Overview: Crystal River Environmental Consulting LLC was contracted to perform asbestos testing at the aforementioned address. The purpose of this asbestos testing was to perform a full inspection of materials within the client's scope for demolition as it existed at the time of the inspection. All inspections are to be performed within the parameters of Colorado Regulation 8 Part B in affect at the time of the inspection and within general accordance with the United States EPA procedures published in 40 Code of Federal Regulations (CFR) Part 763, Subpart E —Asbestos-containing Materials in Schools and Colorado Regulation 8. These inspection protocols specify requirements for the inspector (Section 76.385) and laboratory (Section 763.86). Bulk samples of suspect ACM were collected in general accordance with the Asbestos Hazard Emergency Response Act (AHERA) protocols as outlines in Colorado Reg. 8. Random samples of suspect building materials were collected for the specific areas and materials identified in this report. Sampling locations were determined based on material type, accessibility, and representation of homogeneous areas, following guidance from EPA's Pink and Purple Books. The inspection is to include all building materials scheduled to be disturbed throughout the duration of the client's project as revealed to the inspector at the time of the inspection. This inspection may include destructive techniques to ensure all materials within the work area have been tested. If any additional materials are discovered, a certified inspector must be contacted before those materials are disturbed. The inspector has prepared this written inspection report for the sole use and benefit of the above -referenced client. This report is intended to identify asbestos containing building materials (ACBM), identify hazards posed by ACBM, list recommendations for handling of ACBM, and provide recommendations for any further evaluation if necessary. The client agrees to read this report in its entirety and to contact a certified inspector or official for any questions or recommendations moving forward with the project. The permissions of the client and Crystal River Environmental Consulting LLC must be obtained prior to any other entity using information contained in this report. Client Scope: The aforementioned client has proposed a complete demolition of the structure. Crystal River Environmental Consulting LLC collected samples adequate to meet State requirements for determining the presence or absence of asbestos in the materials listed on the inventory page. All rooms and materials within the client scope were visually inspected and all suspect materials sampled in accordance with Colorado Regulation 8. The inspector was diligent in determining separate Homogeneous Areas but cannot guarantee even composition throughout a single Homogeneous Area. Further Information: Trace Materials are materials that come back containing less than 1% asbestos. These materials are regulated by OSHA Regulation 29 CFR 1926.1101. These regulations include containment and removal by certified individuals. Materials containing more than 1% asbestos are subject to regulation under Colorado Reg�Llation 8, P_a€1 B. Friability is a category given to ACBM. Non -Friable materials, when dry, cannot be crumbled, pulverized or reduced to powder by hand pressure. Friable ACM, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. Under the Nation Emissions Standards for Hazardous Air Pollutants (NESHAP), asbestos -containing building materials are classified as Category 1 or 2. Non -Friable materials containing more than 1 % asbestos and are non -friable is considered a Category 1 material. Non -Friable materials containing less than 1 % asbestos are considered a Category 2 material. When an asbestos abatement exceeds 3,000 square feet, a certified asbestos project manager will need to be contracted as well as a project design from a certified third party. Crystal River Environmental Consulting LLC Keeping You Safe In Your Home And In The Outdoor Environment You Live In. bestos Trigger Levels An asbestos abatement in a Single -Family Residential Dwelling (SFRD) less than 32 square feet, 50 linear feet on pipes, or the volume equivalent of a 55-gallon drum is regulated by OSHA in 29 CFR 1926.1101. An abatement of materials greater than these trigger levels is regulated by the Colorado Department of Public Health & Environment (CDPHE). These regulations are found in the Colorado Regulation 8, Part B. In Public and Commercial Buildings, the trigger levels are 160 square feet, 260 linear feet on pipes, or the volume equivalent of a 55-gallon drum. In school buildings, any amount of damage to or removal of ACBM to greater than 3 square feet or 3 linear feet on pipes must be handled in accordance with the Colorado Regulation 8 and AHERA regulations. Sampling Requirements: ➢ 2- Samples of Miscellaneous Materials. Miscellaneous Materials includes all materials not covered bythe following categories. Examples: glue, tar, untextured drywall. ➢ 3- Samples of Thermal Systems Insulation. Thermal Systems Insulation includes all suspect insulation on pipes, boilers or similar systems. ➢ 3- Samples per area of surfacing materials less than 1,000 square feet. Surfacing materials include all materials sprayed on, troweled on, or otherwise applied to surfaces, such as acoustical plaster on ceilings and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes. The number of samples for a surfacing material differs based on the square footage of the material. Examples: drywalltexture, plaster, stucco. ➢ 5- Samples per area of surfacing materials between 1,000-5,000 square feet. ➢ 7- Samples per area of surfacing materials greater than 5,000 square feet. Crystal River Environmental Consulting LLC Keeping You Safe In Your Home And In The Outdoor Environment You Live In. and Minor Asbesto5.SSpills: If ACM is significantly damaged and the total quantity exceeds the trigger levels, the affected area is considered a Major Asbestos Spill. The affected area must be subject to the requirements in Reg. 8, Sections III.TA.-Major Asbestos Spills, as outlined below. Additional asbestos air or dust sampling should also be conducted within the remaining areas not directly impacted by the Major Asbestos Spill to determine if asbestos - containing dust/debris has spread to connecting areas. If asbestos fibers are found within any other areas, they also must be addressed according to applicable regulations. The following response actions must be followed per Colorado Reg. 8 when a Major Asbestos Spill occurs: ➢ Restrict access to the area and post warning signs to prevent entry to the area by persons other than those necessary to respond to the incident. ➢ Shut off or temporarily modify the air handling system to prevent the distribution of asbestos fibers to other areas of the building. ➢ Immediately contact the CDPHE by telephone, submit a notification in compliance with subsection III.E. (Notifications) and, if in an area of public access, apply for a permit in accordance with subsection III.G. (Permits). ➢ Be exempted from the requirements to always have a certified Supervisor on -site, until such time as the immediate danger has passed. Any cleanup or asbestos abatement that must occur after the immediate danger has passed shall be supervised by a person certified by CDPHE. ➢ Using certified Supervisors and certified workers in accordance with section II. (Certification Requirements) of this Regulation, seal all openings between the contaminated and uncontaminated areas and establish non - detect air pressure within the contaminated area in accordance with paragraph III.J. (Air Cleaning and Non -detect Pressure Requirements). This is to be accomplished using polyethylene sheeting to cover areas such as doorways, windows, elevator openings, corridor entrances, grills, drains, grates, diffusers and skylights. ➢ HEPA vacuum or steam clean all carpets, drapes, upholstery, and other non -clothing fabrics in contaminated areas, or discard these materials in accordance with subsection III.R. (Waste Handling). ➢ Launder or discard contaminated clothing in accordance with subsection III.R. (Waste Handling). ➢ HEPAvacuum orwet clean all surfaces in the contaminated area. ➢ Discard all material in accordance with subsection III.R. (Waste Handling). ➢ Following completion of subparagraph III.T.1.a. through III.T.1.i. above, comply with air monitoring requirements as described in subsection III.P. Part 763, Appendix A to Subpart E (EPA 1995), except that the air stream of the leaf blower shall not be directed at any friable ACM that remains in the area. ➢ Comply with any other measurements deemed necessary by CDPHE to protect public health. In the event of an asbestos spill involving less than or equal to the trigger levels, the building owner or responsible person should adhere to the following recommendations: ➢ Restrict access to the area and post warning signs to prevent entry to the area by persons other than those necessary to respond to the incident. ➢ Shut off or temporarily modify the air handling system to prevent the distribution of asbestos fibers to other areas of the building. ➢ Seal all openings between the contaminated and uncontaminated. This is to be accomplished using polyethylene sheeting to cover areas such as doorways, windows, elevator openings, corridor entrances, grills, drains, grates, diffusers and skylights. ➢ HEPA vacuum or steam clean all carpets, drapes, upholstery, and other non -clothing fabrics in contaminated areas, or discard these materials in accordance with subsection III.R. (Waste Handling). ➢ Launder or discard contaminated clothing in accordance with subsection III.R. (Waste Handling). ➢ HEPA vacuum or wet clean all surfaces in the contaminated area. Following completion of subparagraph III1.2.a. through III3.2.f. of Reg. 8, the building owner or responsible person should conduct air monitoring analysis as described in subsection III.P.3 of Reg. 8 (Final Clearance Air Monitoring and Sample Analyses); air samples shall be collected as described in 40.C.F.R.
