Dear Mr. Moon:
At the request of Colorado River Fire Rescue, TERPconsulting has performed third -party permit
construction document review for the new fuel farm proposed at the Rifle Garfield County Airport. The
following codes, as amended by the City of Englewood, are applicable:
• 2015 International Building Code (IBC) as adopted by Colorado River Fire Rescue
2015 International Fire Code (IFC) as adopted by Colorado River Fire Rescue
• NFPA 30 — Flammable and Combustible Liquids Code (2024 edition).
This review is based on the permit drawing submittal set dated 9 June 2025. The following design
comments have been identified:
REVIEW COMMENTS REQUIRING RESOLUTION
1. General — Please provide information in the drawings for fire apparatus access roads in
accordance with the IFC Section 503.1.1 and all related requirements. Please note that per IFC
Section 501 all fire apparatus access roads are to be installed and made serviceable prior to and
during construction.
2. General —There appear to be existing hydrants to be demolished per the demo drawings but there
are no indications of new fire hydrants. Additionally, there do not appear to be any calculations
for the site fire flow as required by IFC Section 501.3. Please provide your calculations for required
fire flow for the site and identify the sources on your drawing to meet that required fire flow.
Please note that per IFC Section 501 the entire fire flow water supply is to be installed and made
serviceable prior to and during construction.
3. General —Per IFC Section 403.6 please provide a site safety plan, including evacuation procedures,
in accordance with IFC Section 404.

4. General — Secondary containment is required per IFC Section 5004.2.2.4. Monitoring the
secondary containment is required per IFC Section 5004.2.2.5. Please identify the design, confines
and volume calculations for the secondary containment and provide your design documents for
your monitoring system.
5. General — A manual emergency alarm system shall be provided in accordance with IFC Section
5004.9. Emergency alarm, detection, and automatic fire -extinguishing equipment shall be
electronically supervised and monitored in accordance with IFC Section 5004.10. Please provide
your design documents and drawings for this required system.
6. General — Please provide locations for portable fire extinguishers and hose lines as required by
IFC Section 5703.2.1.
7. General — Labeling and signage shall be in accordance with IFC Section 5704.2.3. Please provide a
signage drawing indicating locations and verbiage of required signage.
8. General — Please provide a fire protection system submittal in accordance with IFC Section
5704.2.9.2.1 or confirm it will be provided as part of a future deferred submittal.

Please note that per IFC Section 501 the entire fire flow water supply is to be installed and made
serviceable prior to and during construction.
Status: The existing hydrants are to remain, 1 new hydrant to be installed. Site fire flow has been
established by Jensen Hughes in a letter dated 23 September 2025. Item CLOSED.
3. General —Per IFC Section 403.6 please provide a site safety plan, including evacuation procedures,
in accordance with IFC Section 404.
Status: A site safety plan has been provided. Item CLOSED.
4. General — Secondary containment is required per IFC Section 5004.2.2.4. Monitoring the
secondary containment is required per IFC Section 5004.2.2.5. Please identify the design, confines
and volume calculations for the secondary containment and provide your design documents for
your monitoring system.
Status: Secondary containment has been evaluated by Jensen Hughes in a letter dated 23
September 2025. A material data sheet has been provided for a leak gauge, however the
implementation of monitoring/location has not been identified nor the method for monitoring.

Status: No discussion/design of a manual emergency alarm system has been provided. Item OPEN.
6. General — Please provide locations for portable fire extinguishers and hose lines as required by
IFC Section 5703.2.1.
Status: No additional locations or discussion of fire extinguishers. Item OPEN,

Status: The letter by Jensen Hughes dated 23 September 2025 describes the sites existing manual
firefighting operation and proposes the use of manual operations in leu of fixed operations. This
is an acceptable alternative. Item CLOSED.
