the number of Mitigation Units there are. I was told the
entire project would be "Affordable Units". There's a newspaper article that stated 28 units were AMI.
I need something official as to the number of qualifying Mitigation Units that will be provided.
Also, would you please send me a drop box or a thumb drive with a complete set of drawings?
Thank you,
John Plano

RE: Aster Place
Good day John,
Normally, when CHFA tax credits are approved for a project, the entire project will be deed restricted.
I cannot guarantee it is that way with this project; however, the Housing Authority has not placed vouchers a
project in our County that was subsidized by CHFA that was not totally deed restricted.
I know that Mr. Snow is reaching out to CHFA to see if he can procure some sort of letter from them to confirm that
the entire project is deed restricted for your records.
Let me know if I can assist you with anything else.

Hi Cheryl,
I was wondering if you had time to look into this project. This email was sent to me today. I'm at a loss as
to that information I would need to verify that all the units will be deed restricted or qualify as Mitigation
Units.
Is what he sent me sufficient?
Any input is appreciated!

John thanks for all the help and happy to clarify. The entire project is affordable, and all 58 units will be
deed restricted and qualify as affordable units under the state and federal definition.
Please see section 4 of the attached reservation letter talking about the LURA (template attached).
