HomeMy WebLinkAboutGARCO Vegetation Management CommentsGarfield Co1,11 August 21, 2025 To: John Leybourne and Glenn Hartmann Garfield County Community Development Department RE: Garfield County Vegetation Management Comments on PUDA-12-24-9048 Harvest Roaring Fork and PUDA- 07-25-9079 River Edge PUD Revocation Dear Mr. Leybourne and Mr. Hartmann, Regarding the application for the River Edge PUD Revocation (PUDA-07-25-9079), Garfield County Vegetation Management has no comments. Regarding the application for Harvest Roaring Fork (PUDA-12-24-9048), Garfield County Vegetation Management would like the applicant to address the following comments: - According to the report prepared by Sopris Engineering, full grading plans for the site have not yet been completed. Once it is, we will need to determine if a revegetation security will be required and, if so, what the amount should be. o Staff requests that the applicant quantify the surface area of disturbance in terms of square footage in all areas that will require: ■ Temporary or long-term reseeding, excluding areas within building envelopes. Disturbances that will need to be reseeded or require erosion control efforts due to modifications to existing infrastructure. o Garfield County requires revegetation securities if an estimated area of disturbance that will need to be revegetated is greater than or equal to 1 acre. The total amount for the security is then calculated at $2,500/acre. - In addition, the existing "Noxious Weed Management Plan" (Exhibit P) is vague and lacking necessary details. There is no date mentioned for when the plan was created, nor when any weed management efforts last took place. Timing and treatment methods for specific noxious species should be addressed in the plan. In addition, the maps should be updated to reflect the current status of the weeds at the site (the included maps are dated from 2021). o The Harvest Roaring Fork Planned Development Ordinance mentions the inclusion of several "Required Open Space" areas. The updated Noxious Weed Management Plan should specify Garfield County Vegetation Management 195 W. 141h St., Bldg. D, Ste 310 Rifle CO 81650 Office: 970-945-1377 x 4315 who will be responsible for managing noxious weeds in these areas, as well as the timing and treatment methods. Please let me know if you and/or the applicants have any further questions or comments.
