OWTS Permit #: SEPT-9125
January 20, 2026
On August 6, 2025, we visited the site of the residence at 54 Pine Street near Carbondale in Garfield
County, Colorado to observe the OWTS installation pursuant to OWTS Permit # SEPT-9125. The system
was designed by CBO, Inc. and installed by E&L Trucking and TE Builders. We received an as-built
drawing of the constructed system and a letter certifying that the system was constructed in compliance
with the permitted design from the OWTS designer dated January 12, 2026.
During our inspection, we observed the new sewer lines and cleanouts adjacent to the residence, the new
concrete 1,500-gallon two-compartment septic tank with a high-head Orenco pump package in the second
compartment of the tank, the new pump line, and the Soil Treatment Area (STA). The portion of the
sewer line running to the West of the residence had been backfilled. The septic tank and automatic
distributing valve were installed level with access brought to grade. The STA consisted of two 10 feet by
33 feet by 3-foot-deep pressure-dosed unlined sand filter beds constructed with secondary sand media
(660 ft2 total STA). Each bed consisted of 3 distribution laterals constructed of 1.5-inch diameter
Schedule 40 PVC with 5/32-inch diameter orifices every 3-feet on center, facing down, placed in GeoMat
distribution media. The distribution laterals ended in a 90-degree sweeping bend facing up, fitted with a
ball valve to allow flushing of the laterals. Additionally, inspection ports were present at each corner of
the bed. On August 8, 2025, we received confirmation of proper ADV installation, sewer line slopes and
pipe strength. On January 23, 2026, we received confirmation that the existing septic tank had been
abandoned by crushing.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
