I’m allowed by Code to approve 180-day extensions upon request that has good reason.
I am approving an extension on your permit for 180 days from today, until June 14th,
2026.

Hi John,
I really appreciate the email you sent. I want to make it clear that, under no circumstances, is it
our intention—or anyone at Eco Dwelling’s—to abuse your trust. We’ve been through a very
challenging economic period, and all our resources have been dedicated to getting approval
and progressing with our projects in Rifle. Honestly, we haven’t had the funds available to
address the fire extinguisher system, and we also struggled to find a company to provide the
quote.
We’ve now managed to secure that, and we just need to coordinate with them this week,
starting tomorrow, to get the quote for the required pump for the internal irrigation of the fire
extinguisher system. That’s the final piece we needed. We’re also obtaining a bank loan to
make this modification in the factory.
Please understand, we’re not taking this lightly. It’s been a very tough year economically, and
we simply couldn’t allocate these significant funds until we had progress on our affordable
housing projects in Rifle. My commitment is unwavering, and I would never betray the trust
you’ve placed in us. We’re working closely with John Kuersten, and we believe we’ll have the
final quote tomorrow, which will allow us to move forward with the bank loan.
I kindly ask for a bit more time on this. We’ll get it done as quickly as possible and ensure the
fire system is in place without delay.

The last permit extension request was over a year ago. Getting a sprinkler bid
does not show progress on this project.
I feel that I may have been misled and feel the County, and I are being taken
advantage of.
All construction projects have a schedule. I need you to provide an extension
request and state solid dates when the project will move forward.
The County has performed footing and foundation inspections. The next
inspection for the County would be rough-in inspections and framing. Prior
to the County’s inspections the Electrical will need to be approved by the
State, and the Fire Sprinkler and Alarm are to be approved by the Fire district.
By the County allowing the building to be occupied with life safety issues
pending, the County may be liable if an incident occurred that injured or
killed someone. This is why I’m obligated to take enforcement actions if not
remedied ASAP.

Thank you for our recent conversation and your ongoing support. As I
mentioned, we have been navigating a challenging period where the
company’s income was significantly impacted. Consequently, we had to
make difficult decisions, including reducing our budget and prioritizing the
loan for our two ongoing developments.
After much effort, we are now just two weeks away from completing the bank
loan requirements and requests.
Given how close we are to finalizing this work, I kindly ask you through this
medium, if you can give us an extension for the permits of the warehouse
extension in order to submit the electrical and fire sprinkler quotes.
I truly appreciate your understanding of our situation and hope you can
accommodate this request.
Your approval of this extension will be instrumental in helping us.

I’m looking for progress on your project. I can see from Highway
6/24 that the addition is being used.
The building should have been protected with automatic fire
suppression before the new addition. It’s substantially larger
than what the code allows for an un-sprinkled building.
I will be forced to expire the permit and deem the building unsafe
if progress is not shown.

Subject: EcoDwelling Building Addition
Fernando,
I am checking on the progress regarding the addition to the
Ecodwelling Building. The last inspection we have on record was
on 12-11-23. To keep a permit from expiring, progress needs to
be made every 6 months, typically an inspection performed.
I checked with the Fire District, and they have not received the
sprinkler design yet. Nor could I not find an electrical permit on
the state website.
Please get the Fire District the sprinkler design and please send
me the Electrical Permit Number. If you are not ready for an
inspection, by providing both requested information will show
progress to keep from expiring the building permit.
