On March 21, 2025, we visited the site of the building under construction at 287 County Road 102 near
Carbondale in Garfield County, Colorado to observe the OWTS installation pursuant to OWTS Permit #
SEPT-8811. The system was designed by Sopris Engineering and installed by E & L Trucking. We
received an as-built drawing of the constructed system and a letter certifying that the system was
constructed in compliance with the permitted design from the OWTS designer dated August 25, 2025.
During our inspection, we observed the new sewer line and cleanouts adjacent to the building, the new
concrete 2,000-gallon two-compartment septic tank with an effluent filter in the outlet tee of the second
compartment of the tank, the new effluent line, the new distribution box, and the Soil Treatment Area
(STA). The septic tank and distribution box were installed level with access brought to grade. The STA
consisted of four gravelless chamber trenches with 20 Infiltrator Quick4 chambers per trench (80 total
chambers, 960 ft2 total STA). Additionally, inspection ports were present at each end of each trench. On
April 8, 2025, we received confirmation that the effluent filter handle had been extended to within 12
inches of the riser lid, and the portion of the sewer line that runs under the driveway had been replaced
with Schedule 40 pipe.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
